About this file
This document is a Single Source Justification for a simplified acquisition procedure (SAP) for a contract above the micro-purchase threshold but not exceeding the simplified acquisition threshold (SAT) of $250,000. The Department of Veterans Affairs VISN 1 Providence Medical Center has a requirement for a certified laser operator/trainer to provide preventative maintenance and repair services for a NuTrace laser marking and scanning system. The incumbent contractor is SDVOSB vendor Martin AIJS, who is an authorized distributor and servicer of the proprietary NuTrace equipment. Due to the specialized and proprietary nature of the equipment, Martin AIJS is the sole source for these services, and no other vendors can satisfy the agency's requirements. The contract is for one year, with services provided quarterly, and the estimated contract value is provided. The Contracting Officer has determined the price is fair and reasonable.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-24-00027806
1. Contracting Activity: Department of Veterans Affairs, VISN 1 Providence Medical Center, RI
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Contractor will provide one Certified Laser Operator/Trainer, for one week, quarterly, for one year. The contractor shall provide all necessary labor, management, supervision, technical skills, quality control, materials, tools, transportation, software and equipment necessary to provide preventative maintenance and repair service for the NuTrace System. The equipment must be serviced with the use of OEM parts, tools and materials. The contractor must have access to OEM parts to ensure timely repair services and delivery, and suggested Vendor Martin AIJS is an authorized distributor and servicer of the Nutrace Laser System. The option most advantageous to the Government is to engage OEM servicer Martin AIJS for this specialized work.
Estimated Contract Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: SDVOSB Martin AIJS, UEI V83UNKGNE6L1, is the sole source for service on this equipment due to the proprietary nature of this highly specialized Nutrace Laser Marking and scanning system. SDVOSB vendor Martin AIJS is authorized to service by the OEM. The Sole Source is in accordance with VAR 819.7008 only one responsible source and no other supplies or services will satisfy agency requirements.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted per FAR 10.002. Recommended vendor appeared in returned queries. Because the equipment is proprietary, it is best practice to use the Original Equipment Manufacturer Nutrace’s recommended vendors. Nutrace provided the Government two authorized vendors that service the laser marking equipment. One is recommended vendor SDVOSB Martin AIJS and the other is SDVOSB Anthem Surgical Instrument Services.

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
5. Contracting Officer's Certification: The Contracting Officer recommends an award of the subject service contract to Martin AIJS, LLC. The price is fair and reasonable in comparison to similar awards at other VHA locations with the same equipment. This vendor has proprietary knowledge of the equipment and certified skills to complete the quarterly services, and the vendor is an SDVOSB.
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
