REQUEST FOR BID (RFB) NOTICE
2025 RFB MILHAM WELL #4 PROJECT
The City of Portage invites interested Contractors to submit a sealed bid for the provision of services to include drilling initial pilot borehole, soil sample collection and grain size analysis;
construction of one 16-inch diameter production well; construction of one 5-inch diameter observation well; performance testing; digital video recording; and plumbness and alignment testing for Milham Well #4.
Sealed bids will be opened on July 10, 2025 at 3:00 p.m. prevailing local time via Zoom.
Questions and requests for clarification related to definition or interpretation of this RFB shall be submitted in writing prior to 5:00 p.m. local time on July 1, 2025 by email to:

No questions will be accepted via telephone and oral explanations or instructions shall not be considered binding on behalf of the City. An addendum will be issued in response to questions, which will only be available by downloading from the BidNet website.

The City reserves the right to reject any or all bids, to waive any irregularities, and further reserves the right to accept any bid or parts of bids which it deems to best serve the interest of the City. Award will generally be made to a single bidder on each entire lot. However, the City reserves the right to award by line item within any lot which it deems to best serve the interest of the City. In addition, contracts will be awarded pending City Council budget approval.

INSTRUCTIONS TO BIDDERS
1. Discrepancies
In case of a difference between the stipulated amount of the bid written in words and the stipulated amount written in figures, the stipulated amount stated in written words shall govern.
2. Modifications
Bid shall not contain any recapitulations of the work to be done. Alternate bids will not be considered unless called for. Oral bids or modifications will not be considered.
3. Examination of Bid Documents and Visit to Site
Before submitting a bid, bidders shall carefully examine the Exhibit A and all Request for Bid and contract documents, visit the site of work, and fully inform themselves as to all existing conditions and limitations and indicate on the Exhibit C the sum to cover the cost of all items requested in the Request for Bid.
4. Delivery Of Bids
Bids shall be delivered by the time and to the place stipulated in the Notice to Bidders. It is the sole responsibility of the bidder to see that his bid is received at the proper time.
5. Withdrawal
Any bidder may withdraw his bid via BidNet at any time prior to the scheduled closing time for receipt of bids.
6. Opening

7. Interpretation Of Documents
If any person contemplating submitting a bid is in doubt as to the true meaning of any part of any drawing or specification, he may submit to the Purchasing Manager a written request for an interpretation or correction thereof. The person submitting the request will be responsible for its

Any interpretation or correction of the documents will be made only by addendum duly issued and available for all to view on BidNet. Neither the City nor the Purchasing Manager will be responsible for any other explanations or interpretations of the Contract Documents.
8. Addenda
Any addenda issued during the time of bidding or forming a part of the Contract Documents provided to the bidder for the preparation of his bid, shall be covered in the bid and shall be made a part of the contract. Receipt of each addendum shall be acknowledged in the bid.
9. Bidders Interested In More Than One Bid
No person, firm, contractor, or corporation shall be allowed to make, file or to be interested in more than one bid for the same work, unless alternate bids are called for. A person, firm, or corporation who has submitted a sub-bid to a bidder is not hereby disqualified from submitting a sub-bid or quoting prices to other bidders.
10. Contractor Requirements
Contractor shall have been engaged in the business of high-capacity test pumping, drilling exploration boreholes, using the method of mud rotary and reverse circulation drilling of wells of the diameter, depth, and anticipated production of the proposed well for a period of at least 10 years.
Contractor shall submit a list of the last 3 municipal well owners that Contractor has drilled equivalent municipal wells.
Contractor shall employ only competent workers for the execution of the work and all work shall be performed under the direct supervision of an experienced field superintendent with a minimum of 5 years’ experience in this type of drilling.
11. Nondiscrimination
The Contractor agrees to comply with the Federal Civil Rights Act of 1964 as amended; the Federal Civil Rights Act of 1991 as amended; the Americans with Disabilities Act of 1990 as amended; the Elliott-Larsen Civil Rights Act, Article 2, Act no. 453, Public Act of 1976 as amended; the Michigan Handicapper’s Civil Rights Act, Article 2, Act. No. 220; Public Act of 1976, as amended and all other applicable Federal, State and Local laws and regulations.
Specifically, contractors and subcontractors are required not to discriminate against any employee or applicant for employment with respect to such person’s hire, tenure, terms, conditions, or privileges of employment, or any matter directly or indirectly related to employment because of such person’s height, weight, race, color, religion, national origin, ancestry, age, marital status, sex, sexual orientation, gender identity or disability, as defined by law. Breach of this covenant may be regarded as a material breach of the contract.
Request for Bid
The City of Portage in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of gender, disability, race, color or national origin in consideration for an award.
12. Duration of Bid
Each bid shall be considered binding and in effect for a period of 120 days after the date of opening set forth in this RFB’s Notice to Bidders Page.
13. City of Portage Contract Conditions and Specifications
All bids submitted shall be in full compliance with the Contract Conditions and Specifications of the City of Portage.
14. Basis of Award
Award will be made to the lowest responsive and responsible bidder whose bid is determined by the City to be in the best interest of the City. Each bid shall have the unit prices and extensions checked for correctness. If discrepancies appear between the unit prices and extensions submitted, the unit price submitted for the particular pay item shall govern, and the dollar amount of the bid adjusted accordingly. The estimated quantities of items of unit price work are not guaranteed and are solely for the purpose of comparison of bids and determining an initial contract price.
Responsive bidder: A contractor, business entity, or individual who has submitted a bid that fully conforms in all material respects to this Request for Bid (RFB) and all of its requirements, including all form and substance.
Responsible bidders: A business entity or individual who has the financial and technical capacity to perform the requirements of the solicitation and subsequent contract.
A “contractor, supplier or vendor” is “qualified on the basis that it:”
1. has adequate financial resources to perform a contract,
2. is able to comply with the associated legal or regulatory requirements,
3. is able to deliver according to the contract schedule,
4. has a history of satisfactory performance,
5. has good reputation regarding integrity,
6. has or can obtain necessary data, equipment, and facilities, and
7. is otherwise eligible and qualified to receive award if its bid is chosen.

DRAFT CONTRACT
THIS CONTRACT made the date signed by the City of Portage (“Effective Date”), by and between Contractor, Enter address, hereinafter called the “Contractor,” and the City of Portage, 7900 South Westnedge Avenue, Portage, Michigan 49002, a Michigan municipal corporation, hereinafter called the “City.”
WITNESSETH, THAT the Contractor and the City for the consideration stated herein agree as follows:
ARTICLE I - SPECIFICATIONS
The Contractor shall perform the work described in Exhibit A and shall provide and furnish all of the labor, materials, necessary tools, expendable equipment, and all utility and transportation services required to perform and complete in a workmanlike manner all the work required for 2025 RFB Milham Well #4 Project all in strict accordance with the Exhibit A, including any and all addenda, which plans and specifications are made a part of this contract, and in strict compliance with the Contractor’s Bid and other contract documents herein mentioned which are a part of this contract; and the Contractor shall do everything required by this contract and the other documents constituting a part hereof.
ARTICLE II - COMPENSATION TO BE PAID TO THE CONTRACTOR
In consideration of the completion of the work described herein and in fulfillment of all stipulations of this contract to the satisfaction and acceptance of the City, the City shall pay and the said Contractor further agrees to receive and accept payment based on the prices in the Exhibit C – Pricing Schedule, the sum of which shall be, written dollar amount ($$$) as full compensation for furnishing all the equipment and materials, and for the costs of all premiums on insurance and bonds and for doing all the work contemplated and specified in this contract; also for all loss or damage arising out of the nature of the work aforesaid, or from the action of the elements, or from any unforeseen obstructions or difficulties which may be encountered in the prosecution of the same; and for all risks of every description connected with the work; and for well and faithfully completing the work and the whole thereof, in full compliance with the Exhibit A and the requirements under it. Payments are to be made to the Contractor in accordance with and subject to the provisions embodied in the contract documents hereto attached.
ARTICLE III - CONTRACT TERM
The initial term of this Agreement shall begin the date signed by the City of Portage (“Effective Date”) and end on December 31, 2025 (“Initial Term”) for a base period of twelve (12) months.
OPTION TO EXTEND. The City shall have the option to extend the term of this Agreement for four (4) increments of one (1) year each for a total of four (4) years beyond the expiration of the Initial Term, not to exceed December 31, 2029, pursuant to Exhibit C or other applicable pricing provisions of this Agreement. Unless City notifies Contractor in writing not less than thirty (30) days prior to the expiration date that the City does not intend to extend the Agreement, the Agreement will be automatically extended for the next option period.

The Contractor shall start work on or after September 15, 2025, or on the date agreed upon with the Engineer. In no case shall any work be commenced prior to receipt of formal notice to proceed by the City.
Procurement of materials should begin prior to the start of work on site; however, materials shall not be stored on site until work has begun.
All work shall be substantially complete on or before November 14, 2025. The project shall be fully completed and ready for final payment including restoration items no later than December 5, 2025. Once mobilized to site, the Contractor shall have 60 calendar days to achieve substantial completion (observation well installation, test-production well installation, and aquifer testing), and a further 20 calendar days to be fully complete and ready for final payment. A punch list walk-through will be scheduled following substantial completion.
Contractor and Owner recognize that time is of the essence of this Agreement and that Owner will suffer financial loss if the Work is not completed within the times specified above, plus any extensions thereof allowed in accordance with Article 12 of the City of Portage Contract Conditions and Specifications. The parties also recognize the delays, expense, and difficulties involved in proving in a legal or arbitration preceding the actual loss suffered by Owner if the Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty), Contractor shall pay Owner $1,000 for each day that expires after the time specified above for Substantial Completion until the Work is substantially complete.
After Substantial Completion, if Contractor shall neglect, refuse, or fail to complete the remaining Work within the Contract Time or any proper extension thereof granted by Owner, Contractor shall pay Owner $ 1,000 for each day that expires after the time specified above for completion and readiness for final payment until the Work is completed and ready for final payment.
The approved low bidder(s) for the work covered by this proposal will be required to participate in a pre-construction meeting with City and Engineer to work out a detailed progress schedule. The schedule for this meeting will be set within one week after the contract is approved.
The named subcontractor(s) for Designated and/or Specialty Items, as shown in the proposal, shall attend the scheduled meeting if such items materially affect the work schedule.
The City of Portage will arrange the time and place for the meeting.
The Progress Schedule shall include, as a minimum, the controlling work items for completion of the project and the planned dates (or workday for a workday project) that these work items will be controlling operations. The final project completion date shall also be included in the project schedule.

The Contractor’s attention is called to the requirements of cooperation with others as covered in Article
104.08 of the MDOT 2020 Standard Specifications for Construction.
The Contractor shall take due account of all such work and shall arrange his methods of operation and storage of materials and equipment so as to cause a minimum of interference with the work to be performed by other Contractors and the City’s contracted Utility Operator Veolia.
The following Contracts will be in effect during the life of this Project and will require direct coordination:
• Operation and maintenance of the wells and appurtenances at the site by the City’s contracted utility operator Veolia.
No claims for extra compensation or adjustments will be allowed for coordination efforts.

a. Description. The Contractor shall cooperate and coordinate construction activities with the Owners of utilities as stated in Section 104.08 of the Standard Specifications for Construction.
In addition, for the protection of underground utilities, the Contractor shall follow the requirements in Section 107.12 of the Standard Specifications for Construction. Contractor delay claims, resulting from a utility, will be determined based upon Section 109.03 of the Standard Specifications for Construction.
For protection of underground utilities and in conformance with Public Act 53 of 1974, the Contractor shall dial 1-800-482-7171 or 811 a minimum of three full working days, excluding Saturdays, Sundays, and holidays prior to beginning each excavation in areas where public utilities have not been previously located. Members will thus be routinely notified. This does not relieve the Contractor of the responsibility of notifying utility Owners who may not be a part of the "Miss Dig" alert system.

Specifications for Construction shall prevail unless specified otherwise in the Contract Documents.
No separate payment will be made for Soil Erosion and Sedimentation Control for the Contractor to furnish an SESC Plan for approval by the City of Portage Community Development. This work will be included in payment of other pay items. If required, the contractor shall obtain an SESC permit at their expense. A plan prepared by the contractor indicating location of SESC Measures, disturbed area, installation schedule, distance to nearest receiving water body, etc. as required may be needed. The contractor shall install, maintain, and remove Soil Erosion and Sedimentation Control Measures in accordance with the 2020 MDOT Standard Specifications and as required by the City of Portage.
No separate payment will be made for registration/permitting large quantity water withdrawal through EGLE for the dewatering work associated with the work. The contractor shall be responsible for obtaining this registration, specific to their means and methods, as required for their work. Any cost Request for Bid

SECTION 33 21 00 WATER WELLS AND TESTING
6/9/2025 City of Portage – Milham Production Well No. 1 Replacement
PART 1 - GENERAL
1.01 SECTION INCLUDES:
A. This section encompasses all the work required for water wells including well performance testing. The general scope of the drilling and testing will be as follows;
1. Sample Collection Boring and Sieve Analyses. At the production well location, drilling of an initial sampling borehole to a depth of about 180 feet for the purpose of soil sample collection and grain size analysis. Grain size analyses will be required for a minimum of two (2) sample sets within the target aquifer located anywhere between 140 feet and 180 feet.
2. Construction of one (1) 5-inch diameter PVC observation well in glacial drift at an assumed depth of 180 feet. The construction will consist of approximately 150 feet of 5-inch PVC well casing with 30 feet of 5-inch slotted PVC filter packed well screen.
3. Construction of one (1) 16-inch diameter production well in glacial drift at an assumed depth of 180 feet. The construction will consist of approximately 150 feet of 16-inch steel casing with 30 feet of 16-inch SSWW filter packed well screen. For bidding purposes, assume 30 hours of development time will be required.
4. Pumping testing consisting of i) a four-hour stepped rate drawdown test, and, ii) a constant rate well performance test of 24-hours in duration.
5. Plumbness and Alignment Testing.
6. Digital video recording of the inside of the completed well.
1.02 QUALITY ASSURANCE:
A. The CONTRACTOR shall have been engaged in the business of high-capacity test pumping, drilling exploration boreholes, using the method of mud rotary and reverse circulation drilling of wells of the diameter, depth, and anticipated production equivalent to the proposed production wells for a period of at least ten (10) years.
The CONTRACTOR shall submit a list of the last three (3) municipal well owners for whom the CONTRACTOR has drilled equivalent municipal wells. The list shall include the owner’s name and address, phone number, casing diameter, type and depth and the date of installation.
The CONTRACTOR shall employ only competent workers for the execution of the work and all such work shall be performed under the direct supervision of an experienced field superintendent with a minimum of five (5) years’ experience in this type of drilling satisfactory to the ENGINEER/OWNER.
1.03 METHOD OF MEASUREMENT AND BASIS OF PAYMENT:
A. Sample Collection Boring and Sieve Analyses: Measured from the bottom of the boring to the existing ground surface and paid for by the linear foot.
B. 5-inch PVC Observation Well - complete: Measured from the bottom of the well to the existing ground surface and paid for by the linear foot.

1.05 SUBMITTALS:

C. Drilling Logs: 1 set to ENGINEER. Submit records to the EGLE Wellogic water well database.

1.06 JOB CONDITIONS:
A. Contamination: Cap well using threaded, flanged or compression seal when unattended.
Prevent contamination of existing water system.
B. Cleanup: Promptly following each day of work. The grade immediately surrounding the work area shall be sloped away from well to prevent surface runoff from ponding around well during construction.
C. Portable Toilet Unit: Provide portable toilet unit to provide readily accessible sanitation facilities for construction personnel.

PART 2 - PRODUCTS
2.01 CASING (16-inch Production Well):
A. Conform to AWWA A100, Section 4.3 Table 3, and ASTM Specification A-589 - heaviest new black steel pipe. Mill stencils shall be clearly visible on all pipe sections.
B. Joints: Standard AWS butt welding. Conform to AWWA C206.
C. Length-152 feet nominal (includes stick-up): The casing shall extend from two feet above finished grade to an approximate depth of 150 feet below grade.
CASING (5-inch PVC observation well)
A. Diameter 5-inches nominal inside diameter. PVC material. Conform to ASTM specification F 480-90 and be SDR 21 or heavier over its entire length.
B. Joints: Standard solvent weld couplings and fittings.
C. Length-152 feet nominal: The casing shall extend from two feet above finished grade to an approximate depth of 150 feet depending on local geologic conditions. Casing shall be placed to provide unobstructed, uniform placement of neat cement grout.
2.02 GROUT:
A. Neat Cement Grout is Required for All Wells. Proportioning: Conform to AWWA A100, Section 7, and Grouting of Community Water Supply Wells, ODWMA - Public Water Supply Program, ODWMA-399-016

2.03 CENTRALIZERS:
A. Material: PVC or stainless steel placed at the bottom of the screened section, and at every
50 feet to the surface to ensure unobstructed, uniform placement and thickness of grout and filter pack. Assume a minimum of three (3) centralizers will be needed.
2.04 SCREEN:
16-inch Production Well:
A. Continuous slot, wire wound design. Johnson Screen Company (Aqseptence Group, Inc.)
or equal. The wire wrapping shall be triangular shape with sharp edges, thinning inwardly to minimize clogging.
B. Material: AISI Type, 304 Stainless Steel with threaded, recessed couplings or welded connections.
C. End fittings: Provided with screen, shall be type 304 stainless steel, threaded or welded.
D. Screen Fittings: Same material as the screen. Shall be welded or threaded, watertight, and straight.
E. Screen slot size: Screen shall be designed based upon the results of the grain size analyses.
F. Length: 30 feet but may be field adjusted according to encountered conditions.
G. Depth Interval: The approximate screen setting will be from 150 to 180 feet below existing grade.
H. Diameter: sixteen (16)-inch diameter pipe size I. CONTRACTOR shall ensure that the screen has adequate collapse and tensile strengths.
J. Centralizers shall be securely attached to the top and bottom of the screen section.
K. Submit sieve analyses results to ENGINEER for final selection of slot opening.
ENGINEER shall approve the screen slot size prior to ordering the screen.
5-inch Observation Well:
A. Continuous PVC slot, or slotted-type PVC design.
B. Material: PVC.
C. End fittings: Provided with screen, shall be threaded or solvent welded.
D. Screen Fittings: Same material as the screen. Shall be threaded or solvent welded.
E. Screen slot size: Screen shall be sized based upon the encountered geologic materials.
F. Length: 30 feet but may be field adjusted according to encountered conditions.
G. Depth Interval: The approximate screen setting will be from 150 to 180 feet below existing grade.
H. Diameter: five (5)-inch diameter pipe size I. CONTRACTOR shall ensure that the screen has adequate collapse and tensile strengths.
J. Centralizers shall be securely attached to the top and bottom of the screen section.

2.05 FILTER PACK:
A. Selection: In accordance with screen manufacturer's recommendations based on sieve analyses of the formation, and AWWA A100, Section 6.
B. Material:
1. Consist of clean, well-rounded grains.
2. Siliceous with not more than 5 percent calcareous material by weight.
3. Gravel pack thickness shall conform to AWWA A100 Section 4.6, Gravel Pack.
4. ENGINEER shall approve the filter pack material, including sieve analysis in advance of delivery and placement.
5. All material shall be protected from contamination prior to use.
6. Ratio of grain size of filter pack material to formation shall range from 6:1 to 4:1.
PART 3 – EXECUTION
3.01 INSTALLATION:
A. Install permanent casing plumb enabling discharge column, bowl assembly, and fittings to hang free of contact with permanent casing. Seat and seal permanent casing to prevent infiltration of sand, silt and water.
B. Pressure Grouting Method: Force grout using the tremie method from the bottom of the casing toward the surface continuously in one operation while keeping tremie pipe submerged in grout at all times during the operation.
C. Well Development Method: Yield maximum water per foot of available draw down and extract maximum practical quantity of sand from water bearing formation such that water produced under normal operating conditions is free of sand.
D. After completion, cap well with screwed, flanged, or compression seal cap.
E. Plugging or abandonment requires review by the ENGINEER.
3.02 TESTING AND INSPECTION:
A. General:
1. Complete, develop, clean and arrange with ENGINEER for required inspections and tests.
2. Provide all equipment, generator power and assistance necessary to conduct the pumping performance tests. The equipment shall include a suitable gate valve to control discharge, an orifice or calibrated flow meter, a discharge pressure gauge, a water sample tap, and at least 200 feet of discharge piping and splash pan to direct water away from the site.
3. CONTRACTOR shall provide minimum 48-hour notice to ENGINEER in advance of all tests.
B. Drillers Log: Provide all information as applicable and in accordance with EGLE Wellogic

Water Well and Pump Record Submittals C. Bore Hole Surveys:
1. General: The completed well shall be constructed round, plumb, and true to line as defined in this section of the standard. Test for plumbness and alignment will be required after completed construction of the well. The well must meet AWWA Standards for plumbness and alignment. Testing shall be performed in accordance with AWWA A100-Appendix D.
2. Tolerances: The following tolerances shall be maintained by the CONTRACTOR:
a. Plumbness: The maximum allowable horizontal deviation (drift) of the well from the vertical shall not exceed two thirds of the smallest inside diameter of that part of the well being tested per 100 ft of depth.
b. Alignment: The alignment must be satisfactory for the successful installation and operation of the permanent pumping equipment such that pump and column hangs freely without contact with permanent casing.
3. Departures from the above tolerances shall be corrected by CONTRACTOR at CONTRACTOR'S expense.
D. Stepped Rate Drawdown Test:
1. General: Stepped Rate Drawdown testing will be performed for two reasons; 1) to determine the overall success of well development while visually inspecting for sand or sediment production, and, 2) to aid in the determination of the pumping rate for the 72-hour pumping test.
2. Testing Procedure:
a. Pretest: Record water levels at 15-minute intervals for 1 hour immediately prior to testing. Water level readings will be measured by ENGINEER.
b. Stepped Rate Pumping Test: The stepped rate test will be run for an overall time period of 4 hours and will consist of five or more separate pumping rates. Each pumping rate will be pumped for a period of 30-45 minutes (depending on the hydraulic behavior of the formation). CONTRACTOR and ENGINEER will discuss the pumping rate schedule prior to the start of the test. Water levels will be recorded by ENGINEER.
The assumed pumping rates will be based on a maximum pumping capacity of 1200 gpm.
E. Aquifer Testing:
1. Test Procedure:
a. Water levels readings will be measured by ENGINEER.
b. CONTRACTOR shall be responsible for providing a constant discharge rate for the duration of the test.
c. Pumping rate will be established between ENGINEER and CONTRACTOR, however, the expected pumping rate is 1200 gpm.
d. The pumping duration will be 72 hours with a 72-hour recovery period. The pump shall remain in the production well throughout the recovery period.

F. Water Quality Testing
1. ENGINEER shall provide bottles and collect water samples including bacteriological analyses at the end the Aquifer Test.
2. CONTRACTOR shall pay for all additional bacteriological testing if required by EGLE.
G. Downhole Video of Test Production Well
1. Upon completion of the plumbness and alignment testing, a downhole video of the test production well shall be completed.
3.03 WELL CHLORINATION:
A. Chlorination:
1. Chlorinate the well following completion of all work at the site by preparing a chlorine solution with a chlorine concentration of 100 ppm free chlorine. Apply solution to all parts of the well using a swab and/or wash-down procedure.
3.04 SITE RESTORATION
A. General: Fill, stabilize and grade all mud pits and well spoils. Return surrounding grades to original condition.
1. Remove all drilling equipment, materials, and waste generated during the drilling process.
2. Ensure that drilling fluids, chemicals, and other waste materials are disposed of in accordance with local regulations.
3. Fill all mud pits, holes and ruts with existing site soils or with clean soil backfill material if necessary.
4. Smooth out uneven surfaces and restore the original contours to the extent possible.
Ensure that the ground is properly graded to direct water away from the finished well(s).
5. Re-establish ground cover with perennial ryegrass: Implement erosion control measures by applying seed with mulching, or apply seed by hydro-seeding.
