About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for emergency repairs to the roll stabilization tank on NOAA Ship Reuben Lasker. The estimated cost of repairs is less than $25,000.
The document details the rationale for sole-sourcing the repairs to Bay Ship & Yacht Co. in Alameda, CA, which is located near the ship's current mooring at USCG Base Alameda. The vendor is the only source reasonably available that can meet the timeline to complete the repairs before the ship's next scheduled mission on 28 May 2024. Market research confirmed the limited number of contractors in the San Francisco Bay Area capable of performing ABS-qualified welding and shipfitting work required for this repair.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
PR 140802-24-0644
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and
Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value).
NOAA Ship REUBEN LASKER requires emergency repairs to the vessel’s roll stabilization tank.
A crack developed in the tank which caused water to enter the staterooms below. The tank cannot be used due to this and the ship cannot go on mission. Estimated cost of repairs are less than $25K.
3. Identification of the single source or the brand name to be solicited.
Bay Ship & Yacht Co. 2900 Main Street #2100, Alameda, CA 94501 Phone: (510) 337-9122 | Fax: (510) 337-0154 POC: Michael Stoecker, Sales & Marketing Manager, C 510 390-8144
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
LOCATION : The ship is presently located at USCG Base Alameda, CA. Without the use of this stabilization tank the ship cannot perform missions in open ocean. Due to this, extensive market research was performed to investigate repair capabilities and availability in the San Francisco Bay Area. In order to perform this repair, the contractor must have ABS qualified welders and shipfitters. The marine repair industrial base of the SF Bay Area has significantly declined in recent years due to the closing of numerous Naval facilities and shipyards. Therefore, marine repairs are limited to only a few capable contractors that will be detailed in paragraph 5 below.
The availability of contractors willing to travel to the area was also researched. While there may be contractors willing to travel, the cost associated with the travel as well as the timeline necessary to do so.
TIMELINE: The vessel has ceased operations and mission due to this tank being out of service.
Every day the vessel is not in operation, the day rate for the vessel continues to be expended.
The next mission is scheduled to begin on 28MAY24. A traveling contractor would not be able to mobilize personnel and equipment in order to meet this timeline. Local contractors can be working within hours after authorization to proceed.
5. Market Research.
There are 2 shipyards in the area who are capable of these repairs and maintain the qualified personnel to do so. The source identified in this document is willing to perform the work at USCG Base Alameda and the other shipyard does not have the resources to travel at this time.
One additional traveling contractor who was noted to be in the area was asked about availability and they cannot complete the repairs at this time due to previous commitments.
Vendors Contacted:
Marine & Industrial Services, Inc. (Antioch, CA) – Called both the office number and cell phone of a project manager. Left voicemalls. No response.
Federal Marine and Defense Contractors Inc (Seattle, WA but services the SF Bay Area) – Emailed the manager and he responded that they are in the area but are too busy to take the work.
Mare Island Dry Dock Inc (Vallejo, CA) – They would be open to the work but cannot do the job outside their yard. Ship cannot transit to the yard.
Bay Ship and Yacht Co. (Alameda, CA) – This shipyard is located 5-10 minutes from the ship’s location and they can do the work where the ship is currently moored. Available to start immediately.
Rush Industrial Services Co. (San Diego, CA) – Unable to travel for the work due to previous commitments.
