About this file

The document is a GEC (General Engineering Consultant) Contract Review form for Pinellas County, Florida, involving multiple reviewers evaluating a professional engineering services contract for the Utilities Department. The contract opportunity seeks qualified consultants to implement the Utilities Department Capital Improvement Program (CIP) for water, wastewater, and reclaimed water infrastructure, covering the period 2026-2031. The review process began on January 7, 2025, with comments due by January 24, 2025, and the current contract set to expire in April 2026. Reviewers provided feedback on various contract aspects, including scope of services, invoicing requirements, and recommended updates to CCNA (Consultant's Competitive Negotiation Act) numbers.

Key financial parameters indicate that the contract has updated dollar limits of $500,000 for studies and professional services and $7.5 million for project construction costs, as per House Bill 149. Reviewers suggested additions to the contract, such as including public involvement/community outreach, project management services, and a monthly expense burn rate reporting requirement. The contract aims to provide comprehensive engineering services for pipeline, facility, and operational projects, with an emphasis on quality work, meeting contractual deadlines, and ensuring continuous coverage for the county's utilities infrastructure needs.

CommentWould you like to volunteer to serve on the GEC Contract selection committee?YesNo (with comment)
G. Mitchell1page 11 of 27My main comment is we need updated CCNA numbers. I believe it’s $7M in construction costs and $500k for studies. This would need to be triple-checked, but I think reflecting current CCNA numbers is essential. The timeline, which needs 7 months to complete, seems a bit long. If we can shorten that on our end, we should certainly aim to do so. I am not sure of the exact date our current GEC contract expires, but another concern/comment is we should try our best to make sure we don’t have any “lapse of coverage.”My last comment would be that I volunteer to be on the selection committee. I think it’s crucial we select the best consultants with good track records for future department success!YesContract expires April 2026.
