About this file

This document contains an amendment to an invitation for bid for solicitation number 36C24221B0029 for a project to widen Circle 1 Drive at Building 9 for the Department of Veterans Affairs.

The amendment provides responses to questions submitted regarding the solicitation. It clarifies that the site supervisor can concurrently perform the duties of the Site Safety and Health Officer and the Contractor Production Supervisor. It also confirms that the site supervisor can perform all duties of the Construction Quality Control system as long as the supervisor meets the requirements outlined in the specifications. The amendment requires the contractor to hire an independent land surveyor for the project and notes that a flag person is not needed to close one lane of the road during construction as long as sufficient width is maintained for one-way traffic. Finally, it specifies that all work must be completed during normal business hours of 7:00AM to 4:30PM without prior approval and cannot be performed on weekends. Bids for the project are due at 10:45AM on May 10, 2021.

1. Spec section 01 35 26 para 1.9 A and B has requirements for SSHO and CSP, please clarify if our site supervisor can concurrently perform duties of SSHO and CSP.

Yes, the site supervisor can concurrently perform duties of SSHO and CSP, as long as they have OSHA 30 card or equivalent. The site supervisor should have the required qualifications per Section 01 35 26. The VA would like to schedule a weekly safety walk to ensure the safety of the work site.

1. Spec section 01 45 00 para 3.4 has extensive requirements for CQC system manager and other CQC personnel. Please clarify that contractor does not have.to hire additional/independent personnel to perform duties of these CQC. Please confirm that contractor's Site supervisor can perform all the duties of CQC.

Yes, contractor's Site supervisor can perform all the duties of CQC as long as the Site Supervisor can meet the requirements of the CQC personnel listed in this section. Otherwise I think the it would be prudent to require the site supervisor to supplement with other personnel as needed.

1. Spec section 02 21 13 is for site survey. Please advise if contractor has to hire an independent land surveyor for this project.

Yes, contractor has to hire an independent land surveyor for this project.

1. During construction, one lane must be closed for traffic. Please advise if contractor must keep a full-time traffic director/flag person? If yes, then is the flag person required at both the ends of street? Please clarify in detail as this will have a big impact on our cost.

The road is one-way. The existing features plan shows existing one-way signage. Contractor should be able to close down a lane and keep it one-way without a flag person. Contractor needs to make sure to maintain sufficient width to allow for one lane of traffic. If contractor is planning to pave the road all in one shot and/or needs to completely shut down the road, then this needs to be revisited by providing a flag person.

1. Please confirm that all the work can be performed during regular work hours Mon-Fri, especially the work of new asphalt paving and concrete. As if in case work is being performed on weekends, then contractor has to pay extra cost to the paving plant for weekend deliveries.

Work is to be completed during normal business hours, typically considered 7:00AM to 4:30PM. No work shall be completed outside of this timeframe without prior approval from the COR and CO.
