STATEMENT OF WORK

Scanning Electron Microscope with Energy Dispersive X-ray Spectrometer

1. BACKGROUND

The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. In support of these operations at BEP’s DC Currency Facility (DCF) located in Washington, DC, the BEP has a need for a new scanning electron microscope (SEM).

The BEP seeks to replace its existing scanning electron microscope (SEM) with a new system that meets or exceeds the specified requirements. The SEM will be used to image and chemically analyze materials used in currency manufacturing. This procurement also includes upgrades of an existing energy dispersive x-ray spectrometer (EDS) system.

Any reference to brand names or trademarks in this document does not indicate endorsement by BEP or any other government entity.

2. SCOPE

A. Contractor shall deliver a new Scanning Electron Microscope (SEM) and upgrade of existing energy dispersive x-ray spectrometer (EDS) system.

B. Contractor shall transfer and upgrade components needed for the EDS upgrade from current Oxford AZtec System to the new SEM, including a new detector and control module.

C. Contractor shall install new equipment, provide training, and perform a demonstration of the new SEM and EDS systems at Bureau Acceptance.

D. Contractor shall provide warranty repair, maintenance, and product support.

3. TECHNICAL REQUIREMENTS

The following outlines the Minimum Technical and Performance Requirements:

A. SEM shall have a tungsten electron source (aka tungsten electron gun)

E. Shall provide a high resolution, fast scanning, low noise, strong signal backscattered electron detector (BSE). It shall offer compositional and topographic modes.

F. Shall provide a high resolution, fast scanning, strong signal secondary electron detector (LVSE) that operates in Low Vacuum (Variable Pressure) mode.

G. Shall have an unobstructed field of view at magnifications of x50 or lower (5 inch wide image reference) when in Low Vacuum (Variable Pressure) mode with up to at least 130 Pa pressure. Shall be true for both LVSE and BSE detectors.

H. Shall have motorized X-Y stage motion of at least 100 mm x 100 mm (4” x 4”)

I. Shall have motorized Z stage motion of at least 50 mm (2”)

J. The vendor-supplied computer control system shall not require connection to the internet for installation, operation, or repairs.
