Please find below some pre bid RFI for the above noted project.
1. Please provide soil investigation information / Boring logs so that we can evaluate our excavation risks.
Response: No soil investigation/borings were completed specifically for this project. Attached bore data from 1936.
2. Can we dig a couple of test holes?
Response: Per specification section 01 00 00 (General Requirements) 1.11, “Upon proper application to Department of Veterans Affairs, bidders will be permitted to make explorations of their own at site.” Application should include, but not be limited to, proposed location and depth of test pits. Application should also include site restoration and materials, safety plan, and safety training for people completing the test pits.
3. Will the campus have backup / loop water and gas service during the gas and water main line relocation.
Response: The Bath VA water system is looped, but the natural gas system is not looped. The potential effect on the campus facilities will depend on the location of the impact. As such, all shut downs shall be requested and coordinate with VA as required in the contract documents.
4. How will VA locate underground utilities that are not located by the “Dig Safe” system.
Response: As indicated by the Contract Documents, the contractor is required to obtain the services of an underground utility locator to mark the location of all utilities. Please refer to Special Note #4 on drawing GI-002 and specification Section 31 20 00 (Earthwork).
5. A locating service can be helpful but cannot guarantee that unknown utilities will be found. Will the VA issue change orders to compensate for repairs.
Response: The documents require the contractor to locate existing underground utilities and mark them. General note #15 on drawing GI-002 states that any underground utilities damaged by Contractor shall be fixed without additional cost to the owner. Specification section 01 00 00 has the following requirements.
1.9.B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
1.10.C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment.
6. Who will be enforcing the SWPPP.
Patriot response: The SWPPP is required by the NYSDEC SPDES General Stormwater Permit. The enforcement agency for the SPDES General Stormwater Permit is NYSDEC. Per specification section 01 00 00 (General Requirements) 1.9.D, the Contractor has extensive responsibility for compliance with permit requirements. Please review specification section 01 57 19 (Temporary Environmental Controls) 1.5.J. and the GS series drawings for information on Contractor’s responsibility. Please note that each of the contractors and subcontractors shall provide and identify at least one person (trained contractor) from their company that will be responsible for implementation of the SWPPP. Also the Contractor shall provide a qualified inspector to complete the site assessments/inspections required for the project as outlined in the SWPPP and SPDES General Permit requirements.
