2025 POLE REPLACEMENT PROJECT
REQUEST FOR PROPOSALS
MUST BE SUBMITTED BY 11:00 AM ON THURSDAY SEPTEMBER 11, 2025 TO:

This is a prevailing rate project. All contractor(s) and/or sub-contractors must meet OSHA and NYS Labor Law Compliance. Current prevailing rate information can be found as an attachment to this request for proposals.
Bidder is required to submit proof of Workers Compensation and General Liability Insurance for all contractors and/or sub-contractors with bid. BIDDER MUST ALSO COMPLETE ATTACHED NON-COLLUSION BIDDING CERTIFICATION.
Please provide three separate amounts for each job listed below. Scope of work to include the following:
45’ poles to be replaced; various locations in the village;
Job 1 Arch St Pole 18 replace pole and hardware Poles 15 to 19 replace open 3 secondary with 4/0 AL secondary Job 2 James St Pole 1 replace pole and hardware Poles 1 to 4 replace secondary with 4/0 AL Note: poles 2, 3, and 4 have open 3 Job 3 Albany Ave Pole 4 replace everything except transformer Pole 5 replace everything except transformer Poles 8-1 to 1A replace secondary with 4/0 AL
· Please be present for the on-site contractors meeting on September 3, 2025 at 10am
· Meeting location will be 50 Cohoes Avenue Green Island, NY 12183
· Contractor will supply a list of materials needed, 4 to 6 weeks prior to start of work, must include what type of material is needed for backfill
· Contractor is responsible for picking up all materials @ 50 Cohoes Avenue, and delivering to job site
· Contractor is responsible for all traffic controls and safety procedures
· Contractor must notify GIPA if an outage is needed, to provide adequate time to customers (must give notice before disconnecting power)
· Contractor is responsible to bring all old materials / debris to 50 Cohoes Avenue
· GIPA is responsible for properly disposing / recycling all used materials
· GIPA will supply all materials
· Contractor will meet GIPA on all jobs prior to the bidding
· Contractor will meet GIPA 4 weeks prior to start of the job
Exclusions:
Building permits fees, if required.
THIS PROJECT MUST BE COMPLETED IN FULL BY NOVEMBER 30, 2025.

NON-COLLUSIVE PROPOSAL CERTIFICATION
By submission of this proposal, each Proposer and each person signing on behalf of any Proposer certifies, and in the case of a joint proposal, each party thereto certifies as to its own organization, under penalty of perjury, that to the best of their knowledge and belief:
The costs/fees in this proposal have been arrived at independently without collusion, consultation, communication, or agreement, for the purpose of restricting competition, as to any matter relating to such costs/fees with any other Proposer or with any competitor;
Unless otherwise required by law, the costs/fees which have been presented in the Proposal have not been knowingly disclosed by the Proposer and will not knowingly be disclosed by the Proposer prior to opening directly or indirectly to any other Proposer or to any competitor; and
No attempt has been made or will be made by the Proposer to induce any other person, partnership or corporation to submit or not to submit a proposal for the purpose of restricting competition.
