BIDDING RFIs 19 February 2020

1) Spec section 01 45 00 has extensive specs for quality control and CQC personnel requirements particularly paras 3.4 A, B, C, D and E. Please confirm our site supervisor can simultaneously perform the duties of CQC and there is no need to hire a separate individual.

Response: YES

2) 02 82 13.13‐page no.1 para 1.1.2.B states Alternate Add/Deduct bid for ACM piping and fitting for 200’ of 2‐6” dia pipe insulation within the plaster pipe chases. ‐‐‐‐ How many locations and count of chases for this quantity of 200’, is it on same floor? How many rooms? What is the count of chases? Also is this ADD or DEDUCT Alternate?? Accordingly, please amend the bid pricing sheet.

Response: Applicability probably limited to 1st Floor, B Wing and/or 9th Floor. This will be considered an Add Alternate.

Contractor officer to amended sheet.

3) Spec section 09 05 16 states floor leveling and repairs as required, also drawing 1‐AS105 states slab prep to include self‐leveling compound. Please clarify if any self‐leveling/how much thick is required for the new epoxy terrazzo or at any other new flooring areas, as this self‐leveling work is an expensive item.

Response: The intent is to achieve an installation free of subfloor imperfections telegraphing through to the finished floor product. Refer to General Requirements Section, paragraph 1.3A.1.iii, and to drawing 1‐AS103, note on Detail 1/AS103, Demo Plan – 3rd Fl Auditorium related to removal of existing finish flooring and prep of slab to receive new finish material.

4) Spec section 09 06 00 missing from table of content but it is inside the spec book, please revised the TOC.

Response: Table of Contents is attached

5) TOC indicates spec sec 09 66 16 Terrazzo Floor Tile, but this spec section us not found/missing from the spec book.

Response: The terrazzo tile product for the integral cove base was eliminated and incorporated into the specification section for Resinous Terrazzo Flooring. Reference to spec section 09 66 16 is struck from the TOC – see attached.

6) SOW on page 6 and 7 of page 50 of solicitation indicates work at various locations nos. 1 to 7, there are various epoxy flooring spec sections listed in the spec book, we are confused as to which spec/flooring work applies to these project areas, please advice/clearly clarify at which locations/areas (nos. 1 to 7 ) is the below specs sections work applicable:

a) TOC section 09 66 16 Response: The terrazzo tile product for the integral cove base was eliminated and incorporated into the specification section for Resinous Terrazzo Flooring. Reference to spec section 09 66 16 is struck from the TOC – see attached.

b) TOC section 09 67 23.50 Response: Refer to 1‐AS101 for extent of terrazzo flooring.

c) TOC section 09 67 23.60 Response: Refer to 1‐AS102 for extent of epoxy flooring.

d) Inside spec section 09 06 00, page 6 ‐‐‐ section 09 66 23.50 Epoxy Terrazzo Flooring.

Response: Refer to Hatch Key on 1‐AS101 for extent and location of terrazzo flooring.

e) Inside spec section 09 06 00, page 6 ‐‐‐ section 09 67 23 Epoxy Resinous Flooring.

Response: Refer to 1‐AS102 for extent of epoxy flooring – Dtl 2/AS102, Finish Plan – 1st Floor B Wing.

7) SOW para 1, A level main corridor floor replacement states installation of precast terrazzo cove base. ‐‐‐ At the prebid walk thro we were informed that base should be integral and not precast.

Please advice which is correct and what should be the height of the base.

Response: It is required to provide a cove base, however, matching precast terrazzo may be used for the base as per Detail 4/AS101 and as stated in various places in spec section 09 66

23.50. Prefer to integral. To match new floor color.

8) SOW para 3, 3rd floor auditorium floor replacement. ‐‐‐ Please advice if contractor must remove the existing curtains and reinstall after work is complete.

Response: Contractor is not required to remove existing curtains, but they must be protected from construction activities and, if damaged, replaced or returned to their pre‐construction condition.

9) SOW para 7 Staircase # 2. – Please advice if sandblasting is required to remove the existing paint from all the existing metal surfaces. The existing fire/sprinkler pipes color looks good, please advice if these pipes can be just repainted.

Response: Removal of existing paint from metal surfaces scheduled to be refinished is regarded a means and methods procedure and the Contractor’s prerogative subject to approval by the VA Resident Engineer. It is not required to refinish the existing fire/sprinkler pipes and considered outside the scope of this project.

10) There is a discrepancy in quantities of asbestos abatement flooring between drawings and specs section 02 82 13.19, page 2, table of inventory of ACM, for example drawing 1‐AA101 detail 1, 3rd Fl auditorium plan, if we scale this drawing then the quantity comes @ 3200 SF whereas in the table of inventory of ACM in the spec section it states 3rd floor 3‐101 auditorium as 10,835 SF, please advice if specs supersedes the drawing and contractor has to consider the specs quantities ( even if they are more ) for bidding purpose.

Response: 3200SF

11) Drawing 1‐AA102 legend indicates hatch area as ‘abate asbestos containing 12” x 12” vinyl floor tile’. Whereas floor plan 1 and 2 note sates ‘No asbestos materials impacted by renovations’. Please clarify if the 5th floor B and D wing existing flooring material is to be removed as asbestos containing material or not.

Response: Abatement is not required on the 5th Floor to execute the scope of work defined on drawings.

12) Drawing 0‐G002 detail 1 indicates temp barrier partition wall. Please identify on floor plans work of this temp barrier so that contractor can scale the drawing and procure quantity of this temp barrier.

Response: Temporary barriers as detailed on 0‐G002 are noted on detail plans 1/AS102 and

1/AS106.

13) Spec section 09 06 00 page nos. 4 and 5 indicates Finish Codes for flooring work, like SRF‐1, SRF‐ 2, VSF1 to VSF5, ET‐1 to ET‐13, EP‐1, etc. These finish codes are not shown on the drawings.

Please provide a proper finish schedule with all the rooms numbers/name and related finish code/material.

Response: Refer to drawings for type and extent of flooring.

ET‐1 to ET‐13 is Epoxy Terrazzo shown on Hatch Key, 1‐AS101 EP‐1 is Epoxy Flooring shown on 2/AS102 VSF‐1 to VSF‐5 is shown on 2/AS104 and 2/AS105 – see Floor Material Hatch Key SRF‐1 is Sheet Rubber Flooring shown on 2/AS106 – see Floor Material Hatch Key Luxury Vinyl Tile is shown on 2/AS103 and 3/AS103 Etc.

14) In drawing 1‐AS101, hatch key says Terrazzo tile but in detail 4‐AS101 it says as poured floor.

Please clarify.

Response: Poured epoxy terrazzo floor.

15) Will the new epoxy floor on drawing 1‐AS101 have an epoxy base or precast terrazzo as shown in detail 4 on AS101? At site visit it was stated this base would be epoxy not precast terrazzo.

Response: Refer to previous response to Question 7.

16) Detail 2 on drawing AS101 shows the phasing of new epoxy flooring on A Level. There are several steps for new epoxy including demolition of existing floor. This is a very busy area of the hospital; will we be able to completely block off each phase shown on phasing plan and for how long?

Response: Yes, contractor will be able to block off area(s). Duration for each phase on A Level is provided in Specification Section 010000, General Requirements, paragraph 1.3A.1.a.i.b.
