16. Description:
This is not a solicitation, request for quote, or proposal. No contract or purchase order will be awarded from this notice. The Military Sealift Command (MSC) has a requirement for the security services on board the Sea-Based X-Band Radar (SBX-1). This effort will provide qualified security officers who will provide the proper levels of security and protection for the SBX-1 vessel in accordance with U.S. Strategic Command Instruction (SI) 538-2 and other applicable directives listed in the Performance Work Statement. The requirement includes a 365-day Base Period and four (4), one-year option periods to commence on 01 October 2022.
The operating limits shall be the Pacific Ocean operating area. This contract requires the Contractor will be required to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances. The contract will include FAR clause 52.217-8 -- Option to Extend Services.
The estimated issue date for this solicitation is on or about 16 February 2022 with an estimated closing date 18 March 2022. Upon issuance, the solicitation and supporting documentation will be posted and can be found on SAM.GOV (https://sam.gov) under solicitation number N3220522R0007. All responsible sources may submit a proposal, which shall be considered by the agency. All respondents must provide a Dun & Bradstreet number (DUNS) and Commercial and Government Entity (CAGE) Code. The appropriate NAICS Code is 561612 - Security Guards and Patrol Services. There are no responses due based on this pre-solicitation notice and the Government is not obligated to and will not pay for any information received for this notice.

See attached DRAFT Performance Work Statement for further detail. MSC encourages industry comment and suggestions regarding the PWS that could result more efficient performance or cost savings to the Government.
This requirement will be set aside for 8(a) certified small businesses in accordance with FAR
19.203 (c) and (d).
17. The decision to set aside this procurement as 100% 8(a) certified small business set-aside was made resulting from Market Research. Previous procurements for this service have shown that there is an expectation to receive quotes from two or more 8(a) businesses.
