SECTION L

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

A. INTRODUCTION

1. This sections provides guidance for preparing proposals and specific instructions on the required format and content. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale

2. The government representatives identified below shall be the sole points of contact for this acquisition. All questions, comments, and/or concerns shall be directed to the below points of contact.

Capt Erica Fabricius, Contracting Officer

6050 Gum Lane, Bldg 1215 Hill

AFB, UT, 84056

erica.fabricius@us.af.mil

Phone: 801.775.3288

3. If an offeror believes that the solicitation contains errors, omissions, or is otherwise unsound, the offeror shall immediately notify the aforementioned government representative in writing with supporting rationale. Upon consideration the government may continue, amend, or cancel the solicitation.

4. The government reserves the right to award this effort based on initial proposals, as received, without discussions IAW 52.215-1. However, if the Contracting Officer (CO) determines that entering into discussions is in the best interest of the Government, the CO may do so.

5. The government intends to award the requirements(s) represented in this solicitation to one awardee. However, the Government reserves the right to award no contract at all.

B. PROPOSAL FORMAT:

1. Offerors are required to submit a digital proposal, however, offerors may submit a hardcopy proposal in addition to the digital proposal.

a. Digital proposals sent via email shall not exceed 10 megabytes (MB) individually.

However, if Offerors require additional space beyond 10MB to send digital proposals, this will be accomplished by sending separate emails that clearly state this (for example:

Email digital proposal 1 of 2, 2 of 2, etc.).

b. Hardcopy proposals shall be submitted via courier to the aforementioned government representative(s).

c. Unrequested documents will be removed/deleted form the proposal prior to evaluation.

2. Completion of Proposal via Standard Form 1447 mailto:tiffany.gardner.1@us.af.mil

Offerors shall complete block 11, 13, 15, 21, 22, and 27 of the front page. Offerors that are determined not acceptable will not be considered for award.

Offerors shall propose a unit price and extended price (i.e. amount) for each

CLIN with an established quantity that requests pricing. A “No Charge” or $0.00 unit price is not acceptable.

Example:

Offerors shall propose a delivery for each CLIN that requests asset delivery. If the offeror does not enter a proposed delivery it is assumed that the offeror agrees to the required delivery. A proposed delivery beyond the established required delivery may result in a non-responsive proposal. Early delivery is acceptable unless specifically prohibited.

When a CLIN requires “Origin” Inspection and Acceptance the offeror shall identify its asset inspection location (address and CAGE code) in Section E of the solicitation document.

NOTE: When packaging will occur at a different location the offeror shall identify its packaging inspection location (address and CAGE code) in addition to the asset inspection location.

When a CLIN requires “FOB Origin” the offeror shall identify its “FOB Address” in

Section F of the solicitation. The “FOB Address” is the final ship from location NOT the final ship to location.

Offerors are required to review ALL sections of the solicitation to include solicitation provisions/clauses and complete ALL representations as required.

3. Offerors must clearly identify any exception or inclusion to the solicitation and substantiate the exception or inclusion with supporting rationale (i.e. the offeror is unable to agree to the required delivery schedule). The government is not obligated to accept any exceptions or inclusions. Failure to meet all solicitation requirements may result in an unfavorable evaluation or proposal disqualification (i.e. the offeror was non-responsive to the solicitation requirements)
