STATEMENT OF WORK
1. Introduction Background Anchorage International Airport Firearms Range safety upgrades with berm enhancement requirement.
Scope This is a contract to provide construction services to enhance the existing berms on the Anchorage International Airport Firearms Range to the Federal Bureau of Investigation (FBI) Anchorage Field Office.
Objectives Extend the height of the berms to be a minimum of 14-feet high on the pistol and rifle ranges.
Requirements/specifications This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Task Descriptions
1. Pull sand up the slope of the berms and cap it with D1 material.
2. Wrap the berm to limit the amount of sloughing of the berm material.
3. The height of the berm on the 25-yard range is acceptable. A reasonable height is a minimum of 14-feet high depending on the environment. However, the height of the rifle range needs to be raised on the right corner to be 14-feet high depending on the environment.
4. Recommend 18-inches of clean material (D1) on both berms.
5. D1 material should not have any material larger than 2-inches mixed with it.
6. Recycled asphalt is recommended, Recycled rubber is preferred.
7. Remove tree growth from both berms.
Position Qualifications Heavy equipment operators experienced and licensed to use heavy equipment to move material per specifications and requirement.
Place of Performance The primary place of performance will be at the Anchorage International Airport Firearms Range in Anchorage, AK.
Period of Performance The period of performance for this effort will be as follows:
8/12/19 through 8/30/19 All work must be complete by August 30, 2019.
Hours of operation The Contractor’s normal workday will typically be eight work hours a day plus a mandatory thirty minute lunch within the hours of 6:00 a.m. and 6:00 p.m. Core work hours are 9:00 a.m. through 3:00 p.m. Flexibility within the normal work day shall be coordinated with the Contracting Officer’s Representative (COR).
Deliverables The Contractor shall provide a status report prior to beginning the work, at the end of the first week, and at the end of the second week, to the Contracting Officer (CO) and the COR. The format will be agreed to by the Contractor and COR at the start of performance, but the contents shall contain the following, at a minimum: Staffing Summary, Hours and Labor performed, Current Management and Administrative problems, and Action items.
Government Furnished Equipment or Information The Government will not provide Contractor personnel with any equipment required to complete this project.
Security Requirements All personnel working on site must be cleared through the Anchorage International Airport Operations Security and have the appropriate badge worn at all times.
Government Representatives Contracting Officer Representative The COR will be identified via letter of COR delegation authority issued by the Contracting Officer (CO) for this contract. The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the contract effort, filling in details or otherwise furnishing information necessary to accomplish the SOW; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the SOW, the CO will issue such changes.
Contracting Officer The CO is the appointed authority to bind the Government to the extent of the authority delegated. Direction that will modify the scope, schedule, terms and conditions, funding, or any other action that may modify the agreement as originally entered into with the Government must be given only by the CO.
