PERFORMANCE WORK STATEMENT (PWS)
FOR
AIRCRAFT FIRE TRAINING FACILITY (AFTF)
SERVICE CONTRACT

FOR
AIRCRAFT FIRE TRAINING FACILITY (AFTF)
1. Description of Services
1.1. Contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide winterize, de-winterize and perform scheduled maintenance program shall be based on the manufacturer’s recommendations and include visual, operational, servicing, and calibration at an interval of three (3) quarterly inspections on the Aircraft Fire
Training Facility (AFTF) at Hill Air Force Base (HAFB), Utah. All work shall be performed In Accordance with (IAW) this PWS, National Fire Protection Association
(NFPA) 1402 Standard on Facilities for Fire Training and Associated Props. Technical
Order (TO) 35E1-2-13-1 developed by the Air Force Civil Engineering Support Agency and shall conform to the terms, standards, and conditions of the supporting contract. This contract effort will be award year with 4-1 year options.
1.1.1 Re-Commissioning shall be completed and documentation provided as required for all new installations or for any changes that affect the safety system.
1.2 Services
1.2.1 Winterize and 1st Quarterly System Safety Inspection and Operational Checks:
Winterization and 1st quarterly inspection shall be accomplished during the month of September and coordinated with the Quality Assurance Personnel (QAP) prior to work being started. Shall be IAW 35E1-2-13-1, NFPA 1402, NFPA 58 & 84 for LP-Gas Storage, Piping and Valves, Work Package (WP) 005 002, WP 006 00 in its entirety, and WP 004 00 paragraphs 6 and 7 to include requirements listed in paragraph 1.2.2. and in addition not limited to the following:
• Service all igniters and verify proper operation
• Winterize each igniter by cleaning with compressed air and applying nonfreezing liquid to dissipate any moisture that may be collected by the igniter throughout the winter
• Cover and seal each individual igniter
• Verify that rectifier for cathodic protection system is operational
• Lubricate and service all switches, cabinet hinges, latches, etc.
• Verify that the water conservation pond pump has a minimum of three feet of water for cover or remove from pond and store as directed by owner
• Disconnect water cooling pump in burn pit and store if applicable
• Remove all sprinkler heads and flush sprinkler system
• Employ compressed air into the water system and blow out all waterlines to keep from freezing for the winter
• Operate and service all valves for the water system
• Draining the Burn Pit to an absolute minimum and install a contractor provide temporary sump pump if practicable to prevent freezing of electric, propane and nitrogen systems
• Verify that all automatic pumping systems are functional for winter
• Check all burner locations for performance and emergency shutdown
• Exercise thermal cycles on the propane system and perform soap test at all propane connections
• Purge propane system from the tank to each individual burn unit.
• Introduce compressed air into the propane system and remove all water from propane lines and co-ax valves
• Perform maintenance per manufacturer’s recommendations on all propane valves and equipment
• Pressurize Compressed Air System and perform leak test of all Air connections
• Inspect and clean gas line sediment trap, (documenting and reporting amount and type of materials captured within).
• Test and ensure The safety shutoff valves shall close in 1 second or less upon being de-energized
• Inspect and Exercise vents and/or Overpressure protection, where installed.
• Verify structural integrity while being used for training in accordance with NFPA 1403
• Make any minor repairs necessary. Labor is inclusive. Parts and/or materials to be supplied by the Government Point of Contract (POC)
1.2.2. De-Winterize and 2nd Quarterly System Safety Inspection and Operational Checks:
De-Winterization and 2nd quarterly inspection shall be accomplished during the month of April and coordinated with the QAP prior to work being started. Shall be IAW TO 35E1-2-13-1, WP
006 00 in its entirety and WP 004 00 paragraphs 6 and 7 to include but not limited to the following:
• Verify rectifier is in service for the cathodic protection service
• Lubricate all electrical panel hinges, switches, etc.
• De-winterize all igniters and assure good solid ignition
• Check applicable pumps and/or lift stations to ensure they are fully operational
• Check and verify all identification and warning labels are intact, clear and legible
• Exercise the water system and adjust to assure that all functions are operating at the proper pressures
• Fill Burn pit to operating level and assure that igniter coolers are adjusted properly
• Treat the water of the water conservation pond to help prevent algae growth.
• Verify that the mechanical emergency shutdown valves associated with filling the propane tank are functioning properly and service.
• Check propane tank float gauge is operational
• Check propane tank roto - gauge is operational
• Check propane tank pressure gauge is functioning
• Operate the entire propane system assuring that all burners are functioning properly and that all emergency shutdown times are achieved
• Perform thermal cycles on the propane system and perform leak test at all connections.
• Perform common maintenance on all propane parts and equipment as recommended by the manufacturer
• Perform a pressure test on the Compressed Air System
• Shall make any burner adjustments, minor repairs, etc. as needed
• All safety interlocks, set point of temperature, pressure, or flow devices used as safety interlocks shall be verified and tested annually.
• Gas pressure relief devices shall be visually inspected annually to ensure that they are unobstructed and properly labeled
• The sound system shall be interlocked and sound alarm in the event of an e-stop or emergency shutdown.
1.2.3. 3rd Quarterly System Safety Inspection and Operational Checks: The 3rd quarterly system safety inspection and operational checks shall be accomplished during the month of July and coordinated with the QAP prior to work being started. Shall be IAW TO 35E1-2-13-1, WP
006 00 in its entirety and WP 004 00 paragraphs 6 and 7 to include requirements listed in paragraph 1.2.2. and in addition not limited to the following:
Inspection of burn areas and drain valves, exterior and interior burners and igniters. Inspection of mock up joint bolts and doors. Inspection of dual liner leak detection point, exterior lighting, propane system and emergency shutdown systems to ensure proper operations, etc.
Quarterly inspection check list WP 006 00 Table 1 shall be used for all inspections.
1.2.4. Maintenance and Repair Reports: Contractor shall debrief the training chief or representative of the fire department of all work performed upon completion of task. Shall prepare and submit a written report within five business days of the previous month’s inspection.
Report shall include maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the AFTF. The contractor shall notify the government QAP at
586-4164 for appropriate decision and action.
1.2.4.1 Contractor shall provide digital and printed; operating instructions, Schematic piping and wiring diagrams, Start-up procedures, Shutdown procedures, Emergency procedures, including those occasioned by loss of fuel gas, loss of electric power, ventilation malfunction, combustible gas levels, temperature levels, or interruption of other utilities, Maintenance procedures, including gas detection calibration, ventilation maintenance, interlock performance testing, and gas train pressure testing when changes are made.

3rd Quarterly System Safety Inspection and
Operational Checks: The AFTF quarterly inspection is completed IAW TO 351-2-13-1, NFPA 1402, 1403, 58 and 54 in the month of
July.
1.2.3 95% of the time
Submit Maintenance and Repair Reports.
Accurate reports are delivered within five business days.
1.2.4 95% of all reports are timely and accurate.
3. Government Furnished Property and Services
3.1. The contractor will be allowed to use water and electrical energy available in the building for maintenance and service. All electrical equipment used by the contractor shall be
Underwriters’ Laboratories (UL) listed. The contractor equipment must operate using existing building circuits. The contractor is responsible to prevent the operation or attempted operation of electrical equipment, or combinations of equipment which require power exceeding the capacity of existing building circuits. All equipment shall comply with all applicable safety standards. All equipment not meeting safety standards shall be replaced, and/or repaired by the contractor at own expense.
3.2. The government will not be responsible for damage by fire, theft, accident, or otherwise to the contractor’s supplies, or equipment and contractor’s employee’s personal belongings.
Security Police and Fire Protection will be provided by the government. The fire department telephone extension is 911 for emergencies and 777-3021 for routine calls. The government will provide general on base Security Police coverage. Security Police phone extension is 911 for emergencies and 777-3056 for routine calls.
4. General Information
4.1. Quality Control. Contractor shall develop and provided to the Contract Officer (CO) within 5 business days a Quality Control and Safety Plan(s) to ensure maintenance and repair services are performed IAW all Air Force, Local and State safety, NEC, AFOSH, OSHA, and
EPA regulations and standards for approval. The QAP shall be given a copy of the plan and must have a by-name quality control inspector to notify in case of customer complaints.
4.1.1. If any Safety, EPA, OSHA, AFOSH, Air Force, NEC, State, municipal regulations and standards have been or will be compromised stop all work and notify the QAP immediately. For an emergency call 911.
4.1.2. The contractor shall follow base tool control policy (AFMCI 21-107). If tools and/or equipment are lost, the contractor will report the loss to the QAP. The contractor shall make every effort to recover the item before reporting it to the QAP.
4.2. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.
4.2.1. Requirements. The contractor and his employees shall be required to submit applications for temporary security clearance and identification to the customer and display identification badges at all times when on HAFB, Utah. The contractor shall contact the QAP for the identification badges.
4.2.2. The contractor shall immediately report the occurrence of a lost or duplicated key to the
CO. The government shall replace the affected lock or locks or perform rekeying with the total cost deducted from the payment to the contractor.
4.2.2.1. The contractor shall prohibit the use of keys issued by the government by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entry of persons other that contractor’s employees engaged in the performance of assigned work at no areas, or persons authorized entry by the CO.
4.3. Hours of Operation: Normal hours during which the contractor shall perform work are
0700-1630 Monday through Friday, excluding recognized government holidays, New Year Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. With prior approval from the CO, the contractor may work extended hours to ensure timely completion of work at no additional cost to the government. The emergency rate will only apply to after-hours emergency service calls.
4.4. DODI 3020.37, Continuation of DOD Contractor Services During Crises; This contract has been deemed non-essential for performance during crisis based on DFAR Subpart 237.76 and DFARS Clause 252.237-70249(b)(2).
4.5. Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:
Lights shall be used in areas where and when work in actually being performed.
Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor employees unless authorized by the QAP.
Water faucets or valves shall be turned off after the required use has been accomplished.
Government telephones shall be used only for official government business and emergencies.
4.6. Environmental Controls.
4.6.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state, and municipal laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the
CO pursuant to notice requirements (FAR 52.243-7, 43.104, 43.106) and negotiate a modification to the contract.
4.6.2. All hazard material generated by the contractor shall be the reasonable of the contractor to dispose of.
4.6.3. Notification of Environmental Spills. If the contractor spills of releases any substance contained in 40 CFR 302 in the environment, the contractor or its employee shall immediately report the incident to the Fire Department emergency number 911. The liability for the spill or release of such substances rests solely with the contractor. The contractor shall dispose of all oils, hydraulic fluids and other hazardous waste in accordance with federal, state and local regulations, and dispose of trash or debris off government property in accordance with the same.
4.7. Safety Requirements. While performing work under this contract, the contractor shall:
Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work to include contractor provided Personnel Protective
Equipment (PPE).
Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention purposes.
Develop and provide at the start of the orientation period of the start of the first operational performance period a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor employees.
Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
Include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract as applicable.
Record and report within one hour to the QAP or CO all available facts relating to each instance of damage to government property of injury to either contractor or government personnel.
In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigation authority through the CO.
In the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
The contractor shall include al clause in each applicable subcontract requiring the subcontractor’s cooperation and assistance in accident reporting and investigation.
4. 8. Qualifications.
4.8.1. Work shall be performed by a crew of personnel who specialize in the maintenance and repair of Aircraft Fire Training Facilities. This scope of work includes all mobilization, demobilization and labor necessary.
4.8.2. The contractor shall require all motorized vehicle operators to obtain base identification
& vehicle passes as described in DFARS 5352.242-9000.
4.9. Special Arrangements.
4.9.1. If there is a change in contractor or if the operation reverts to in-house, the incumbent contractor will provide familiarization, to the government or the follow-on contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the operation of elevator maintenance and repair service.
4.9.2. The government reserves the right to conduct site visits in all contractor-controlled work sites in conjunction with the solicitation of offers for the follow-on contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent contractor will cooperate to the extent required to permit an orderly change over to the successful contractor.
With regard to the successor contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.
4.10. Warranty of Work: The contractor warrants that work performed under the contract, including work performed by the subcontractor, shall conform to the contract requirements and shall be free of defects.
4.11. Air Force QAP: For technical issues, the contractor shall contact the 775 CES/CEF QAP.
