The purpose of this amendment is to respond to RFI questions and update bid opening instructions.

RFI Responses:

1. There appears to be a Fire Alarm system required yet there is no specification, NOR any requirement shown how/where to tie into an existing system. Answer: Spec Sect 13 34 23.13, 2.3 Items to be provided as part of the Modular Bldg. Pkg., C2i. Fire alarm system, self-contained alarm and detectors. Will not be tied into any existing systems.

1. Are 120v circuits needed at the exterior Generator. Answer: no

1. E-002 Wire and Cable refers to the use of MC cable yet under Raceway and Boxes A.1 refers to all wire to be run within conduit, please clarify. Answer: run all wire in conduit.

1. There appears to be a Door Access Control system yet there is no specification, NOR any requirements shown how/where to tie into an existing system. Answer: The contractor is to run conduit and pull string to junction boxes as detailed in the drawings. The VA will install access control hardware.

1. Since this is a rental / lease, will you consider breaking out the price/cost schedule into:

4. Delivery / Install / Utilities

4. Base Year Lease

4. Option Year 1 lease

4. Option Year 2 Lease

4. Teardown / Removal Answer: This is an Invitation for Bids, and one bid price for the complete project is expected at the bid opening.

1. Please confirm the due date is 6/17 as sam.gov has a different due date. Answer: Yes, the bid opening is scheduled for 6/17/20 at 11:00. Any mailed bids must be received prior to the date of the bid opening.

1. Please consider extending the period of performance beyond 120 days. A period of performance of 180 seem relevant for the amount of site work and manufacturing required for this project. Answer: extend PoP to 180 days

1. Drawing CD-100 references abandoned 2” underground oxygen line. Does this have to be removed or will remain? Answer: lines will remain, detail on drawings is informational only.

1. Who is to responsible for providing the generator, GC or government? The general notes and keyed notes “by civil contractor.” Answer: GC is responsible for providing the generator.

1. Can some other type of aggregate be used under the modular building then gravel pavement? Answer: Spec Sect 31 20 11, 2.1E calls for NYSDOT type 2 subbase, will be used.

1. Per drawing AI-100 it appears you have gutters and downspouts only on one end of the building. This would not be typical for our construction as we would have water shedding to the hitch end and opposite the hitch end. Please explain. Answer: Spec Sect 13 34 23.13, 2.3 Items to be provided as part of the Modular Bldg. Pkg., A6 Roof drainage – gutters and downspouts as shown on drawings.

1. Per drawing EL-100 and ES-003 you have the mechanical equipment on one panel and the remaining electrical items on another panel. This is very problematic and will cause the modular builder to have an enormous amount of cross-overs between the modules in order to home run the electrical to one location. We propose an alternative design utilizing sub-panels throughout the building and having the mechanical equipment, lighting and general circuitry all on the same sub-panels throughout the building and then home run these panels to a main panel within the electrical room. Answer: this is an acceptable alternative design.

1. Where applicable, can the smoke detectors be located in the ceiling rather than wall mounted? Answer: As long as it meets all code requirements.

1. Does the building need to have a fire suppression/sprinkler system? I ask because not identified in section 13 34 23. 13 Part 1 - General 1.1 Summary. With square footage of 9,972 may not need. Answer: Not required

1. What value are the performance and payment bonds based on. Since this is a 3-year lease and not a sale. Is the bond to be based on the one-time charges, one times and full-term rental? Answer: The bonds will be based on the total price that is bid for the solicitation.

1. The drawings indicate a nominal modular unit size for each modular unit of 12x60. Specification section 13 34 23.12 indicates a nominal modular unit site for each modular unit of 12x64. Please confirm the correct dimension. Answer: The specification states nominal dimension, not actual dimension, refer to the drawings for actual dimension. Each unit will be 12X60, refer to architectural floorplans for required dimensions and layout.

1. Section 2.3, Item B.1 of specification section 13 34 23.13 appears to indicate that temporary foundations will be acceptable (Above Grade Drystack CMU piers on ABS pads). Is this correct? Answer: Specification does not state ABS pads, drawings and specifications require crushed stone pad under the entire assembled modular unit.
