About this file
This statement of work requests nitrous oxide and water trace gas analyzers and compatible smart chambers to support soil nitrous oxide emissions research. Required are an analyzer that can rapidly and precisely measure N2O and H2O concentrations under various environmental conditions, with an N2O measurement range of 0-50 ppm and precision of 0.6 ppb at 1 second and 0.3 ppb at 5 seconds. A smart chamber is also required that is compatible with existing equipment and allows for automated and integrated survey sampling when used with the gas analyzer and ancillary data collection. Additional requested accessories include interconnecting cables, soil collars, and a backpack to enable portable field measurements. The solicitation requests these products and services be delivered within 120 days to a USDA Agricultural Research Service location in Illinois. Evaluation will be based on lowest price technically acceptable.

Statement of Work Project: N2O/H2O Trace Gas Analyzers and Smart Chambers
GENERAL INFORMATION
1.0 Scope of Work: Trace gas analyzers, compatible Smart Chambers (survey chamber), and necessary accessories (cable assemblies, soil collars and backpacks) are required for survey measurement of soil nitrous oxide emissions using recirculating closed and automated chamber systems.
2.0 Background: Instrument is sought to support soil nitrous oxide flux research for the CERCA project and locations in Urbana, IL, Ithaca, NY, and Raleigh, NC. The instrument will be compatible with a trace gas analyzer at the National Laboratory for Agriculture and the Environment (NLAE) in Ames, IA. The CERCA project is modifying corn to reduce GHG emissions and germplasm will be tested at multiple locations across the country. The trace gas analyzers need to be compatible across locations to meet research needs. A smart chamber is necessary to ease and speed survey measurements with the analyzer. Interoperability and shared data processing pipelines of required analyzer and smart chamber with existing LI-78xx trace gas analyzers and LI-8250 multiplexor and automated chambers are a critical requirement of this requisition to ensure data consistency and quality across ARS locations.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
N2O/H2O Analyzer Requirements
Must provide rapid and precise measurements of N2O and H2O concentrations.
Must provide stable measurements during movements typical of backpack mounted survey applications.
Must allow an N2O measurement range of 0- 50 ppm and precision (1 standard deviation) of 0.6 ppb with 1 second averaging and 0.3 ppb with 5 sec averaging.
H2O measurement range of 0-60,000 ppm with precision (1 standard deviation) of
75 ppm at 10,000 ppm with 1 second averaging and 40 ppm at 10,000 ppm with 5 second averaging.
Must have rapid response time for N2O measurement (< 4 seconds).
Must operate under wide environmental conditions:
o Temperature: -25 deg to 45 degrees C to enable field deployment in the range of conditions typically encountered in corn growing regions of the
USA.
o Sample humidity: 0-99.9% non-condensing relative humidity Instrument(s) must be able to attain stated specifications when encountering elevated and rapidly increasing concentrations of CO2 and H2O typical in recirculating flux chambers deployed on surface soils.
Must include a controller and embedded data logger
Must be compatible with recirculating air systems for chamber flux measurement Must operate on AC or DC power with appropriate adapter Must be able to power off a battery to enable survey measurments For field measurement, must provide low power draw, less than or equal to 200 W Must be designed for field use Must weigh less than 12 kg (batteries included) and reside in a compact crushproof case to allow comfortable manual transport by field personnel Must include remote access and control capability Must be compatible with existing LI-COR 8250 multiplexer and allow real-time flux calculations with LI-COR SoilFluxPro software Qty: 1
Smart Chamber requirements
The smart chamber must be compatible with existing equipment (LI-7820 trace gas analyzers) and provide for survey sampling in conjunction with 8” or greater diameter pvc collars.
The chamber must provide for even mixing of the chamber headspace as it loops to the gas analyzer
The chamber must have the ability open and close automatically using an internal bellows pump.
The chamber must include a compatible soil moisture probe and automatically link ancillary data with trace gas measurements
The chamber must include an internal GPS.
The chamber must include a Lithium-ion battery for powering the SmartChamber.
The chamber must contain a pressure vent to ensure the pressure between in the chamber and outside air is equal.
The chamber must not close directly on the measurement collar to avoid perturbations in the sample.
The chamber must include temperature and pressure measurements to enable onboard flux calculations from LI-COR 78xx Trace Gas Analyzers.
The chamber must contain network time protocol (NTP) server for time synchronization to the analyzer.
The chamber data files must be compatible with SoilFluxPro software for processing, evaluation, and visualization of soil gas flux data to allow easy editing, re-computation and visualization in a single data package.
Interoperability and shared data processing pipelines of required analyzer and smart chamber with existing LI-78xx trace gas analyzers, LI-8250 multiplexor and automated chambers are a critical requirement of this requisition to ensure data consistency and quality across lab projects.
Qty: 1
Accessories:
A cable assembly is required to connect trace gas analyzer to smart chamber that will allow re-circulating air flow and real-time data transfer between the analyzer and smart chamber (Qty: 1)
A backpack capable of housing the trace gas analyzer during measurements and hands-free transport and carrying of the analyzer during measurements is required to enable survey measurements (Qty:1)
PVC collars with single beveled edge are required for anchoring trace gas measurements. Collars must be compatible with the smart chamber and be of adequate length to provide secure mounting of the collar in soil (Qty: 7).
