1.0 Description of Services

1.1 Objective(s): This Performance-based Work Statement (PWS) describes the services required to provide timely sustaining engineering and technical support for the HC/MC-130J

Electro-Optical/lnfrared (EO/IR) Sensor and subsystems (hereafter referred to as AN/AAS-54

EO/IR system) to resolve deficiencies and improve reliability, maintainability and functionality.

These services include engineering studies in resolving reliability and maintainability issues, obsolete parts issues, identify and propose solutions to Diminishing Manufacturing Sources

(DMS) issues, analyzing failure trends from the depots and the field level shops support, and software maintenance activities.

The contractor shall provide the Government engineering-level assistance with troubleshooting system discrepancies (e.g., responding to deficiency reports, investigating field-identified issues, engineering investigations, etc.), maintenance analyses, DMS, and deliver correct data deliverables as outlined on each request. The contractor shall monitor and report on obsolescence issues that affect the AN/AAS-54 system. Support includes quarterly obsolescence reports that detail current and potential future obsolescence issues. The contractor shall provide mitigation recommendations to the identified obsolescence issues.

Engineering support shall also include the correction of errors in engineering drawings, assist with investigating anomalies on the aircraft (associated with the AN/AAS-54 EO/IR system) and in the test equipment as well as any other AN/AAS-54-related technical support that is required.

The contractor shall perform formal engineering investigations and provide the Government a

Technical Report of all findings.

The tasks associated with this contract are to be accomplished at the contractor’s facility and other locations as specified by the Government. These tasks shall support the war fighter in performing missions that utilize the AN/AAS-54 EO/IR system. The contractor shall provide timely support (by the most economical means) to resolve issues with the AN/AAS-54 EO/IR system, allowing return of the aircraft(s) to full mission capability expeditiously.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by resolving deficiencies and improve reliability, maintainability and functionality to the AN/AAS-

54 EO/IR system. The engineering studies will resolve, or provide a resolution to obsolete parts issues, DMS issues, and analyze failure trends from the depots and field level shop. To be proactive, the contractor shall analyze failure data on a quarterly basis to identify current failure trends in order to keep the AN/AAS-54 EO/IR system in a functioning state for the war fighter.

1.3 Background: The AN/AAS-54 EO/IR Multi-Spectral Targeting System (MTS-A) system was designed to support the HC/MC-130J, providing video and tracking with eye-safe laser range finding and laser marker capabilities in a single package. In addition, the imagery provided by the MTS-A enables the pilot to see in adverse weather conditions day or night. The MTS-A system is used to aid low-level flight navigation as well as search, rescue, and reconnaissance missions.

No more than five prototypes of a component/part shall be produced to support qualification testing, software validation and verification, integration, and other developmental processes. Draft drawing revisions shall be submitted to the

Government Program Manager at

AFLCMC/WIUAS and the Government

Engineer at AFLCMC/WIUEH within ten working days after notification that drawings must be revised. The contractor’s final product shall be 100% accurate and comply with the applicable CDRL requirements.

3.0 Government Property

3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in accordance with the Federal Acquisition Regulation (FAR) and as specified in the contract/task order.

3.2 Government Property to be Provided: The use of the Government Furnished Equipment

(GFE) may also be required to support this effort.

The Contractor shall be responsible for Government property in their possession in accordance with Federal Acquisition Regulation (FAR), Part 45, and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The FAR and applicable supplements can be accessed at the site http://farsite.hill.af.mil.

3.3 Reporting of Government Property: The Contractor shall create and maintain records of all

Government property accountable to the contract/task order. The Contractor shall record receipt and return of Government-Furnished Property (GFP) in the Item Unique Identification (IUID)

Registry.

3.4 Loss of Government Property:

3.4.1 Definition of Loss of Government Property: “Loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, loss due to lack of security, theft, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of

Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/task order, loss of

Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.

3.4.2 Reporting Loss of Government Property: The Contractor shall report loss of Government property in the GFP Module located in the Procurement Integrated Enterprise Environment

(PIEE), https://piee.eb.mil/piee-landing/. Training on how to utilize the GFP module can be found at https://dodprocurementtoolbox.com.

3.5 Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/task order, unless the Procuring Contracting Officer

(PCO) directs the Contractor to retain the property for continued use under a successor contract.

All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO. All material generated under the contract/task order becomes the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/task order, unless the PCO directs the Contractor to retain the material for continued use under a successor contract.

3.6 Government System(s): The Government will provide Contractor personnel access to system(s) necessary to perform tasks under the contract/task order.

4.0 Technical Requirements:

4.1 Period and Place of Performance:

4.1.1 Contract/task order Period of Performance: The period of performance for the contract/task order is one-year plus two (2) one-year Options with a 6 month extension (if required)

4.2.1 Quality of CDRL Deliverable: There shall be no more than one rejection of any deliverable. There shall be no more than one total rejection(s) of deliverables per quarter. The

Government will reject a deliverable if one (1) or more technical errors or two (2) or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc. The rejected deliverable shall be corrected and resubmitted within 5 business days of notification of Government rejection.

4.2.2 Receipt of CDRL Deliverable: CDRL deliverables may be submitted via Wide Area

WorkFlow (WAWF) or be submitted directly to the MFT member identified on the CDRL.

There shall be no more than one (1) late submission(s) of deliverables per quarter. The

Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

4.3 Engineering Services Details: Engineering services shall include studies in resolving reliability and maintainability issues, obsolete parts issues, identify and propose solutions to

DMS issues, analyzing failure trends from the depots and the field level shops support, software maintenance activities, and any other technical support that is required. [CDRL A00D, DI-

Health Assessment Report]

This tasking shall allow the contractor to do the engineering groundwork initiated by a reliability or maintainability problem and could result in an Engineering Change Proposal (ECP). The contractor shall maintain and submit on a quarterly basis, a Diminishing Manufacturing Sources

Material Shortages report and a reliability report for each Line Replaceable Unit (LRU) of the

AN/AAS-54 EO/IR system. The contractor shall monitor and report AN/AAS-54 reliability metrics to the Government. Support includes quarterly Reliability Reports that detail both the quarterly and cumulative reliability statistics, support of failure review boards (quarterly), and support of FRACAS working group meetings, as required. The Reliability Reports shall provide information on failure trends, vanishing vendors, part obsolescence, and end-of-life parts. The

Reliability Reports shall be provided to Government quarterly. The raw data used to develop the

Reliability Reports shall be available to the Government, if requested. The Contactor shall be proactive in identifying and addressing technical issues in the field.

AN/AAS-54 EO/IR system Reliability/Maintainability (R&M) improvements: Should an R&M improvement be identified and approved by the Government, the contractor shall develop the software and/or hardware improvement to the AN/AAS-54 EO/IR system. [CDRL A001, DI-

4.4 Reports and Data Deliverables: Each data deliverable shall be reviewed by the applicable person and meet the requirements of its CDRL. No more than one rejection letter shall be allowed for each deliverable.

4.4.1 Integrated Master Schedule (IMS): For identified NRE activities, the contractor shall develop an IMS showing accomplishments within the period of performance as individual tasks are identified. Each milestone on the most current IMS shall not be late more than 30 days. Any change to the IMS Milestones shall require concurrence from the Government. The contractor shall remain within 10 working days of Milestone schedule parameters set forth in the IMS.

Tasks not within 10 working days of schedule parameters shall be allowed so long as they do not impact Milestones. If the IMS is revised, and approved by the Government, the contractor shall be held to the same 10 working day standard which begins immediately pending Government approval. Milestones shall include any Preliminary Design Reviews (PDRs) and Critical Design

Review (CDRs), Guidance Conferences, in-house design reviews and Technical Report deliveries. Prior to NRE activities being identified and approved, the contractor shall manage the schedule in accordance with the Monthly Status Reports and Action Item Tracking. [CDRL

4.4.2 Monthly Status Reports: These reports shall include the technical support provided by the contractor. Contractor technical support shall include the hardware, firmware, and software of the AN/AAS-54 sensor system. The contractor shall document task status by milestone and schedule, contract issues and actions. In addition, all problem areas shall be covered, with recommended solutions and system improvements (i.e., improvements in reliability, maintainability, supportability, availability, and performance) with the outcome after solutions are implemented. The report shall also include a list of Government Furnished Material (GFM) held by the contractor. [CDRL A003, DI-MGMT-80368A, Status Report]

4.4.3 Performance and Cost Report: The contractor's monthly report shall document 1) man-hours by labor category and task, 2) material costs by task, and 3) total contractual expenditures and funds remaining as of the reporting date for each contract line item. Each data deliverable shall be reviewed by the IPT and meet the requirements of its CDRL. Only one rejection shall be allowed for each report. 4.4.4 Technical Reports: The contractor shall respond to calls from the Government requesting information or clarification. The contractor shall provide technical assistance in the investigation of anomalies, evaluations of alternatives, and recommend solutions. The contractor shall provide initial investigation into Deficiency Reports (DR), integration, and analyze the incorporation of any design changes resulting from investigations of DRs. The final results of any engineering studies shall be documented in a technical report. [CDRL A001, DI-MISC-80711A/T, Scientific and Technical Reports]

4.4.5 Engineering Data: The contractor shall develop/produce/maintain and provide access to a

TDP that accurately depicts the final product. The TDP shall represent the approved, tested, and accepted configuration of the defined delivered item(s). The TDP data shall be provided through access to the contractors configuration management system (Common PDM or equivalent) via an

Agreement Object. To insure TDP data integrity and timeliness, the contractor shall review, update, and maintain the AN/AAS-54 TDP, and provide the Government updates to support the

Joint Engineering Data Management Information Control System (JEDMICS) database for the

AN/AAS-54 system. The TDP shall retain the contractors markings in the Agreement Object but the Government will have the right to use the data in updating JEDMICS. Vendor Item Control

Drawings shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements). 4.4.5.1 Engineering Data Guidance Conference (Engineering Data Post-Award Multi-

Functional Team (MFT) Meeting: As required, the contractor shall support and co-chair a

Guidance Conference with AFLCMC/WIUAS for engineering data within 60 days after request by the Government. The conference shall be convened at a site and on a date agreed upon by the

Government PCO and the contractor. The contractor shall prepare an agenda and record the minutes of the Guidance Conference. The contractor shall address, discuss, and provide status on the following:

a. Understanding of all CDRL requirements, applicable Data Item Descriptions (DIDs), specifications and standards.

b. TDP review requirements and schedules.

c. TDP access requirements and schedules.

d. Contractor’s drafting practices, procedures and TDP drawing formats.

e. The contractor’s quality assurance procedures relating to TDP documents, including quality control of subcontractor and vendor data.

f. The role of subcontractors and vendors who may deliver TDP documents under this contract.

g. The contractor’s configuration management system, including methods for releasing documents, approving documents and incorporating changes into documents.

h. Digital TDP Deliverables.

Note: Guidance Conference may be held in conjunction with other meetings or conferences.

4.4.5.2 Class I/II Changes: Any proposed Class I change shall be submitted to the Government for concurrence/approval on the class of the change. This support shall include development of any Engineering Orders (EO) required to update existing drawings. [CDRL A001, DI-MISC-

Any Class II changes impacting the AN/AAS-54 shall be presented to the Government in monthly Configuration Management IPT Meetings for review / impact analysis. Contractor shall retain Class II change approval. [CDRL A009, DI-SESS-80642E, Notice of Revision (NOR)]

4.4.5.3 Engineering Change Proposal (ECP): The contractor shall provide Class I ECP to address changes to the TDP, as required. When a part is determined to be obsolete, the contractor shall prepare and submit ECP in order to qualify a replacement for use in the

AN/AAS-54 EO-IR sensor system. The contractor shall perform a proof of concept on all ECPs and reengineering projects. The contractor shall analyze failure data on a quarterly basis to identify current failure trends so they can be addressed in order to keep the AN/AAS-54 in a functioning state for the war fighter. 4.4.5.4 Prototyping: The contractor shall design, develop, produce, and test prototype retrofit part/component replacements, as required. The contractor shall allocate requirements/design changes to appropriate sub-tier components. No more than five prototypes of a component/part

shall be produced to support qualification testing, software validation and verification, integration, and other developmental processes. The Government shall provide GFM AN/AAS-

54 systems to be used for prototype / retrofit. Retrofit hardware shall be subject to the same qualification and environmental stress screening (ESS) tests as those performed on the AN/AAS-

54 EO/IR system hardware. If the contractor provides a rationale that supports analyses, a reduction in the level of test, a waiver of a test or portions of a test, or a substitute test in lieu of the above stated test requirement, the Government will consider approval of such on a case-by-case basis. The hardware/software source data required to update the TDP and T.O.’s shall be developed as a part of prototype development. Prototype hardware shall be production representative, documented by engineering drawings and specifications. The contractor shall obtain design concept approval of all assembly and installation drawings prior to the prototype installation. Prototype installation will be accomplished for the purpose of proving the validity of the contractor’s design, verification of the kit component design, completeness of kit contents, checking electromagnetic effects (EME), testing of system performance and verification of the preliminary Time Compliance Technical Order (TCTO). The contractor shall furnish the prototype installation kit and installation labor unless otherwise directed. Draft drawing revisions shall be submitted to the Government Program Manager at AFLCMC/WIUAS and the

Government Engineer at AFLCMC/WIUEH within ten working days after notification that drawings must be revised. The contractor’s final product shall be 100% accurate and comply with the applicable CDRL requirements [CDRL A005, DI-SESS-81000F/T, Product

4.5 Changes to Technical Orders (TOs): The contractor shall develop technical Order (T.O) source data and deliver it to the Government to support T.O. updates, as required. This includes

TCTO development with the submission of an Air Force Technical Order (AFTO) Form 22 to show the before and after changes to any affected Technical Orders. [CDRL A00A, DI-TMSS-

4.6 Data Deliverables: Per Department of Defense (DoD) policy, every attempt shall be made by the contractor to provide “paperless” electronic or digital deliveries. Status Reports shall be submitted by e-mail. Engineering drawings shall be delivered IAW the CDRL for Product

Drawings/Models and Associated Lists.

4.7 Action Item Tracking: The contractor shall establish and maintain an action item tracking system for the program review meetings as needed. The action item tracking system shall document the action item content, source, status, due date and offices of primary and collateral responsibility. Open action items and recently closed action items shall be included in the monthly status report. [CDRL A003, DI-MGMT-80368A, Status Report]

4.8 Counterfeit Electronic Parts: The Contractor shall establish and maintain a counterfeit electronic part detection and avoidance system to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the USAF/DoD inventory.

a. The contractor shall report to the Government on any case where configuration control of systems, assemblies, subassemblies and parts, and mechanisms in their own supply chain is not sufficient to allow traceability of parts to an Original Equipment

Manufacturer (OEM), Original Component Manufacturer (OCM), or authorized distributor.

b. The contractor shall require their vendors, suppliers and subcontractors to participate in the counterfeit prevention and supply chain risk mitigation activities.

c. The contractor shall use inspection tools and techniques for detecting counterfeit parts.

d. The contractor shall use authentication and screening techniques for securing any electronic parts that are not received from an OEM, OCM, or authorized distributor.

e. The contractor shall screen and test received system components for evidence of unauthorized tampering or modification, intentional bugging or subversion, or harmful features during manufacture and assembly or after repair or refurbishment.

f. The contractor shall demonstrate via testing that all critical components used in cryptographic systems are free of intentional defects and malicious design alterations.

g. The contractor shall ensure that no component, part, or material that is suspected or determined to be counterfeit is used in the system. The contractor shall ensure that any components, parts, or materials that are suspected or determined to be counterfeit are not placed back into inventory.

h. The contractor shall develop and implement a Counterfeit Prevention Plan to describe how they shall prevent procurement of counterfeit materials and parts, including mechanical piece/parts and electronics components procured for sustainment of those systems and assemblies. Counterfeit material is defined in DoDI 4140.67, DoD

4.9 Travel: The contractor, in performing required engineering services, may be required to travel to other Government installations or to contractor facilities to observe and conduct tests, ensure compatibility of configuration changes and other integration services and to furnish technical guidance as required. Trips, numbers and types of personnel shall be limited to the minimum required to accomplish work requirements. The contractor shall be responsible for arranging all contractor personnel travel during the program effort. Receipts must be presented with the invoice for reimbursement of actual travel costs. All travel should adhere to the requirements of FAR 31.205-46, Travel Costs. The results of each trip shall be documented in a trip report, which shall be delivered as an attachment to the monthly status report. The contractor shall provide a list of projected travel requirements in the status report. [CDRL

4.9.1 Holidays and Facility Closings: Contractor/subcontractor personnel shall observe holidays and facility closings as authorized for government personnel. Contractor/subcontractor personnel shall only be permitted access to Government facilities when Government personnel are present.

5.0 General Information

5.1.1 Continuation of Mission-Essential Services During a Crisis: The Functional Commander or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.

5.2 Security Requirements

5.2.1 Security Regulations: The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility.

5.2.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of

USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual 5205.02-M to protect United States (U.S.)

Government interests. The Contractor shall ensure Contractor personnel who perform work on a

Government facility comply with the OPSEC procedures of the facility.

5.2.3 Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) in accordance with DoD 5220.22-

M. Applicable equipment shall be safeguarded, maintained and operated in accordance with

DoD 5220.22-M.

5.2.4 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of

USAF missions to adversary collection and exploitation of critical information. The Contractor shall ensure compliance with DoDD 5205.02E and DoD Manual 5205.02-M to protect United

States (U.S.) Government interests. The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.

5.2.5 Access to Government System(s): The Government will provide contractor/subcontractor personnel access to system(s) necessary to perform tasks under the contract/order. The

Contractor shall ensure contractor/subcontractor personnel who require access to an unclassified or classified Government Automated Information System (AIS) have the respective background check or security investigation conducted. At a minimum, the Contractor shall ensure contractor/subcontractor personnel who require access to an unclassified AIS have a National

Agency Check with Inquiries (NACI) conducted. Upon completion/termination of the contract/order or transfer/termination of contractor/subcontractor personnel, the Contractor shall ensure the system account(s) are closed.

5.2.6 Access to Government Facility or Military Installation: The Contractor shall ensure contractor/subcontractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation.

5.2.7 Identification (ID) Card/Badge

5.2.7.1 The Contractor shall ensure an ID card is obtained by all contractor/subcontractor personnel who require recurring access to a Government facility, but not local area network

(LAN) access. The Contractor shall submit a letter to the PCO listing all

contractor/subcontractor personnel requiring access to the facility. The PCO will approve the request and forward it to the issuing/registration office for processing. Contractor/subcontractor personnel shall report to the issuing/registration office to obtain the ID card(s).

5.2.7.2 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.

5.3 Agency Affirmative Procurement Programs: In accordance with FAR 23.404, Agency

Affirmative Procurement Programs, 100% of purchases of Environmental Protection Agency

(EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list

[http://www.epa.gov/cpg/products.htm] and/or United States Department of Agriculture

(USDA)-designated products included in the bio-based product listings

[http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price. It is acknowledged that the AN/AAS-54 system meets the requirements of the FAR 23.404 exemption for Military equipment: Products or systems designed or procured for combat or combat-related missions.

5.4 Safety Requirements:

5.4.1 Contractor Compliance: The Contractor shall comply with Government Safety and Health regulations including, Public Law 91-596 as amended by Public Law 101-552 [Occupational

Safety and Health Act of 1970 (OSHA)] and DoDD 4715.1E, Environment, Safety, and

Occupational Health (ESOH).

5.4.2 Mishap Notification/Investigation: The Contractor shall report mishaps including damage to DoD property; occupational illness to DoD military or civilian personnel; injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by Government operations.

The Contractor shall ensure the Safety Office and the PCO are notified of mishaps. The

Contractor shall contact the MFT (COR, if available, or another MFT member) by telephone within four business hours. The Contractor shall cooperate with Government safety investigations.

5.5 Safety and Health Plan: While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the Contracting Officer (CO), within eight (8) hours of any damage to government property where the dollar value exceeds $500,000.00 and within two http://www.epa.gov/cpg/products.htm http://www.biopreferred.gov/

workdays, for any damage to government property less than $500,000.00 during the execution of the contract. Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

If requested by the designated CO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO. No more than one instance of late mishap notification per year

5.6 Inspection of Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.

5.7 Service Contract Reporting: In accordance with 10 United States Code 2330(a), and DFARS

252.204-7023 (Reporting Requirements for Contracted Services), the Contractor shall provide a

Service Contract Report for each contract that meets the DoD Contract Reporting criteria and is in excess of $3,000,000. The Contractor shall report the total amount invoiced and contractor labor hours expended on the services performed during the previous fiscal year. Prime contractor labor hours, including any required Tier 1 subcontractor information, shall be reported in the

System for Award Management (SAM). The Contractor shall report annually, by October 31, on the services performed during the preceding government fiscal year. SAM will only enable reporting for entities with contracts that meet the SCR criteria and thresholds. 5.7.1 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via WAWF.

5.8 Quality Control Plan/Quality Management System (QMS): The Contractor shall ensure the quality of services through a quality and/or inspection system. The Contractor shall submit a

Quality Control Plan (QCP) addressing detection of quality program problems and defects, identification of root causes for quality related problems/defects, correction of root causes related to detected problems/defects, and follow-up to ensure quality related problems/defects do not recur. The plan shall include the schedule of quality assurance/control inspections planned by the Contractor. 100% compliance with the QMS is required. 5.9 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. Additional information about
