2. Revise Section B.4 Product Description Section 1.11 Delivery, Installation, setup, configuration and certification – The Contractor shall provide delivery of all the equipment within 45-60 days of award.
3. Revise Section E.5 Proposal Submission Instructions. All Offerors quotes in regard to the solicitation shall be submitted electronically by the date and time indicated in the solicitation via e-mail to Joanne DeFazio, e-mail: Joanne.Defazio@va.gov, and Kendra Archbald, e-mail: Kendra.archbald@va.gov with the subject line as the RFQ number, 36C10B19Q0662.

1.0 PRODUCT REQUIREMENTS
1.1 GENERAL REQUIREMENTS
The VA Caribbean Healthcare System, Medical Media Production Service has the need to purchase a Professional Grade Turnkey Solution for its Main Building Auditorium. This Turnkey Solution shall include equipment, components, materials, software and provide for the integration of the solution. The equipment listed shall support all the necessary processes during the use of the auditorium. These processes are video, photography, audiovisual, sound and broadcasting.
One Contractor shall be responsible to provide the equipment, components, materials and software, installation and integration included in this PD.
The Contractor shall be an authorized dealer from the listed manufacturers in Puerto Rico and/or the Caribbean.
Equipment listed is an essential component for this Turnkey Solution. Products or equipment are identified by Brand name, model and/or part number, or equivalent, which have been customary provided. VA will allow offers on equipment that are equal to those specified herein due to new models or software versions.
The Government shall provide the Contractor access to the installation site for evaluating environment, power, location, and networking requirements prior to the scheduled installation date if necessary. The site visit shall be completed not later than 15 days after award. To arrange for a site visit, the Contractor should contact the Mrs. Maria Olivero, Chief, Medical Media Production Service, phone number (787) 641-7582 ext. 32962 or (787) 641-5338. Alternate POC is Mrs. Cynthia Pagán, Program Support Assistant, Medical Media Service, phone number (787) 641-7582, extension 32963. VA will not reimburse the Contractor for costs incurred for the site visit.
1.1.1 MAINTENANCE
The Contractor shall provide maintenance coverage for hardware and shall include: within 4-hours of notification on-site maintenance, repair, and replacement when necessary; 24 hours per day, 7 days per week coverage, 365 days/year with less than one-hour initial engineer-level response time and four-hour on-site response time for emergency dispatches. The Contractor shall be responsible for providing alternate equipment at the site. The Contractor shall provide equipment loans when equipment must be sent back to the manufacturer for repair or replacement. The objective is to sustain continuous auditorium operations.
Support shall be included for a total of three years of coverage. The three years of coverage shall consist of:
1. All Manufacturer’s standard commercial warranties applicable to all equipment.
2. Extended warranty package of coverage for all applicable equipment for at least 3 years after installation. Coverage is defined as unlimited parts replacement and labor.
1.1.2 TRAINING
The Contractor shall provide Hands on training for the Professional Turnkey Solution shall include seven (7) days of training of all equipment and components. Each day of training shall consist of a minimum of 6-hours. The Contractor shall provide all training and/or reference manuals in either printed or electronic format prior to the start of the training sessions. The Contractor shall provide a training schedule detailing all equipment and software scheduled by day that are included in this Professional Video Turnkey Solution.
The Contractor shall provide an additional five (5) days of focused training for the Video Input Console and switcher equipment IAW paragraph 1.11.

1.11 DELIVERY, installation, setup, configuration and certification The Contractor shall provide delivery of all the equipment within 45-60 days of award.
The Contractor shall provide an Implementation Plan for COR concurrence, not later than 15 days after award, that details how all the equipment shall be installed, setup, configured, integrated and made operational. The Contractor shall provide a written certification of equipment and software integration after installation.
Prior to shipping, Contractor shall notify Site POCs, by phone followed by email, of all incoming deliveries including line-by-line details for review of requirements.
The Contractor shall make any changes to the delivery schedule at the request of Site POC.
The Contractor shall coordinate deliveries with the site POCs before shipment of hardware to ensure sites have adequate storage space.
All shipments, either single or multiple container deliveries, shall bear the VA Purchase Order number on external shipping labels and associated manifests or packing lists. In the case of multiple container deliveries, a statement readable near the VA PO number will indicate total number of containers for the complete shipment (ex. “Package 1 of 2”), clearly readable on manifests and external shipping labels.
The Contractor shall setup, install, and configure all hardware and associated components as a turnkey system. The Contractor shall ensure all necessary components are included to deliver the equipment fully operational and functional with necessary configuration and connectivity between various components to meet the specifications.
The Contractor shall be responsible for the following delivery and setup actions to include:
1. Un-packaging of all hardware and ancillary components
2. Verify power availability and connectivity
3. Installation, Configuration and Setup of Equipment
4. Power on all hardware
5. Test Connectivity Integration, setup and configuration of all hardware sub-components shall be provided by the Contractor in coordination with the Government, within 30 days of all equipment delivery. The Contractor shall provide any necessary racks, mounts, brackets, installation kits, miscellaneous hardware and/or cables necessary to render the turnkey system operational. Each item above shall be rendered as a complete system and not as various sub-components or discrete component parts. The Contractor shall discard all packaging and waste associated with new equipment installations.
The Contractor shall complete an Installation Certification Sheet and have the installation certified by the Contracting Officer’s Representative (COR).
VA will verify connectivity and ensure the turnkey solution works as expected. If the setup, installation, integration and configuration are not acceptable to the COR, the Contractor shall make the required corrections within 5 days.
The Contractor shall provide licenses for all software.

1.13 GRAY MARKET GOODS
The Contractor must provide only new equipment and new parts for the required products described herein; no used, refurbished, or remanufactured equipment or parts shall be provided under any circumstances. Absolutely no “Gray Market Goods” or “Counterfeit Electronic Parts” shall be provided. Gray Market Goods are defined as genuine branded goods intentionally or unintentionally sold outside of an authorized sales-territory or by non-authorized dealers in an authorized territory. All equipment shall be accompanied by the Original Equipment Manufacturer’s (OEM’s) warranty. Counterfeit Electronic Parts are defined as unlawful or unauthorized reproduction, substitution, or alteration that has been knowingly mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified electronic part from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitution includes used electronic parts represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.
2.0 NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) PROCUREMENTS (SECTION 508)
On January 18, 2017, the Architectural and Transportation Barriers Compliance Board (Access Board) revised and updated, in a single rulemaking, standards for electronic and information technology developed, procured, maintained, or used by Federal agencies covered by Section 508 of the Rehabilitation Act of 1973, as well as our guidelines for telecommunications equipment and customer premises equipment covered by Section 255 of the Communications Act of 1934. The revisions and updates to the Section 508-based standards and Section 255-based guidelines are intended to ensure that information and communication technology (ICT) covered by the respective statutes is accessible to and usable by individuals with disabilities.
2.1 SECTION 508 – INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) STANDARDS
The Section 508 standards established by the Access Board are incorporated into, and made part of all VA orders, solicitations and purchase orders developed to procure ICT. These standards are found in their entirety at: https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-ict-refresh/final-rule/text-of-the-standards-and-guidelines. A printed copy of the standards will be supplied upon request.

2.2 COMPATABILITY WITH ASSISTIVE TECHNOLOGY
The standards do not require installation of specific accessibility-related software or attachment of an assistive technology device. Section 508 requires that ICT be compatible with such software and devices so that ICT can be accessible to and usable by individuals using assistive technology, including but not limited to screen readers, screen magnifiers, and speech recognition software.
2.3 ACCEPTANCE AND ACCEPTANCE TESTING
Deliverables resulting from this solicitation will be accepted based in part on satisfaction of the Section 508 Chapter 2: Scoping Requirements standards identified above.

3.0 INFORMATION TECHNOLOGY USING ENERGY-EFFICIENT PRODUCTS
The Contractor shall comply with Sections 524 and Sections 525 of the Energy Independence and Security Act of 2007; Section 104 of the Energy Policy Act of 2005; Executive Order 13834, “Efficient Federal Operations”, dated May 17, 2018; Executive Order 13221, “Energy-Efficient Standby Power Devices,” dated August 2, 2001; and the Federal Acquisition Regulation (FAR) to provide ENERGY STAR®, Federal Energy Management Program (FEMP) designated, low standby power, and Electronic Product Environmental Assessment Tool (EPEAT) registered products in providing information technology products and/or services.
The Contractor shall ensure that information technology products are procured and/or services are performed with products that meet and/or exceed ENERGY STAR, FEMP designated, low standby power, and EPEAT guidelines. The Contractor shall provide/use products that earn the ENERGY STAR label and meet the ENERGY STAR specifications for energy efficiency. Specifically, the Contractor shall:
1. Provide/use ENERGY STAR products, as specified at www.energystar.gov/products (contains complete product specifications and updated lists of qualifying products).
2. Provide/use the purchasing specifications listed for FEMP designated products at https://www4.eere.energy.gov/femp/requirements/laws_and_requirements/energy_star_and_femp_designated_products_procurement_requirements . The Contractor shall use the low standby power products specified at http://energy.gov/eere/femp/low-standby-power-products.
3. Provide/use EPEAT registered products as specified at www.epeat.net. At a minimum, the Contractor shall acquire EPEAT® Bronze registered products. EPEAT registered products are required to meet the technical specifications of ENERGY STAR, but are not automatically on the ENERGY STAR qualified product lists. The Contractor shall ensure that applicable products are on both the EPEAT Registry and ENERGY STAR Qualified Product Lists.
“The acquisition of Silver or Gold EPEAT registered products is encouraged over Bronze EPEAT registered products”.
4. The Contractor shall use these products to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.

In the case of multiple container deliveries, a statement readable near the VA IFCAP PO number shall indicate total number of containers for the complete shipment (e.g. “Package 1 of 2”), clearly readable on manifests and external shipping labels.

E.5 PROPOSAL SUBMISSION INSTRUCTIONS
Offerors shall fill in prices for all items in the Schedule of Supplies and Services in Section B of the solicitation. Offerors shall submit responses in accordance with FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS. Sufficient technical documentation to allow the Government to determine whether or not your offer conforms to the solicitation shall be submitted in a volume separate from your price proposal.
All Questions shall be submitted no later than 3:00 PM EST on August 15, 2019. Questions submitted after this date and time might not be answered. All questions shall be directed to both the Contract Specialist, Joanne DeFazio, joanne.defazio@va.gov and Contracting Officer, Kendra Archbald, kendra.archbald@va.gov prior to the closing date and time specified in the Request for Quotation (RFQ).
All Offerors quotes in regard to the solicitation shall be submitted electronically by the date and time indicated in the solicitation via e-mail to Joanne DeFazio, e-mail: Joanne.Defazio@va.gov, and Kendra Archbald, e-mail: Kendra.archbald@va.gov with the subject line as the RFQ number, 36C10B19Q056936C10B19Q0662. Please note that file size is limited to less than 5 mb. If your file exceeds the size limit, please send multiple emails. Responses must be received by the closing date and time indicated on the solicitation for the quote to be considered timely and considered for award.
1. Offerors must submit a quote on an “all or none” basis. All offerors are cautioned that any deviation from the Government’s minimum terms and conditions set forth in this Solicitation may result in your offer being deemed by the Government to be non-conforming to the requirements and excluded from consideration for award.
2. Offerors shall provide with its quote/proposal a letter from the OEM for any and all proposed products certifying that the Offeror or the Offeror’s teaming partner, if acquiring the product through a teaming partner, is authorized to sell and provide the proposed product(s) as of the date of the submission of the quote/proposal. The OEM letter shall be provided on the OEM’s letterhead and signed by an authorized representative of the OEM. Additionally, the Offeror’s quote/proposal shall explicitly self-certify that that it will not provide Gray Market Goods and/or Counterfeit Electronic Parts, and that it has the level of certification/specialization, as required by the OEM(s), to support authorized product sale and pricing for the products proposed. Failure to include the requisite OEM letter(s) and Offeror self-certification may render the Offeror’s quote Unacceptable and thus, ineligible for award.
3. Offerors shall complete Section B.4 Price Schedule with prices for all items in the solicitation and submit with your quote; if none enter $0.
4. Offerors must meet all the requirements listed in the Price Schedule and Product Description. Failure to list all requirements in their entirety in an Offeror’s quote will result in a noncompliant quote.
WARNING: Please do not wait until the last minute to submit your proposals! Late proposals will not be accepted for evaluation. To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. Please be advised that timeliness is determined by the date and time an Offeror’s proposal is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.
