(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

(ii) Solicitation #: 34300021Q0040

The purpose of this Request for Quotation (RFQ) is to Install a new Closed Circuit Video (CCV) system that is compliant with section 889 of the 2019 National Defense Authorization Act (NDAA) as required for any video surveillance equipment being installed in U.S. government buildings. There are several cameras not working due to faulty recorders, hard drives, and associated cabling. The current system is non-compliant, well beyond its life cycle and needs to be replaced as soon as possible by recommended Federal Protective Service (FPS) contractor.

The Contractor shall install a new system that integrate both internal and external cameras into one system. Replace all analog cameras with IP cameras and replace all coax cabling with Cat 6 cabling. The system shall be connected to the onsite UPS. Contractor shall reuse existing camera housings to help keep costs down and prevent any unnecessary patch work.

The Contractor shall provide all necessary management, supervision, personnel, materials, supplies and equipment except as otherwise indicated for the completion of work to accomplish this project in accordance with this SOW. Specific Contractor responsibilities shall be as designated within this SOW. The installation portion of the CCV shall be completed within two (2) months of award.

The Government anticipates award of a Firm Fixed Price contract.

(iii) This solicitation contains provisions and clauses in effect through Federal Acquisition Circular 07/12/2021, 2021-06.

(iv) This procurement is being solicited as a 100% Small Business Set-aside. NAICS Code is 561621, with a size standard of $22.0 Million.

(v) Pricing –

This requirement is Firm Fixed Price, for the purchase of and installation of CCTV equipment, along with 4 additional years of service. Offerors shall propose a single fixed price to perform the entirety of the work, with pricing for each option year broken out.

(vi) Description of requirements for the items to be acquired:

STATEMENT OF WORK (SOW)

1. PURPOSE

1.1 Install a new Closed Circuit Video (CCV) system that is compliant with section 889 of the 2019 National Defense Authorization Act (NDAA) as required for any video surveillance equipment being installed in U.S. government buildings. There are several cameras not working due to faulty recorders, hard drives, and associated cabling. The current system is non-compliant, well beyond its life cycle and needs to be replaced as soon as possible by recommended Federal Protective Service (FPS) contractor.

1.2 The Contractor shall install a new system that integrate both internal and external cameras into one system. Replace all analog cameras with IP cameras and replace all coax cabling with Cat 6 cabling. The system shall be connected to the onsite UPS. Contractor shall reuse existing camera housings to help keep costs down and prevent any unnecessary patch work.

1.3 The Contractor shall provide all necessary management, supervision, personnel, materials, supplies and equipment except as otherwise indicated for the completion of work to accomplish this project in accordance with this SOW. Specific Contractor responsibilities shall be as designated within this SOW. The installation portion of the CCV shall be completed within two (2) months of award.

2. GENERAL REQUIREMENTS

2.1 Contractor Responsibility: This requirement is for labor, supervision, licenses, permits, materials, and maintenance to provide services to upgrade CCV as stated in this SOW and includes a 5-year maintenance option. All work shall be performed by technicians that are certified to work on the CCV. The required equipment shall be purchased and installed by a certified contractor. No currently installed CCV or cabling will be used (unless authorized by the USITC POC); all CCV and cabling for this project will be new and unused.

2.2 Project Overview:

a. CCV: Replace the current CCV system at USITC, 500 E Street, SW Washington, DC;

remove all analog cameras and install new IP cameras (10 exterior cameras and 30 interior cameras for a total of 40 cameras) in accordance with paragraph 3.2. In addition to the cameras, the Contractor shall install equipment detailed in paragraphs 3.3 through 3.5 in the camera control room and electronic closets throughout the building. The Contractor shall purchase and install all equipment and installation materials making all necessary cable runs/connector/conduit, and network switch connections to make the system 100 % operational and functioning. The Contractor shall be responsible for removing and disposing of the old CCV system, to include all cables and equipment. For further details see Section 3.

b. Maintenance: The SOW includes a 5-year maintenance option. The Contractor shall provide service and preventative maintenance on the CCV system installed in accordance with this SOW; which will include all equipment specified in Section 3 of this SOW. The Contractor shall maintain all installed equipment in accordance with original equipment manufacturer (OEM) standards and industry best practices. The Government will not be responsible for performing any maintenance, repair or replacement tasks of the equipment covered under this purchase order. For further details see section 6.

2.3 The current CCV shall remain operational during the installation on the new systems. Only minimal interruptions are acceptable. Necessary interruptions must be planed and authorized by the

USITC POC.

2.4 The Contractor shall be required to be familiar with all applicable codes while carrying out the work outlined in this SOW. The Contractor shall complete the work pursuant to this SOW following all applicable codes and standards; section 12 lists the applicable standards.

2.5 The Contractor shall furnish all tools and equipment necessary to complete all work outlined in this SOW. The Contractor is not authorized to use Government owned property, tools or equipment, to complete work in accordance with this SOW, unless otherwise specified. The Contractor shall be responsible to provide the necessary equipment and tools to access all equipment which is not accessible by ladder. The Contractor shall apply for all applicable permits and/or license to operate required equipment on public spaces (i.e. lifts or bucket trucks).

2.6 The Contractor, when removing the existing equipment, cabling, and appurtenances in accordance with this SOW, shall ensure all openings or penetrations are sealed and/or patch accordingly to protect against weather exposure, unless otherwise designated for reuse. All openings or penetrations that are designated for reuse shall be sealed and/or patched accordingly to protect against weather exposure at the completion of installation. All penetrations that become exposed to weather during installation shall be protected from exposure throughout the installation period.

2.7 The Contractor shall use existing openings and pathways from the building exterior to run cable into the interior of the building. If drilling is authorized the Contractor shall ensure holes are sealed and painted to match the façade to the extent the hole protects from the weather and prevents access to insects and animals (section 7.4 has additional standards that also apply).

2.8 The Contractor shall install all system components and appurtenances in accordance with manufacturer’s instructions following all applicable local, state and federal codes and policies. All appurtenances, such as, but not limited to connectors, terminators, and mounting hardware shall be supplied by the Contractor, as well as, all adjustments, alignments, programming, and configuration required for optimal operating.

2.9 The Contractor shall provide and install and configure the system as described and/or shown herein. The system shall include all connectors, adapters, terminators, and appurtenances to interconnect all equipment. The Contractor shall also supply all cabling and supporting materials necessary to interconnect all equipment installed in accordance with this SOW.

2.10 All personnel engaged in maintenance, service, repair and/or installation activities pursuant to this SOW shall be licensed by the state, local authority, and/or the city local authority in the required trades or professions which require licensing by such jurisdictions. The type and level of license shall be consistent with requirements of the jurisdictions and work to be performed by this

SOW.

2.11 The Contractor, for all equipment/device(s) requiring licensing, shall purchase/install license(s) as required by the manufacturer. All licensing fees shall be nonrecurring.

2.12 The contractor shall employ personnel licensed and qualified to carry out all tasks outlined in this SOW. At no time during the maintenance, service, repair and/or installation shall the contractor require Government personnel to complete tasks required to be completed by the contractor as covered by this SOW.

3. CCV REQUIREMENTS

3.1 Cable Type: The Contractor shall purchase and replace all existing coax cabling with CAT 6 cabling; making all necessary cable/connector/conduit connections to make the equipment operational and 100 % functioning.

3.2 Camera Location & Type: Following is the list of areas where existing cameras shall be removed and all new cameras shall be installed. The Contractor shall purchase and install all new CCV equipment and installation materials making all necessary cable runs/connector/conduit, and network switch connections to make the system 100 % operational and functioning. The equipment shall be tested and shown to the USITC POC to be 100 % operational.

3.3 CCV Control Room:

a. The control room is located on the 1st floor inside the guard’s supervisor office by mailroom and will used to integrate and control the CCV.

b. The Contractor shall purchase and install the Network Video Recorder (NVR) equipment/rack and software/workstation. The Contractor shall install the new system to integrate both internal and external cameras into one system; making all necessary cable/connector/conduit connections to make NVR equipment/rack and workstation operational and 100% functioning.

3.4 Playback Workstation:

The contractor shall set up workstations at the front lobby security desk, loading dock security desk, and three laptops to be used to view all cameras listed in this SOW.

a. The playback workstation shall be integrated into the CCV system and allow real time and saved video viewing for all cameras separate from the control station. This workstation will be used to view video without disrupting real time operations at the control center.

b. The Contractor shall purchase and install the equipment listed below; making all necessary cable/connector/conduit connections to make the below listed equipment operational and 100 % functioning.

3.5 Power Over Ethernet (POE) Network Switches:

a. These switches are to facilitate the operations and functionality of the CCV system. One switch shall be placed in the equipment rack in the control room and the others will be used throughout the building to facilitate camera installation and wiring; creating a standalone CCV network. These switches shall be located in electrical rooms located throughout the building to supply connectivity to new IP cameras back to the head-end/control room.

b. The Contractor shall purchase and install the switches; making all necessary cable/connector/conduit connections to make the equipment operational and 100 % functioning.

4. TRAINING: The contractor shall coordinate with the POC to schedule and provide 4 hours of training for up to 6 individuals on installed equipment at a time agreed upon by the agency and contractor. Contractor shall provide training manuals and reference materials.

5. AS-BUILTS: The contractor shall provide the government with updated As-built drawings showing all the locations of the CCV devices; to include the headend control rack layouts, current room numbers, wire paths, closet connection points, marked cable labels, IP Addresses, control room console/racks and equipment layout.

6. MAINTENANCE

6.1 The Contractor shall provide service and preventative maintenance on the Closed Circuit Video (CCV) system referenced in this SOW for the life of this purchase order. The Contractor shall maintain all installed equipment in accordance with original equipment manufacturer (OEM) standards and industry best practices. The Government will not be responsible for performing any maintenance, cleaning, repair or replacement tasks of the equipment covered under this purchase order.

6.2 The Contractor shall perform all preventive maintenance during the life of the order minimum annual) for all equipment specified in this SOW. The Contractor’s preventive maintenance must incorporate all elements to ensure that the equipment is fully operational/ functional and as conditions warrant, repairing or replacing any equipment included under the purchase order. As part of preventive maintenance, the Contractor shall clean all camera lenses and domes, and remove debris from camera housings. All manufacturer firm ware, software, patches, and updates for the CCV shall be updated within 30 days of their release. The Contractor shall maintain all applicable license and software certifications for the equipment to be maintained in this SOW. The Contractor shall ensure that all equipment continues to operate as originally designed and installed over the life of this purchase order.

6.3 Maintenance and repairs must be performed during the hours of 8:00 a.m. to 4:00 p.m. (local time), Monday through Friday (excluding Federal holidays) unless otherwise agreed upon by the Government POC and/or CO. All on-site visits must be scheduled through the Government POC.

6.4 The Contractor must maintain a maintenance log to document all preventative maintenance, catalog all service requests, the action taken, date completed and the name of the technician who completed the service call. The maintenance log shall be provided to the Government POC on a semi-annual basis due on the 15th calendar day for the preceding month’s work).

6.5 The Contractor shall provide a toll free customer support telephone services to receive routine and emergency service requests, and coordinate service technician response. The Customer Service representatives must be available during the hours of 8:00am to 4:00pm Eastern Time, and be fluent in English. The initial response to a service call must occur within a two (2) hour time frame of receiving the call if the call comes in during the hours of 8:00 am to 4:00 pm Eastern Time Monday- Friday excluding Federal holidays. An initial response is considered a telephone call from a qualified technician to the Government POC or the arrival of a qualified technician. The purpose of the initial response is to make an assessment of the nature of the problem.

6.6 The Contractors service technicians must plan to arrive at the location to begin work within normal business hours on the same business day or following business day after receiving the service request. If late afternoon arrival (after 2 pm) cannot be avoided, the Contractor must notify the Government POC. Service scheduled after regular business hours may be authorized by the Government POC on a case by case basis, at no additional cost to the Government. The Contractor is allowed 2 business days from the time of his arrival to complete repairs or to order replacement equipment. Replacement equipment must have equal or greater capabilities than the equipment that is replacing and meet all requirements of the SOW.

6.7 If additional time for a service call is needed, the Contractor must submit a written request to the Government POC within response times specified above, explaining the need for time extension and the proposed time for completion of the repair. The Government POC may accept or reject the request for a time extension and, if rejected, may require replacement of the equipment. If equipment is not functioning for more than 72 business hours, contractor shall self-deduct $100 per day from their quarterly invoice.

7. CONTRACTOR FITNESS REQUIREMENTS

7.1 Background Investigation/Contractor Fitness Requirements: The position(s) assigned to Contract employees (to include applicants, temporaries, part-time and replacement employees) under this contract, requiring access to sensitive information, shall undergo a position sensitivity analysis based on the performed duties under the contract. The results of the position sensitivity analysis shall identify the appropriate level background investigation to be conducted for Contract employees. All background investigations will be processed through the USITC Perrsonnel Security Office.

Only complete packages will be accepted by the USITC Personnel Security Office. Specific instructions on submission of packages will be provided upon award of the contract. USITC may, as it deems appropriate, authorize and grant a favorable entry on duty (EOD) decision based on preliminary suitability checks. The favorable EOD decision would allow the employees to commence work temporarily prior to the completion of the full investigation. The granting of a favorable EOD decision shall not be considered as assurance that a full employment suitability authorization will follow. A favorable EOD decision or a full employment suitability determination shall in no way prevent, preclude, or bar USITC from withdrawing or terminating access to government facilities or information, at any time during the term of the contract. No employee of the Contractor shall be allowed unescorted access to a Government facility without a favorable EOD decision or suitability determination by the Security Office. Contractor employees waiting for an EOD decision may begin work on the contract provided they do not access sensitive Government information. Limited access to Government buildings is allowable prior to the EOD decision if the Contractor is escorted by a Government employee. This limited access is to allow Contractors to attend briefings and non-recurring meetings in order to begin transition work.”

7.2 Coordination: The Contractor and other personnel (e.g., trainers, repair personnel) shall contact the USITC POC (point of contact) to schedule appointments prior to arriving at the site for site surveys, installation, repairs, etc. The Contractor shall perform their work between the hours of 7am to 5pm Monday thru Friday.

7.3 Supervision: The Contractor will make available a representative from the company who has decision-making authority to appear on-site within a reasonable amount of time to answer questions or resolve problems or disputes. The intent of the United States Government is neither to supervise the Contractors’ employees or subcontractors nor to resolve any disputes or problems between the Contractor and his/her subcontractor(s). The Contractor is solely responsible for ensuring his/her subcontractors and employees follow the contract specifications.

7.4 Work Site Facility Usage: The Contractor shall maintain the existing facility in a safe and weatherproof condition throughout construction/installation period. Contractor will be responsible for the immediate repair and/or damage caused by construction/installation/removal operations. The Contractor is required to take all necessary precautions in protecting the facility and its occupants during the construction/installation period. The Contractor shall verify all dimensions, equipment needs, and conditions at the site before starting any portion of the work under this contract.

7.5 Materials on the Site: Unless otherwise noted or specified, materials and equipment that are removed from the government facility and not reused under this contract become the property of the Government and shall be turned over to the USITC POC with a complete equipment list.

7.6 Storage: Unless approved by the USITC POC, storage of material on the site is not permitted and all material shall be removed from the site daily. Sale of excess salvageable material is not permitted.

8. EQUIPMENT STANDARDS

8.1 The Contractor shall provide all material, equipment or devices that meet the requirements of the Underwriters Laboratories Inc. (UL) latest edition as regards to all building security systems.

The UL label or UL listing will be accepted as conforming to this requirement. In lieu of the label or listing, the Contractor may submit independent proof that the materials, equipment or devices conform to the published UL standards. For materials, equipment or devices that fall outside the scope of activity or UL, this requirement does not apply.

8.2 The National Electric Code (NEC) of the National Fire Protection Association (NFPA) and standards of the organization listed below are referenced herein. All work and equipment shall be manufactured, tested and installed in accordance with standards that are applicable.

(UL) Insulated Power Cable Engineers Association (IPCEA) National Electrical Manufacturers Association (NEMA) Institute of Electrical and Electronic Engineers (IEEE) American National Standards Institute (ANSI) National Fire Protection Association (NFPA)

8.3 All materials and equipment installed in the CCV system shall be new. New materials and equipment shall meet the minimum CCV Equipment Specifications as specified.

8.4 Maintainability: Devices and equipment shall be designed and constructed to facilitate modular, unitized component replacement. Components shall be arranged and assembled in a readily accessible location to maintenance personnel without compromising the defeat resistance operation of the system. Controls and adjustments inside enclosures requiring manipulation by maintenance personnel shall be readily visible and accessible with minimum disassembly of the equipment.

8.5 Interchangeability: Compatible equipment, assemblies, subassemblies, and replaceable parts shall be physically and functionally interchangeable as complete items without modification.

Individual items shall not be handpicked for fit or performance. Reliance shall not be placed on any uninspected dimension, rating, characteristic, etc. Whether parts and subassemblies are readily replaceable will be determined by the Government POC.

8.6 Manufacturers’ nameplates will be securely and permanently affixed to each major component of the system, and will be indented, embossed, or silk-screened in a high quality way providing lasting identification. Each nameplate shall, at a minimum, contain the manufacturer’s name, model number, and serial number of the component currently available and identified in current publications or catalogs.

8.7 Workmanship during manufacture, assembly, and installation of the system shall conform, in all respects, to the requirements of the associations listed previously. Soldering, workmanship, wiring, cleaning, finishes, and miscellaneous materials shall conform to these requirements.

9. GOVERNMENT ACCEPTANCE & WARRANTY

9.1 Upon completion of the installation, the Contractor shall conduct a performance test on the systems. Notice of intent to test shall be provided to the USITC POC at least 48 hours prior to testing the CCV.

9.2 A full walkthrough to accomplish inspection of the installed system shall be conducted in the presence of the USITC POC. No acceptance shall be made without a successful walkthrough.

9.3 Warranty.

a. The Contractor shall guarantee that all installed equipment, parts, components, and workmanship meet the specifications set forth in this SOW. Furthermore, the Contractor shall warranty all Contractor supplied equipment, components, parts and workmanship for a minimum period of 12 months from date of Government acceptance or Standard Commercial Warranty, whichever is longer.

b. During this warranty period, in the event any Contractor supplied equipment, component or part fails within the specified warranty period the Contractor shall immediately replace or repair item within 48 hours at no additional cost to the government. If the Contractor is unable to rectify the issue(s) within the allotted time, the Contractor shall be liable for all costs incurred by the government to correct the issue(s).

c. The Contractor shall not be held responsible for failures due to fire, flood, vandalism, and/or misuse of Government equipment.

d. The Contractor shall include in the O&M manual a copy of all manufacturer warranties, terms, and conditions.

10. SAFETY AND HEALTH

10.1 All work shall comply with the applicable requirements of 29CFR 1910/1926 and 40CFR 761.

All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent will apply.

10.2 The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel, and structural integrity of the building during the execution of work, and shall hold Government harmless for any action on its part or that of its employees or subcontractors, which results in illness or death.

10.3 The Contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for the job being performed and are utilized properly.

11. SECURITY SENSITIVE INFORMATION (SSI)

11.1 The information in this SOW (including any attachments) may contain confidential and/or law enforcement sensitive (LES) information intended for a specific individual and purpose, should be considered For Official Use Only. You are hereby notified that any dissemination, distribution, or copying is strictly prohibited. At a minimum, the information herein shall be disseminated on a “need to know” basis and when unattended, shall be stored in a locked container or area offering sufficient protection against theft, compromise, inadvertent access and unauthorized disclosure. The Contractor shall not retain sensitive documents such as schematics, blueprints, diagrams, photos, videos etc. All documents supplied to the Contractor, by the government for planning and bidding purposes, shall be returned in their entirety. At the completion of the installation all documents developed and/or acquired, such as photos, videos, schematics or diagrams, redlined or final, shall be submitted to the government as part of the final project completion and government acceptance.

11.2 Oversight and work coordination shall be performed throughout the duration of the project by FPS Inspectors, Risk Management Branch (RMB) representative, and/or authorized personnel as designated.

12. REGULATORY REQUIREMENTS

12.1 All work performed in accordance with the SOW shall be accomplished in accordance with the newest versions of the following codes and standards for commercial buildings.

12.2 The Contractor shall be solely responsible for being knowledgeable of the current versions of the above standards. Any work completed in accordance with this SOW that does not meet the requirements of the latest standards from above, the Contractor, at no additional expense to the government, shall correct all deficiencies in order to meet the requirements of the latest revisions.

12.3 The Contractor shall ensure all equipment/components that are installed are properly grounded. If grounding rods/bars are needed the Contractor shall install them.

13. RECORDING PRESENCE: Each contract employee shall sign in each day when reporting to work and sign out when leaving the work site at the end of each day. Record of Time of Arrival and Departure, shall be utilized for this purpose.

14. DELIVERABLES: The items in BOLD have mandatory due dates.

Appendix A: Cable Types & Specifications

A.1 All wire, cable, and fiber runs shall be installed inside conduit and sized according to NFPA 70 for fill requirements. As an alternative, if allowed by applicable codes and/or regulations, wire, cable, and fiber may be installed utilizing plenum runs, wire molding, cable trays, and inner duct.

Industry approved hangers/hooks may be substituted for conduit, if allowed by applicable codes and/or regulations, in the advent wire, cable, and fiber runs are installed above a suspended ceiling.

No wire, cable, or fiber shall be left unsupported or hanging across ceiling tiles, HVAC ductwork, sprinkler pipes, water pipes, or other appurtenances previously installed.

A.3 Plenum runs are authorized, using plenum rated cable, in enclosed ceiling areas; plenum runs are not authorized in open areas.

A.4 Existing conduit may be reused as long as all applicable code and NFPA 70 requirements are met.

A.5 All wire, cable, and fiber shall not contain splices between equipment termination points.

A.6 Exterior cable runs shall use existing conduit when possible; if a pathway is not present or the existing pathway is inadequate the conduit shall be buried. Conduit may be affixed to the exterior of the building with the USITC POC’s authorization.

Evaluation Factors for Award

This is a Lowest Price Technically Acceptable (LPTA) procurement. Award will be made to the offeror presenting the lowest price, which meets the following requirements:

• Offeror must propose equipment that meets or exceeds the specifications in section 3 of the

SOW

• Offeror must provide a detailed explanation of how they will design, install, and service the equipment

• Offer must meet all requirements of the SOW

• Proof of being bonded and insured in the performance of this requirement.

In order to be considered for award, the offeror must be registered, and current (with certain exceptions), in the System for Award Management database (www.sam.gov) prior to award being made (Reference FAR 4.11), unless an exception at FAR 4.1102 applies.

Factor 1: Technical Offer shall include a full description of the planned work, including any drawings, and a full breakdown of all parts, wiring, labor, and any other materials to be used in the completion of the work. Cameras must meet the requirements in section 3 of the statement of work.

Factor 2: Price Offer shall propose a single price for the base year, to include the design, install, purchase of, and service of equipment, and pricing for each of the 4 option years. The Government will evaluate the offeror’s quoted prices for reasonableness. Price reasonableness will be determined based on competition as well as established commercial prices for same or similar services.

52.217-5 Evaluation of Options.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
