Summary of MC-2026-2 Bid Proposal
This is a bid proposal document issued by the Camarillo Sanitary District Department of Public Works for biosolids hauling, composting, and disposal services. The District generates approximately 900 wet tons of biosolids annually from its wastewater treatment operations and seeks a qualified contractor to transport and process these materials through an authorized, CalRecycle-permitted composting facility. The contractor will be responsible for accepting, transporting, and managing Class B biosolids from the District's Wastewater Treatment Plant located at 150 Howard Road to an approved off-site composting facility that will beneficially reuse the organic material and provide applicable diversion credit under California Senate Bill 1383. Bids must be submitted by November 9, 2026, at 10:00 a.m. The contract term runs from January 1, 2027, through December 31, 2029, with potential extension by mutual agreement for up to two additional one-year terms. The District requires bidders to have a minimum of ten years of experience in biosolids hauling, composting, and disposal services and to provide three municipal maintenance service contract references of similar character and scope.
The contractor shall submit a unit price bid per wet ton, which will serve as the basis for contract payment based on actual measured wet tons hauled and verified by weight tickets, facility records, or District documentation. The unit price must be firm for Year One and may be adjusted in Years Two and Three by no more than the percentage increase in the September Consumer Price Index for All Urban Consumers (CPI-U) for the Los Angeles-Long Beach-Anaheim area, capped at five percent annually. All bid prices must be inclusive of labor, materials, equipment, overhead, profit, transportation, delivery, mobilization, insurance, taxes, fees, and fuel, with no separate fuel or transportation surcharges permitted unless expressly authorized. Bidders must hold or obtain all required federal, state, and local licenses, permits, registrations, certifications, and insurance prior to award, including motor carrier authorizations and facility approvals. Bidders are responsible for identifying all subcontractors, haulers, disposal facilities, and processing facilities, each subject to District approval. The procurement is not anticipated to constitute a public work requiring prevailing wage payments or Department of Industrial Relations contractor registration, though the contractor remains responsible for complying with all applicable labor, licensing, environmental, safety, and regulatory requirements.

2. Bidder’s Representations
Bidder acknowledges that the unit price bid per wet ton is for purposes of bid comparison and contract payment. The District does not guarantee any minimum or maximum quantity of biosolids requiring hauling, processing, composting, beneficial reuse, or disposal. Any quantities provided are estimates only and are not a guarantee of actual quantities. Actual quantities may vary based on District operations, weather, dewatering performance, drying methods, maintenance, regulatory requirements, and other factors.
Final payment will be made based on the unit price bid per wet ton multiplied by the actual measured wet tons hauled, as verified by weight tickets, disposal or processing facility records, District records, or other documentation acceptable to the Water Reclamation Superintendent or designee.
Bidder acknowledges that the unit price bid per wet ton includes all labor, materials, tools, equipment, vehicles, hauling, loading, transportation, disposal or processing fees, permits, taxes, insurance, overhead, profit, and general expenses necessary to perform the sludge hauling services.
Bidder further acknowledges that the unit price bid per wet ton includes all incidental tasks required to complete the services in accordance with the specifications, including coordination with District operations, protection of existing facilities, site cleanliness, traffic and personnel safety, spill prevention and response, required documentation, and any other work reasonably necessary for proper performance of the services.
3. Schedule
Bidder acknowledges that timely completion is important to the District. Accordingly, time being of the essence, the Bidder agrees to commence and complete the work within the timeframes established by the District following contract award.

Bidder shall identify on Attachment 6 each subcontractor, hauler, transporter, disposal facility, processing facility, broker, agent, or other third-party service provider that Bidder intends to use to perform any material portion of the sludge hauling services.
No subcontractor or third-party service provider may be used, replaced, or added without the prior written approval of the District Manager or designee. Approval may be conditioned upon the District’s verification that the proposed subcontractor or third-party service provider holds all licenses, permits, registrations, insurance, certifications, and other authorizations required by applicable federal, state, and local law to perform its portion of the services.
Failure to identify a subcontractor or third-party service provider for a portion of the services shall constitute Bidder’s representation that Bidder is fully qualified and will perform that portion of the services using its own employees, vehicles, equipment, permits, and authorizations.

SCOPE OF WORK
BACKGROUND
The Camarillo Sanitary District generates sludge as part of its wastewater treatment operations, producing approximately 900 wet tons of biosolids annually. The District requires a qualified contractor to provide reliable hauling services to transport biosolids from the District’s facility directly to an authorized off-site composting facility. The selected processing facility must be a permitted organics facility by CalRecycle and beneficially reuse the organic material to produce a value-added product or service and allow the District to receive applicable diversion credit under California Senate Bill 1383.
The Contractor must perform all services safely, timely, and in compliance with applicable federal, state, and local requirements. The purpose of this procurement is to establish a contract that supports continued treatment plant operations, regulatory compliance, and protection of public health and the environment.
SCOPE OF WORK
A. Contractor shall accept, transport and reuse through composting, materials identified as Class B Biosolids (Biosolids) from the District's Wastewater Treatment Plant located at 150 Howard Road to Contractor's facility; a site permitted by the California Regional Water Quality Control Board for Biosolids composting. In performing these Services, Contractor must comply with all applicable laws and regulations for the treatment of Biosolids, which include all local, state, and federal regulatory reporting and providing copies of all such reports to District.
B. District staff will load biosolids into the Contractor’s vehicles unless otherwise stated. The Contractor shall provide a minimum of two hauling vehicles per service request, or as otherwise needed, with sufficient vehicles and/or trailers to maintain the required hauling schedule and comply with all applicable legal load limits. For purposes of this Scope of Work, “Contractor’s vehicles” includes vehicles and trailers owned, leased, operated, or used by Contractor or Contractor’s subcontracted haulers.
C. Immediately upon receipt from the District, Contractor is responsible for the biosolids collected, including transportation, management, processing, reuse, disposal, documentation, and regulatory compliance.
D. Contractor shall provide year-round hauling services on days and times coordinated with District staff. Upon notification by the District staff, Contractor must provide hauling service within five
(5) business days. The District’s regular business hours are Monday through Friday, 6:30 a.m. to 3:30 p.m., excluding District-observed holidays. Contractor shall identify its normal service availability, holiday and weekend availability, and any minimum notice required for additional, after-hours, or emergency pickups.
E. Upon request, District will provide Contractor with copies of District’s most recent annual biosolids analytical results and related biosolids reporting documentation submitted or
BID PROPOSAL
maintained in connection with District’s NPDES permit, including any applicable Biosolids Annual Report or equivalent regulatory submittal. District will verify, through representative sampling and analysis, that biosolids delivered to Contractor are not classified as hazardous waste under applicable federal and California law, including California Code of Regulations, Title 22, Division 4.5, Chapter 11, Article 3, as amended. Such verification will be based on analytical testing, process knowledge, or both, as allowed by applicable law and regulatory guidance. District will also verify through testing that the biosolids are not less than fifteen percent (15%) total solids by weight.
F. Contractor shall identify the primary receiving facility and at least one backup facility, if available. Each facility must be legally permitted to accept and manage the District’s biosolids.
Copies of current permits, registrations, or approvals must be submitted with the bid and upon District request.
G. Routes used by Contractor or subcontracted haulers must comply with applicable requirements of the U.S. Department of Transportation, California Highway Patrol, Caltrans, local agencies, and all other authorities with jurisdiction.
H. Contractor shall maintain complete records, including certified weighmaster weight tickets, manifests or load tickets, facility acceptance records, diversion/reuse documentation, and regulatory reports. Records must be provided with invoices and upon District request.
I. Contractor shall provide an accident and emergency spill response plan describing notification, containment, cleanup, remediation, disposal, and reporting actions. Contractor shall immediately report all transportation accidents or releases to the District, including incidents that do not result in a biosolids discharge.
J. Contractor shall comply with all applicable federal, state, regional, and local laws, regulations, permits, orders, and reporting requirements, including biosolids management, hauling, environmental, health and safety, and beneficial reuse/composting requirements.
The undersigned certifies that the information submitted is true and correct and that bidder agrees to perform the work in accordance with the Scope of Work.

Pricing Schedule
The District estimates approximately 900 wet tons per year. This estimate is for informational and bid comparison purposes only and is not a guarantee of any minimum or maximum quantity. Payment shall be based only on actual wet tons hauled, as verified by certified weight tickets, receiving facility records, District records, or other documentation acceptable to the District.
The unit price bid shall remain firm for Year One (1). For Years Two (2) and Three (3), the Vendor may request an annual unit price adjustment no later than October 31 of the preceding Contract year. Any requested adjustment shall be based on the increase and shall not exceed, if any, in the September Consumer Price Index for All Urban Consumers (CPI-U), Los Angeles-Long Beach-Anaheim, CA, All Items, Not Seasonally Adjusted, as published by the U.S. Bureau of Labor Statistics.
Any requested adjustment shall not exceed five percent (5%) per Contract year. If the CPI-U change is zero or negative, or if the Vendor does not submit a timely request for an adjustment, the unit price shall remain unchanged.
Bid prices shall be firm and inclusive of all costs, including labor, materials, equipment, overhead, profit, transportation, delivery, mobilization, insurance, taxes, fees, and fuel. No separate fuel surcharge, transportation surcharge, or similar charge shall be allowed unless clearly identified in the bid and expressly authorized in writing by the District through the Contract, contract amendment, purchase order, or purchase order revision. The unit price includes all costs necessary to perform the biosolids hauling, transportation, processing, composting, beneficial reuse, disposal, reporting, and related services required under this bid, and is not subject to change except as expressly provided in the Contract Documents.
In the event of an error in calculating or extending the total bid amount, the unit price shall govern.
