The purpose of this amendment is to provide responses to industry questions, correct Line Item Note 3, and extend the quotation due date.

A. The following questions and answers are provided:

QUESTION 1: Where is the source of the data requested for e) maintenance, f) fuel consumption, and g) emissions data? Is the source a known location of the diagnostic data bus resident on each vehicle or is this data derived from the external hardware the contractor is required to install?

ANSWER 1: This information is standard information pulled from the vehicles on board computer.

QUESTION 2: What exactly is meant by emissions data? Is this derived from a specific common OBD diagnostic data bus location common to all of the vehicles in the fleet? If so will the specific addresses on the diagnostic bus be provided?

ANSWER 2: Standard data from the vehicle, nothing more than what it would normally provide.

QUESTION 3: What specific characteristics of maintenance are to be recorded? Oil changes, tire changes, brake changes, etc? Is this data to be entered by a service repair professional into the on-board contractor provided hardware at the point of maintenance or can the successful solution allow this data to be entered via a web based interface?

ANSWER 3: This information is standard information pulled from the vehicles on board computer. This should be the normal vehicle maintenance which would show on the vehicle dash notification.

QUESTION 4: Is fuel consumption derived from a diagnostic data bus location (aka CAN PID location or equivalent) or is it derived based off GPS speed and/or some combination or extrapolation outside a diagnostic data bus element based on sensors or algorithms in the contractor supplied hardware?

ANSWER 4: Just standard information provided by the vehicle.

QUESTION 5: Does the Government requires the data communication package to be cellular based or whether it would accept a wi-fi solution.

ANSWER 5: As long as we can see information in real time on the internet it does not matter.

QUESTION 6: The solicitation states that the “contractor is required to establish installation locations and available dates/times no less than two weeks prior to the anticipated installation date”. Our solution would have us travel to each of the regional office locations specified in the solicitation to do the installation and training – request that this requirement to establish installation locations be removed.

ANSWER 6: This solution is fine, as long as the telematics are installed without the outbased offices having to drive over 100 miles.

B. Note 3, as listed in the pricing schedule, is changed to read as follows: “NOTE 3: This number represents the total monthly amount for the monitoring of all 21 vehicles. Please also make a note below as to the monthly cost per vehicle.

C. The quotation due date is hereby changed to “no later than March 14, 2019 by 12:00 PM EST.”

D. No other changes.

File details come from the government source that posted it.
