SCOPE: This document provides General Engineering Notes to be used in conjunction with U.S. Air Force, Hill Air Logistics Complex, Engineering Data Lists (EDL). This document forms a permanent part of the EDL.

Notes:

1. The following specifications/standards, etc. will be used in lieu of the data indicated. The superseded data will not be furnished unless so indicated.

2. Contractor is responsible to completely research these manuals, specifications, and standards and fully understand the requirements necessary for manufacture of component parts and assemblies. All deviations, minor and major, from the engineering drawing package shall be submitted to the proper A-10 engineering organization for coordination and approval.

3. When military documents listed in the engineering drawing are cancelled they shall be replaced by the industry equivalent document specified on the military document's cancellation notice. The characteristics of type, grade, class, etc. specified in the cancelled military document shall be maintained or exceed those characteristics when applying the industry equivalent document(s). The contractor will coordinate with the proper A-10 engineering organization for authorization and approval of these substitutions prior to the manufacturing of this component. When there is no listed replacement the contractor shall request and recommend a substitute document from the proper A-10 engineering organization by contacting the government contracting official.

4. Use of Northrop Grumman specification Z-R701 in conjunction with MIL-STD-130 is mandatory to ensure the proper marking of the parts. (Z-R701 has unlimited data rights in JEDMICS)

5. "IUID" (Item Unique Identifier) is required IAW MIL-STD-130. Specific instructions for marking methods, location, content and format shall be specified by the contractor and submitted to the government for approval prior to contract delivery. The contractor must demonstrate the marking does not adversely affect item integrity or performance and will remain readable and attached throughout the useable life of the item. IUID is required for items where the individual cost per unit is greater than $5,000 or if the item has been identified as fatigue critical regardless of the items per unit cost.

6. Use of any process or manufacturing technique which creates a net edge on a metallic part by relying on heat at or above the parts melting point to produce the cut is not generally authorized (i.e. laser cutting, electrical discharge machine (EDM), plasma cutting, etc.) without prior A-10 system program office approval. Likewise, other non-heat generating cutting processes involving high pressure fluids and slurries (i.e., water jet) are also not currently approved for use in the production of A-10 parts. Only those processes controlled by A-10 approved program specifications and A-10 drawings are permitted to be used in the manufacture of A-10 parts and assemblies.

7. Controlled Drawing Deviations: The contractor must adhere to specification control, vendor item or source control drawing(s). The items must be procured from the listed vendors. Any deviation and/or modification must be approved by the proper A-10 engineering organization by contacting the government contracting official for substitution from other than suggested/approved sources.

8. Do Not Drill: Do not drill pilot holes. Holes will be drilled upon installation.

9. Omit Mating/Mounting Holes: omit mating/mounting hole(s) in part. The part will be matched/back drilled upon installation.

10. Excess Perimeter Material: Contractor will provide 1/4 inch excess trim around entire perimeter of part. Excess trim will be removed upon installation.

11. Heat Treatment of Wrought Aluminum: Utilize SAE AMS 2770 for heat treatment of wrought aluminum alloy in lieu of

SAE AMS-H-6088.

12. Heat Treatment of Aluminum Castings: Utilize SAE AMS 2771 for heat treatment of aluminum alloy castings in lieu of

14. Tooling Development: The government has not procured this part since original manufacture. The status of the tooling and fixtures used to produce the original parts are unknown. The contractor may request that the government search for the original tooling. This tooling is not required by the government for manufacturing of this part. The condition of the tooling is unknown. The contractor may use this tooling at their discretion and usage will be in “as is condition”. The shipping will be at contractor’s expense. The contractor may develop/manufacture their tooling required to produce this part. Prior to tool development, the contractor shall advise the government in writing of their intent to develop new tooling. The contractor shall not proceed to develop new tooling without the express consent of the government procuring agency.

15. Upon completion of the contract the contractors will at their expense return ship all government owned tooling to the government.

16. Any tooling made by the contractor will become property of the government once the contract is complete.

17. The contractor should work through the government procuring agency to contact the proper A-10 engineering organization in order to make sure any newly developed tooling and fixtures will produce an acceptable part that will fit on the aircraft. This will make sure changes and checks are done early to prevent failure of the first article.

18. 3-D Models: The A-10 engineering organization has some 3-dimensional models of this part. These models have not been loaded into JEDMICS as of the date of this instruction. Contact the proper A-10 engineering organization through the government procuring agency to get copies of the 3-dimensional models. All models are in .IGS format.

19. Forging Requirements: If the forging source(s) is known the contractor may procure forgings from sources pre-approved by the properA-10 engineering organization. If forgings are procured from tooling approved by A-10 engineering, original certified forging procedures and dies/tooling or equivalent (e.g., refurbished/resunk by approved forging source and having the same die number designation) shall be used. New tooling at an existing source must be qualified prior to contract award, the detailed part bidder shall provide verification (e.g., forging quote) to the government that the certified dies and procedures are available for their use in the event they are the successful bidder.

20. Forging source and the location of the dies are listed (if known) in the “Remarks” section of the EDL of the forging drawing as follows:

21. If the forging source is listed as unknown or the contractor wishes to develop additional sources or new tooling at an existing forging source, the contractor shall advise the government in writing of their intent to procure new forging dies and the proposed forging source prior to contract award. The contractor shall not proceed to obtain new dies without the express consent of the government procuring agency. The government shall have unlimited use of the dies developed under this contract. The contractor shall inform the forging house in writing, at the same time the order for the dies is placed, that the government has unlimited use right of the dies and forward a copy of this letter to the government contracting officer.

22. Prior to production, forging lot qualification shall be accomplished as specified on the forging drawing and SAE

AMS-F-7190 for steel forgings and SAE AMS-A-22771 for aluminum forgings. The detailed part contractor shall assure that this has been accomplished by the forging source and retain in their records for no less than 10 years. The A-10 engineering organization reserves the right to review this documentation as needed.

23. Casting Requirements: The contractor may procure castings from sources pre-approved by the proper A-10 engineering organization or may elect to develop new sources.

24. If castings are procured from sources approved by the A-10 engineering organization original certified casting procedures and tools or equivalent (e.g., refurbished/remanufactured by approved casting source), prior to contract award, the detailed part bidder shall provide verification to the government (e.g. Casting quote) that the certified tooling and casting procedures are available for their use in the event they are the successful bidder.

25. Casting source(s) and the location of the tools shall be listed (if known) in the “Remarks” section of the EDL of the casting drawing as follows:

26. If the casting source is listed as unknown or the contractor wishes to develop additional sources, the contractor shall advise the government in writing of their intent to procure new casting tools and the proposed casting source prior to contract award. The government shall have unlimited use of the tools developed under this contract. The contractor shall inform the casting house in writing, at the same time the order for the tools is placed, that the government has unlimited use right of the tools and forward a copy of this letter to the government contracting officer.

The contractor shall confirm successful tooling development to the government contracting officer.

27. Prior to production, casting lot qualification shall be accomplished as specified on the casting drawing and SAE

AMS-2175. The detailed part contractor shall assure that this has been accomplished by the casting source and retain in their records for no less than 10 years. The A-10 engineering organization reserves the right to review this documentation as needed.

28. WARNING - The documents listed on this Engineering Data List (EDL) contain technical data whose export is restrictive by the Arms Export Control Act (Title 22, USC, Section 2751, ET SEQ.), or the Export Administration Act of 1979, as amended, Title 50 U.S.C, Append 2401 ET SEQ.
