About this file

This is Addendum #1 to RFP #251-27-037 issued by Wake County Public School System (WCPSS) for Fire Shutters Testing/Inspection and Corrective Maintenance services. The addendum clarifies that contractors must comply with NFPA 80 standards for fire shutter inspection, testing, and maintenance rather than NFPA 204 standards previously referenced. Qualified contractors must possess appropriate licenses and certifications, demonstrate experience with fire shutter maintenance and repairs, maintain sufficient parts inventory for emergency repairs, and provide 24-hour, 7-day emergency response capability with a two-hour response time requirement. A non-mandatory pre-bid meeting was held on April 8, 2026, at 9:00 AM. Written questions were due by April 15, 2026, at 11:00 AM, with responses provided in this addendum. Bid responses are due April 23, 2026, at 1:00 PM EST through the North Carolina Electronic Vendor Portal, with public live bid opening scheduled for the same date and time. The contract term runs from July 1, 2026, through July 31, 2027, with WCPSS reserving the right to extend for an additional one-year period.

The addendum requires one properly executed copy to be returned with the bid response or prior to bid opening, with failure to sign and return the addendum potentially resulting in rejection of the proposal. The document includes vendor questions and responses clarifying technical requirements, as well as pre-bid meeting notes addressing various service-related inquiries across multiple bid categories including environmental and grounds, automotive vehicles, flooring, energy systems, building automation, and custodial cleaning. All bid documents must be completed and signed where required, and contractors must provide necessary certifications. WCPSS emphasized that correspondence must go through designated procurement staff (Clarence Rogers) to maintain bid confidentiality, and that no exceptions to terms and conditions will be accepted. No pricing information, set-asides, incumbents, or funding amounts are specified in this addendum.

Environmental & Grounds

Q: Is the duct cleaning part of the mechanical system as well or is it just the duct system?

A: We do clean out the air handler system as well as the duct system.

Q: Is there a mold testing required for clearance by the contractor?

A: WCPSS will do the mold testing not the contractor

Q: Hazmat bid – In the Bid we only put in a line for labor?

A: It obviously includes the charge for labor, but it also includes mileage and wear and tear on equipment. We would expect you to have negative air machines (air scrubbers) if you're conducting mold remediation, but instead of charging an equipment rental fee that you might charge other clients, this would be wrapped up in the labor rate. You can charge separately for materials + 10% upcharge. You can also charge separately for disposal costs + 10% upcharge. In addition, if there is a piece of equipment that you need to rent (for example, a lift) to get one of our jobs done, we would expect you to charge us for that as well.
