36C24124Q0069 PAC System Questions and Answers
1. “Special programing and equipment will be required to synchronize the upgraded equipment to the campus system.” What is the campus system?
Answer: Outdated campus system was CCure9000, the current updated system is Matrix Premysis.
2. Install PAC System capable of sustaining 28x card readers, 2x intrusion systems, and 1x scrambler” What is the intrusion systems(s)? What is Scrambler?
Answer: Intrusion System is the equipment that will detect any intrusion and identify the area. The sensor or group of sensors assigned to perform the detection, and any interface equipment between sensors and communication link to central-station control unit.
3. What type of card readers are in place? Car and PIN? Card only? HID, Schlage, Hirsch? Other?
Answer: HID.
4. Scope of work a) and c) – What are the difference between panel boards and reader boards?
This is not common terminology.
Answer: Recommend using Mercury boards LP1502, and MR52-S3.
5. Scope of work a) –“ program the board and integrate to the PAC System” – What is the Campus PACS system?
Answer: In the process of updating PAC system to Matrix Premysis, this contract includes updating Primary Care section of Building 1.
6. What is the outdated/non compliant PACS system in this building?
Answer: CCure9000.
7. Who is the current vendor for the system? Does anyone hold a maintenance contract for the campus PACS?
Answer: Wel Design is the current vendor for the PAC system; no current maintenance contract.
8. Scope of work b) and c) – combination of most industry hardware for 1x controller & 12x reader boards would only net you support for 26 readers yet it is stated that support for 28x readers is needed.
Can you clarify?
Answer: We need support for 26 readers.
9. Scope of work e) “program the board and integrate to the PAC System” – The system for Building 1 or is the campus also getting updated? Who is updating campus system?
Answer: Wel Design is updating the campus system, this contract only includes Primary Care NOT all of B1.
10. Will an extended POP be allowed for any lead times on equipment that would prevent a 30 day turnaround?
Answer: Yes, within reason.
11. Are all of the Covid protocols listed still in place? Providing testing results from a private test?
Vaccine cards? Onsite screening? Do we need to show our own test results if we are being screened daily? Is testing involved in the screening?
Answer: No onsite screening or private tests required, however if the workers are feeling sick, we ask that they don’t come in until they are well.
12. Who is providing the locks for the doors? What kind of locks? Door preps look like electric strikes.
Answer: This does not apply to this service contract. The GC is already on site, the PAC system was updated after the GC contract was made, this service contract will ensure the PAC system in Primary Care complies with the new requirements. GC is responsible for all parts and equipment outside the TR room. All work required in this contract is located in room E101. See Drawing 1-ES-401C Electrical First Floor Security Plan-Part C for location of room E101.
13. Can a Map with door locations and call outs for lock type, card reader etc. be provided?
Answer: GC is responsible for all parts and equipment outside room E101. All work required in this contract is located in room E101. See the drawings below:

14. POP states 30 days. Given this is a construction project, this could create issues. Is it possible to get a longer POP?
Answer: Coordination will have to be made with GC, this work can not commence until GC has installed all required equipment and wiring outside of room E101. Once GC is ready, this service contract will have 30 days to complete the work; a longer POP can be acceptable within reason.
15. What is the Current campus system this will connect to?
Answer: Matrix Premysis.
16. What is the current software revision for the system?
17. Will the door require request exit devices?
Answer: Not part of this contract.
18. Are the card readers being provided by us or others?
Answer: All equipment and materials outside of room E101 will be provided by the GC.
19. Are door contacts being provided by us or others?
Answer: Others.
20. Are any doors IN/OUT doors?
Answer: This work will be conducted by others.
21. Is FICAM needed for this?
Answer: The system needs to be FICAM, HSPD-12, and FIPS 201 compliant.
22. Are the intrusion systems being provided by others? If not, what are the specs? How many zones? Who is cabling?
Answer: GC is responsible for all parts and equipment outside room E101. All work and materials required in this contract will be located in room E101.
23. Are the access control doors cabled or does that need to be carried?
Answer: All assembly will be done by others except what is included in with these new components.
24. Is there anything we should carry in regard to working in the GC’s space? Site training, check in, safety meetings etc.?
Answer: No, just PPE per OSHA 1926.
25. Who is providing the electrical and network connections for the system?
Answer: The GC is providing electrical and network connections to room E101. This contract provides electrical and network connections for the system in room E101.
26. Are there currently conduit pathways to the card reader, lock and door contact locations or would these need to be snaked in walls?
Answer: GC is doing this work in to room E101.
27. Please provide a drawing indicating location of the wiring closet for door cables to be run back to and locations for all doors getting access control.
Answer: Door cables will be done by GC.
28. Will doors require just readers, and lock power or do they need door position switches and request to exit cabling as well?
Answer: Door work will be done by GC.
29. Should 120V wiring be included in the bid for powering the new PACS panel?
Answer: No.
30. Please provide door schedule and hardware schedule for new door hardware being provided by others.
Answer: Can NOT provide at this time, but does not have impact on price. All door work will be done by GC.
31. Are all doors and frames prepped with raceways for PACS cable and device installation? Example, conduit stub to electric lock, conduit stub and back box for card reader?
Answer: Yes, all this work outside room E101 will be done by GC.
32. Is the area a plenum rated cable space?
Answer: No.
33. Will electrical permits be required?
Answer: No.
34. What is the time frame for start and finish of the project?
Answer: Coordination will have to be made with GC, this work cannot commence until GC has installed all required equipment and wiring outside room E100. Once GC is ready, this service contract will have 30 days to complete the work.
35. What style readers are required? Example, 1 gang, mullion, keypad reader.
Answer: This is the GC’s responsibility.
36. Do any reader credentials need to be carried in this bid?
Answer: No.
37. What make / model of PACS head end panel is required?
38. Are there available licenses for the added doors or should we carry licenses in the bid?
Answer: No.
39. Please provide recommended or required manufacturer and model numbers of the material.
Answer: A specific manufacturer is not required. The material only needs to meet the needs of this requirement. Recommend using Mercury boards LP1502, and MR52-S3.
40. Is the bid to include the PACS system material or labor only?
Answer: Bid includes, material, labor, and programming.
41. Does the new system need to be FICAM compliant?
Answer: The system needs to be FICAM, HSPD-12, and FIPS 201 compliant.
42. Is this a standalone system for the campus? If not, what is the existing system which this system should be connected to? And if existing system, please confirm if the existing system is FICAM compliant.
Answer: This is NOT a standalone system for campus. Currently there is no existing system in Primary Care (new build), this contract needs to connect to the Campus system Matrix Premysis which is FICAM, HSPD-12, and FIPS 201 compliant.
