** AMENDMENT A00001 – Lock Out Tag Out – Contractor Questions and Government Responses ** Please confirm receipt of all Solicitation Amendments in your solicitation submission package
1. How accurate is the list of equipment that will be provided by the Technical Coordinator?
Answer: Somewhere between 25% and 90%, depending on the facility. Most cannot be the basis on which the projects are planned.
2. If equipment is outdoors, is there a list identifying how many items are indoor and outdoor?
Answer: Inventories state where the equipment is located. Some are apparent; roof-top HVAC units, large transformers.
3. What information is readily available for each piece of equipment? E.g. voltages, pressures, circuit diagrams, circuit breaker locations, routing diagrams, etc.
Answer: This info will vary per facility and within each facility. Each facility will provide a technical coordinator to escort the contracted employee around. This coordinator will be assigned a few duties, one of which is to contact the proper tradesman to provide technical info.
4. Are exact locations of equipment known?
Answer: Any equipment on the existing inventories will wither have a building/room number or the tech coordinator will know where to go.
5. Will the contractor have full access to all equipment, or will some items require VA assistance?
How many will need VA assistance?
Answer: All contracted employees will have a tech coordinator to provide or obtain assistance .
6. Will the contractor have help/escorts to the equipment locations? How much involvement will the contractor receive from the helper/escort?
Answer: The technical coordinator will escort a contractor’s employee, provide information, and coordinate other requirements. If more involvement will be requested from the contracted firm, we will have to work for each facility and develop agreements.
7. LOTO devices vary according to the type of equipment, is there specific list of the 10 sets of devices and group devices the VA is requiring?
Answer: See tables the at end of this document.
8. For printed procedures, are there minimum requirements for paper thickness, laminated thickness, attachment methods etc.?
Answer: No. They must be durable enough to last 3 years in the expected conditions, easy to see and access when attached, and easy to hold and read.
9. Is there an approved electronic cloud the VA is authorized to use? Which ones?
Answer: Unknown at this time.
10. What is the estimated start date of this project?
Answer: The solicitation close date of this requirement is currently 07-May-2021, we are striving to get a contract awarded and underway as quickly as time allows. An actual start date is currently unknown.
11. Is the contractor only allowed to develop the maximum number of discrete LOTO procedures?
Answer: Line item 0034 as seen on the Solicitation is requesting that vendors provide a cost per any additional procedure above the identified discreet procedures identified. Any procedures above and beyond the authorized amount will need to be approved in writing by the Contracting Officer prior to creation.
12. ANSI Z244.1 does not allow the use of locks having 3 copies of the key. Can the VA confirm this is a requirement within the PWS? (Section E. (2))
Answer: Yes, only two keys per lock with no master key.
