FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR LIMITED COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the construction services listed on DJF-19-3030-PR-0007636 is available from only one source, and competition is precluded as there are no substitutes available.
1. This acquisition is restricted to the following sole source:
Company: Roger Hickel Contracting, Inc Company Address: 11001 Calaska Circle, Anchorage, AK 99515 Company Point of Contact and Phone Number: Scott Dunlap, 907-279-1400
2. The construction services is estimated to cost $86,026.00 and is required to be performed by 8/30/2019.
The construction service is to raise the grade and height of the berms for the firearms range located at the Anchorage International Airport.
3. Specific characteristics of the construction service that limit the availability to a sole source are: Since this range is on secure and access controlled airport property and in the interest of completing this project by the necessary date of August 30, 2019; targeted contractor has cleared and badged personnel already working on a larger construction project (not related to the FBI) on the airport property; they already have their equipment located on airport property and some of the material targeted for this berm project is available at no charge to the FBI because it is recycled asphalt that the contractor has left over from the construction project that they are already working on the airport property. In addition, this contractor has unescorted clearance which allows for easy access in/out of the Firearms Range location. Anchorage must this work completed by August 30, 2019 and it is expected to be a 2 week project. Due to the time it takes to obtain the necessary clearances for unescorted access on the airport property, seeking contractors without this clearance already in place would not meet the required project completion date.
Only this suggested source can furnish the requirements, to the exclusion of other sources, because this contractor has the appropriate level of clearances, access, equipment and material on site to complete the job within the required time frame

Anchorage FBI is seeking construction enhancements to our Firearms Range at the Anchorage International Airport. These enhancements are to correct safety deficiencies found within the berms and must be corrected immediately. Since this range is on secure and access controlled airport property, a sole source justification is necessary. The identified contractor has personnel vetted through the Anchorage International Airport Security Office who are cleared and badged. This contractor is already working on a larger construction project (not related to the FBI) on the airport property; they already have their equipment located on airport property and some of the material targeted for the berm project is available at no charge to the FBI, resulting in an overall cost savings. In addition, this contractor has unescorted clearance which allows for the necessary access in/out of the Firearms Range location. Anchorage must have this work completed by August 30, 2019 and it is expected to be a 2 week project.
