Title 38 of the United States Code, (U.S.C.), Section 3120, is the statutory authority for the Secretary of Veterans Affairs to provide programs of independent living services and assistance in various geographic regions of the United States. Under this authority, the Veterans Benefit Administration may enter into contracts to provide services, to include construction, to primary residences when deemed medically necessary to maximize independence in daily living.

The intent of this project is to improve the Veteran's living conditions due to physical disabilities and the need to use a walker. The current flooring is a fall hazard, because it was installed incorrectly and has considerable buckling in areas. This project will remove all existing flooring, prepare the subfloor correctly and install new flooring to improve the Veteran's ability to move throughout her home. This project will also have to control dust and ventilation due to Veteran’s pulmonary health concerns.

GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project.

PROJECT TITLE: Replace floor in Veteran’s Home, Broken Arrow, OK

PLACE OF PERFORMANCE: Broken Arrow, Ok

The solicitation number is 36C10E19Q0115. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about Mar 25, 2019. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available.

ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $25,000 and $100,000.

PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 13.106-2 The Government will determine the best value by using price and other factors.

SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected.

NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS)

CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 236118 and the small business size standard is $36.5 MIL PROJECT COMPLETION DATE: The project performance period will be stated in the Request for Quote when issued.

SITE VISIT: A site visit is tentatively scheduled for April 1, 2019. Further information will be provided in the Request for Quote when issued.

SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
