528A7-15-712 REPLACE AHU-05 AND EF-05

13210 36C24218B0120 N 238220 Department of Veterans Affairs Network Contracting Office 02 800 Irving Ave Bldg 2 Rm D02 Syracuse NY 13210 The Syracuse VA Medical Center located at 800 Irving Ave Syracuse, NY 13210, intends to release an invitation for bid (IFB) numbered 36C242-18-B-0120 Project No. 528A7-15-712 Upgrade Air Handling Unit (AHU) 05 and Exhaust Fan (EF) on or about 4 JAN 18.

This project proposes to replace the existing indoor unit AHU-05/EF-5, ductwork, piping, insulation, and controls. The new units shall interface with the existing Johnson Controls Metasys Building Management System to allow for collection of data and response to alarm conditions. Update BMS display graphics to show new equipment and data points.

Tasks include: Removal of roofing material including rubber and patching of roof as required, demolition & disposal of existing units AHU-05/EF-05, outdoor intake louvers, pumps, heat exchangers, VFDs, auxiliary components, ductwork, piping, insulation, sprinkler heads/piping, and steel dunnage. Also, the work includes installation of new complete systems AHU-05/EF-05 including new piping, ductwork, insulation, controls, and air and hydronic systems testing & balancing.

In addition, contractor is required to provide temporary equipment to maintain space temperature/humidity and ventilation requirements. The areas served by AHU-05/EF-05 system will remain operational during construction.

The applicable North American Industry Classification System (NAICS) Code for this project is 238220, with a Small Business Size Standard of $15 Million.

THIS IS SET ASIDE 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected.

The offeror must be registered in System for Award Management (SAM) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS at time of offer and time of award. Firms may obtain VetBiz information at http://vip.vetbiz.gov.

The estimated magnitude of this construction project is: Between $1,000,000 and $2,000,000 The firms are required to self-perform 25% of the work and will be required to show in detail the breakdown to be submitted with the bid. Firms will also be required to supply the EMR rating at time of bid.

Payment and Performance Bonds will be required.

A 20% Bid Bond will be required and must be submitted with the bid.

Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov).
