WHITE RIVER JUNCTION, VT 05009
SCOPE OF WORK
Building 31 Elevator Repair
1. GENERAL:
a. Provide service replace Elevator components in Building 31 at Veteran’s Medical
Center in White River Junction Vermont.
2. BACKGROUND:
a) This triplex group is one of the most critical groups of elevators at this facility.
These elevators average more than 1000 starts per day and have major components that are original to the installation and microprocessor control components that were last modernized more than 25 years ago. These elevators are in urgent need of major modernization including replacement of the obsolete microprocessor controls and replacement of the original geared traction machines. Major components of this system are no longer manufactured and the original controller manufacturer has recommended that the controllers be replaced.
3. REFERENCES:
a. VA Elevator Design Manual – PG 18-10
4. PROJECT SCOPE OF WORK:
Perform the following:
a. Shut Down and remove existing major components for full modernization in all three elevators.
b. Ensure the elevator enclosure meets the specifications called out in Reference (a), Section 4.0 Elevator Enclosure.
c. Install new microprocessor control system with absolute position/speed feedback to control dispatching, signal functions, door operations, and hoist motor control in accordance with (IAW) Reference (a), Section 7.0 Control Systems.
d. Install new geared traction machines IAW ref (a), Section 3.0 Elevator Type, Size, and Capacity, Paragraph I.
e. Install new heat detectors and sprinklers to meet the requirements of IBC, NFPA 13, and ASME A17.1 IAW ref (a), Section 11.0 Electrical Requirements.
f. Install new landing systems with absolute floor encoding to improve stopping accuracy.
g. Install new variable frequency variable voltage motor drives
h. Install new elevator doors IAW ref (a), Section 5.0 Doors and Entrances.
i. Install new hoistway entrance and doors IAW Ref (a), Section 5.0 Doors and
Entrances and Section 9.0 Elevator Hoistways.
j. Install new hoistway wiring.
k. Install new terminal limit switches top and bottom IAW ref (a), Section 10.0
Elevator Pits.
l. Install new steel hoist ropes IAW the specifications found in ref (a), Section 3.0 Elevator Type, Size, and Capacity, Paragraph I.
m. Install new overhead gearless traction hoist machines with the following specifications:
A. 32 HP motors B. 55 Amps C. 460 Volts
n. Install new hall push button fixtures at all floors IAW ref (a), Section 6.0 Operating Fixtures.
o. Remove all hallway fixtures and patch holes.
p. Install new combination hall lantern/ position indicator fixture at all floors IAW ref (a), Section 6.0 Operating Fixtures, Paragraph G.
q. Install new access key switches IAW ref (a), Section 6.0 Operating Fixtures.
r. Install new main and auxiliary car operating panels IAW ref (a), Section 6.0
Operating Fixtures.
s. Install new digital car position light indicator in main car operating panel IAW ref (a), Section 6.0 Operating Fixtures.
t. Ensure the emergency power supply has the capacity to operate a minimum of one elevator per group, refer to ref (a), Section 11.0 Electrical Requirements, Paragraph B.
u. Provide a circuit breaker panel or disconnect switches lockable in the off position in each machine room for emergency power circuits IAW ref (a), Section 11.0 Electrical Requirements, Paragraph E.
v. Install new capacity plate or engraved.
w. Remove existing handrails. Install new stainless steel handrails 30 inches and 42 inches to center of floor.
x. Install new stainless-steel doors IAW ref (a) Section 5.0 Doors and Entrances.
y. Install new hands-free telephone IAW ref (a) Section 6.0 Operating Fixtures, Paragraph E.
z. Install a digitized audio voice system IAW ref (a) Section 6.0 Operating Fixtures, Paragraph E.
aa. Install new emergency exit switches.
bb. Install new light and GFI outlet on bottom of car.
cc. Install new inserts for car guide shoes.
dd. Install new hatch & travel cable wiring.
ee. Install new roller guide wheels on car and counterweight
ff. Inspect the Hollister-Whitney “Rope Gripper” unintended movement protection devices and refurbish and replace as needed.
gg. Inspect existing interlocks and closers and rebuild as needed.
hh. Add additional entrances where possible on floors that have only 1 side open.
ii. Clean, scrape & paint pit equipment as required.
jj. Provide any necessary manuals and wiring diagrams for each elevator.
kk. Provide architectural drawings of the system IAW ref (a), Section 12.0 Drawings.
ll. Assist VA staff with advice and implementation of the engineering solutions.
mm. Contractors are reminded to comply with Davis Bacon Wage rates.
nn. All contractors on the property are required to complete OSHA 10 hour safety training and provide completion certificates in advance of beginning work.
Supervisors are required to have OSHA 30 hour safety construction certificate.
oo. All practices shall be in complete accordance with standards of good workmanship.
pp. Contractor will test operations of doors using all access systems and controls.
qq. The contractor will be required to collaborate with the VA on Infection Control, safety, and ILSM based on the contractor’s work plan
rr. Contractor to provide a daily log report to the VA Contracting Officer Representative (COR) at the conclusion of each day; in a form and fashion similar to the White River Junction standard daily log.
ss. Work shall be in compliance with NFPA- National Fire Protection Association.
5. OTHER CONSIDERATIONS FOR PROPOSAL
1. Perform work in compliance with Specifications:

2. Additionally, the following must be submitted and approved by the VA before the contractor begins work on site:
• Schedule.
o To include design, layout, review, approval, permitting, procurement, and construction times.
• Material Safety Data Sheets (MSDS) for any hazardous materials to be brought on site.
• Shop Drawings
• Construction Submittals
3. The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt.
