3Si has been working with the Department of Early Learning/DCYF since 2017 on developing the CUSP data analysis system and is considered uniquely qualified for this sole source contract. Their software is the only Software as a Service (SaaS) Early Childhood Integrated Data System (ECIDS) of its kind in the United States, featuring distinctive characteristics such as exclusive data assets, the ability to be hosted within the state's cloud, and proprietary features not available in the market. The contract requires vendors to provide proof of authorization to work on the copyrighted CUSP SaaS product and demonstrate experience with Early Childhood Integrated Data Systems. In the absence of other qualified sources, DCYF intends to award the contract to 3Si.

STATE OF WASHINGTON

DEPARTMENT OF CHILDREN, YOUTH, AND FAMILIES

The Department of Children, Youth, and Families contemplates awarding a sole source contract to Third Sector Intelligence, Inc. to build the next set of data and programmatic updates to the Early Learning Data Store (aka “CUSP”, or the Child Universal Success Platform) to align and integrate CUSP inputs and outputs with other cloud-based integrated early learning data products that Office of Innovation, Alignment & Accountability (OIAA) staff already have or are building. This work is necessary to ensure consistency across OIAA data products and processes. This work includes child care assessment and rating data obtained through a previous contract between the Contractor and the Washington State Department of Early Learning.

Third Sector Intelligence (3Si) has been working with DEL/DCYF since 2017 on the development of the data analysis system (CUSP) to meet critical data needs of DCYF. 3Si has content and technical expertise necessary to fulfill the scope of this work.

3Si’s software solution, called the Child Universal Success Platform (CUSP), is the only Software as a Service (SaaS) Early Childhood Integrated Data System (ECIDS) of its kind available in the United States. CUSP is unique in many respects: it contains many features that are not otherwise available in the market; it contains data assets offered and maintained only by 3Si; it can be hosted, controlled, and configured within the state’s cloud, etc.

The contract will be issued on or about March 24, 2025. The dollar value is estimated at $516,078.12 for work required during the period ending June 30, 2025. The term of this contract may be extended by one additional six (6) month term, at the sole option of DCYF.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements by March 17, 2025.

Vendor capability statements should address how they are qualified and capable of performing the following requirements:

• Please provide proof that 3Si has authorized your organization to work on their copyrighted CUSP SaaS product.

• Please provide detailed description of your organization’s history of working on Early Childhood Integrated Data Systems, specifically the Child Universal Success Platform

(CUSP.

In the absence of other qualified sources, it is the state’s intent to make a sole source award of the Contract.
