STATEMENT OF WORK
Project No. 528A8-21-815 Correct Paralleling Switchgear Deficiencies Bldg. 1 VAMC, 113 Holland Ave., Albany, NY
I. PROJECT DESCRIPTION
The Paralleling Switchgear at the Stratton VA Medical Center in Albany, NY was constructed approximately a decade ago. The switchgear provides emergency, generator power to the station’s Automatic Transfer Switches (ATS’s). Over time, additional ATS’s have been added to the infrastructure, but were not incorporated within the Load Shed Priority. The current Load Shed Priority is outdated and requires revision. The scope of this project is to correct the Paralleling Switchgear’s deficiencies, to make it compliant with the VA’s Electrical Design Manual and replace antiquated equipment within the Paralleling Switchgear.
Due to the Albany Stratton VA Medical Center being a Mission Critical Facility and the severe risk that the VA would endure if the project isn’t conducted as specified, it is imperative that the station does not lose the capability of implementing emergency, generator power if its normal power feeds were to fail. Therefore, the contractor shall be capable and experienced in correcting the Paralleling Switchgear’s deficiencies while keeping the Paralleling Switchgear and 2 of the generators available/functional for any possible emergency response.
The Paralleling Switchgear is a product of Intelligent Switchgear Organization (ISO). The contractor shall be fully capable and experienced with Intelligent Switchgear Organization (ISO) and should have substantial experience, preferably renovating existing gear. Furthermore, the contractor’s products must be compatible with Intelligent Switchgear Organization (ISO) switchgear.
The Scope of Work includes (but is not limited to):
· The VA assessed the current Load Shed Priority and made initial corrections per the VA’s Electrical Design manual’s (revision 12/1/19) Essential Electrical Systems for Hospitals: Life Safety Branch, Critical Branch and Equipment Branch.
· The VA’s vision is to differentiate the station’s existing loads by the Design Manual’s 3 emergency power branches, rather than the schedule’s current “tier” system. If possible, the VA wants the Load Shed Priority’s “tiers” to be expanded (primarily the “Essential, Never Shed”), to essentially transform them to their respective branch/category, rather than creating additional “tiers”.
· The VA is providing the current Load Shed Priority schedule, including additional ATS’s that have yet to be incorporated into the system, and has attempted the proper classification of each ATS, per the 3 emergency power branches. The Contractor shall revise the Load Shed Priority to comply with the VA’s 3 emergency power branches, as needed – coordinate with VA if revisions are required.
· Please note, for all ATS’s within the Life Safety Branch, these ATS’s will never load shed.
· Replace Electric Shop’s workstation computer and Paralleling Switchgear’s Touch Screen Panel (TSP). The Electric Shop’s workstation computer shall have the same capabilities as the TSP in the Paralleling Switchgear.
· The Electric Shop’s workstation computer shall have Master/Supervisory Control, including the ability to address alarms/warnings, navigate the various ATS’s/screens, system monitoring (ATS’s & Generators), etc.
· The Contractor will need to verify the cabling between the Electric Shop’s workstation and the Paralleling Gear will be able to provide this capability or install the necessary cabling (as required).
· Along with upgrading the systems’ (Paralleling Switchgear and Electric Shop’s workstation) OS to Windows 10, the Contractor shall also update the graphics to latest version of Factory Talk software (or approved equivalent), including ATS’s information to be more detailed: portraying the respective ATS’ nomenclature, status, serial number, catalog number, location, etc.
· Per the existing ATS’s, the VA will provide changes to various ATS’s nomenclature to make them distinguishable. The Contractor shall upgrade the program and physical nameplates of the ATS’s.
· The VA will provide the information they want shown on the screen, including serial numbers, catalog numbers, locations, etc.
· Incorporate the 6 new ATS’s that are scheduled to be installed soon.
· Add a minimum of 20 additional I/O for future ATS’s through an auxiliary panel (8 Life Safety, 6 Emergency Critical & 6 Emergency Equipment).
· Incorporate the 6 new ATS’s that are scheduled to be installed soon.
· Install new ATS position (communication) and 24 vdc signal for load shed.
· From the “ATS EQ-SPD” physical location, install a new raceway and communication cabling to the Paralleling Switchgear and terminate them at both ends. Raceways within the Crawlspace are required to be rigid galvanized steel.
· Within the Paralleling Switchgear, tie-in/terminate the communication cabling for all LS and EC ATS’s.
· Provide IP addresses for ATS’s
· Upgrade Master control cubicle
· Replace AP1’s and AP2’s PLC’s
· Furnish and install new managed ethernet switches
· Furnish and install a Data table gateway for customer interfacing
· Upgrade 4 General control cubicles
· Replace PLC’s & transducers
· Upgrade 3 Distribution control and protection sections
· Replace controllers
· Complete system PM including the replacement of the station batteries.
· PM includes
· Cleaning all enclosures
· Inspection of all controls and control wiring for clean and tight connection
· Verify system metering
· Verify generator metering
· Verify operation of manual switches
· Inspect circuit breakers
· Check for any logged faults
· Remove breakers
· Perform megger where applicable
· Test circuit breakers accordingly
· Clean and lubricate each breaker
· Return breaker(s) to service
· Inspect Grounds
· Verify all common and ground wire connections
· Tighten control wiring and terminals
· Verify 24 VDC negative is grounded to earth
Background: The Samuel S. Stratton VA Medical Center was constructed in the late 1940’s based upon plans by Green & James, Architects & Engineers, Buffalo, New York and Eggers & Higgins Architects & Engineers, New York, New York dated December 10, 1947. The Paralleling Switchgear was constructed to support the hospital’s various operations.
The main hospital and ancillary buildings and services shall remain operational throughout the project. Roadway closures will not be permitted at any time or for any reason except with the written approval of the COR.
II. REFERENCES
Perform all work necessary to affect the repair/maintenance items as shown on the attached documentation and further defined in the project specifications. As part of close-out documentation, the Contractor shall provide as-built drawings in Adobe PDF and Microsoft Excel format.
III. ADDITIONAL INFORMATION
The Contractor shall provide all labor, supervision, and materials necessary to perform the work as indicated in this scope of work, and project specifications. At the completion of operations, the existing work shall be in a condition equal to or better than that which existed before new work started.
The Contractor shall verify all existing conditions on the site and in the facility infrastructure that the proposed project may affect before the commencement of any construction. This includes but is not limited to, verifying the locations and elevations of existing utilities, verifying site items as shown on the project drawings and taking appropriate field measurements. The government will not be held responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions or to fully review manufacturer’s information related to the project. All bidders are strongly encouraged to inspect the job site prior to submitting bids.
All discrepancies between the specifications and manufacturer’s recommendations shall be brought to the attention of the Contracting Officer’s Representative prior to the commencement of work. The Contractor shall abide by the Scope of Work regardless of whether or not a manufacturer calls for the task, level of preparation, etc. in question. The only exception is where the Contracting Officer agrees in writing that the item or task specifically voids a manufacturer’s warranty and may be omitted. A credit for the work not performed may be due to the government in such circumstances at the discretion of the Contracting Officer.
IV. SCHEDULES
The work shall be substantially complete no later than 90 calendar days after receipt of the Notice to Proceed unless otherwise agreed to in writing with the Contracting Officer.
