SECTION C – STATEMENT OF WORK

Roybal Campus ECUP Distribution Switchgears Location: CDC Atlanta Roybal

A. Purpose

This is the required maintenance necessary to guarantee the electrical and mechanical operational integrity of the electrical distribution equipment supporting the Roybal Campus.

The electrical contractor will be responsible for performing the testing/maintenance as outlined in the scope of work below.

B. Scope

1. Maintenance and Testing of the 4160V Vacuum Circuit Breakers shall include the following:

a. Wipe breaker surface and accessible insulation surfaces with a dry, lint-free cloth to remove dust and debris.

b. Use an industrial vacuum cleaner to remove dust and debris from inside the cubicle.

c. Check integrity of primary insulation and vacuum interrupters by performing the hi-pot test.

d. Check primary circuit insulation by meggering.

e. Exercise the breaker mechanism by opening/closing the breaker manually and electrically several times and inspect for any loose bolts, nuts, pins or rings. Lubricate as necessary.

f. Perform contact erosion and wipe check.

g. Verify breaker can be manually charged.

h. Test and inspect in accordance with NETA-ATS 7.1 and 7.6

2. Maintenance and Testing of the 4160/480V Unit Sub Transformers shall include the following:

a. Clear away dust and debris from ventilation openings.

b. Use an industrial vacuum cleaner to remove dust and debris from core, coils, insulators and floor of unit.

c. Wipe down all parts of the core using a dry, lint-free cloth. Do not use cloths with solvents or abrasive materials.

d. Check for possible insulation degradation by performing the

1. Insulation resistance test in accordance with ANSI C-57.12.91

2. Turns ratio test

3. Core megger test (when applicable)

e. Check for proper operation of fans for those units equipped with temperature monitoring components.

f. Test and inspect in accordance with NETA-ATS 7.2

3. Maintenance and Testing for the 480V Low Voltage Switchgear drawout breakers shall include the following:

a. Perform primary current injection testing.

b. Perform megger and ductor testing.

c. Inspect condition of breaker clusters. Lubricate with medium weight oil, as needed, per manufacturer’s recommendation.

d. Inspect condition of breaker arc chambers.

e. Inspect condition of breaker contacts.

f. Opening and closing of breakers to inspect mechanical operators.

g. Test and inspect in accordance with NETA-ATS 7.1 and 7.6

4. Calibrate, test and set protective relays installed at 4160V switchgear using results from most recent building short circuit coordination and arc flash study. Test and inspect in accordance with NETA-ATS 7.9.

D. Vendor Requirements

The CDC will provide a 480V/100A service that will be used to supply power to the vendor supplied testing equipment. All vendor test equipment must meet NFPA 70B-21.7. All test equipment must be in good mechanical and electrical condition. The calibration sticker must be clearly visible on all test equipment and dated within a year from the date for when the actual service will be performed. No testing will be allowed on any CDC breakers unless the equipment calibration requirement is met. Because rolling outages will occur throughout the buildings, the work will be scheduled when convenient for the programs within the buildings. It will be unacceptable to schedule an outage with the programs only to reschedule because the vendor’s equipment does not meet the specification. Therefore, it is the responsibility of the vendor to ensure all testing equipment meets this requirement prior to scheduling the work.

Item 1c.-Building 10 GPSGA and item 2c.-Building 43 SG may be performed during normal business hours. However, all other equipment listed above will be performed outside of regularly scheduled CDC business hours. It will take place Monday-Friday between the hours of 7:00pm and 5:00am or Saturday-Sunday between the hours of 6:00am and 8:00pm. Due to the critical nature of the buildings listed above, the CDC will determine the appropriate work schedule and grant the vendor a minimum of two-week’s notice for scheduling. If the CDC is responding to a health threat and power disruptions are not permitted, all or part of this work may be cancelled completely.

The testing technicians performing the work shall be qualified to operate their equipment and thoroughly familiar with its use. They shall comply with NFPA 70E and come equipped with the proper PPE to conduct all tests in a safe manner. They shall be familiar with the characteristics of the Time-Current Curves (TCC) of the breakers listed above and have the expertise for using the TCCs to test the electrical trip units and evaluate the test data. They shall be sufficiently experienced to detect any equipment abnormalities or questionable data during the performance of the tests. They shall also be thoroughly familiar with the necessary software used in the setting and testing of the protective relays.

This work shall not be a training opportunity for any vendor technician; therefore any technician onsite shall already meet the qualifications to be there.

Work shall be completed no later than the end of the 2016 calendar year.

E. Deliverables

A maintenance report shall be provided that details the testing parameters and results for all equipment tested. It shall also include any corrective actions that were performed onsite and/or any corrective actions recommended that could not be performed at the time of the maintenance. This maintenance report shall be submitted upon the completion of maintenance on each building.

F. Payment Payment shall be paid after the completion of maintenance on each building and the successful submission of the building’s maintenance report referenced in E. Deliverables.

(d) Comptroller General Examination of Record. CDC37.0001 Non-Personal Services (April 2013)

(a) Personal services shall not be performed under this contract. Although the Government may provide sporadic or occasional instructions within the scope of the contract, the Contractor is responsible for control and supervision of its employees. If the Contractor (including its employees) believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, the Contractor shall promptly notify the Contracting Officer of this communication or action.

(b) The contractor shall comply with, and ensure their employees and subcontractors comply with, CDC Policy titled “Identification of Contractors' Employees and Safeguarding Government Information.” No Contractor employee shall hold him or herself out to be a Government employee, agent, or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with this contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. . The contractor is limited to performing the services identified in the contract statement of work and shall not interpret any communication with anyone as a permissible change in contract scope or as authorization to perform work not described in the contract.

All contract changes will be incorporated by a modification signed by the Contracting Officer.

(c) The Contractor shall ensure that all of its employees and subcontractor employees working on this contract are informed of the substance of this clause. The Contractor agrees that this is a non-personal services contract; and that for all the purposes of the contract, the Contractor is not, nor shall it hold itself out to be an agent or partner of, or joint venture with, the Government. The Contractor shall notify its employees that they shall neither supervise nor accept supervision from Government employees. The substance of this clause shall be included in all subcontracts at any tier.

(d) Nothing in this clause shall limit the Government's rights in any way under any other provision of the contract, including those related to the Government's right to inspect and accept or reject the services performed under this contract.

(b) The contractor shall submit one (1) copy of the invoice/voucher to the cognizant contracting office previously identified in this contract. These invoices/voucher copies shall be addressed to the attention of the Contracting Officer.

(c) The Contractor is , is not required to submit a copy of each invoice directly to the

Project Officer concurrently with submission to the Contracting Officer.

(d) In accordance with 5 CFR part 1315 (Prompt Payment), CDC's Financial Management Office is the designated billing office for the purpose of determining the payment due date under FAR 32.904.

(e) The Contractor shall include (as a minimum) the following information on each invoice:

(1) Contractor’s Name & Address

(2) Contractor’s Tax Identification Number (TIN)

(3) Purchase Order/Contract Number and Task Order Number, if Appropriate

(4) Invoice Number

(5) Invoice Date

(6) Contract Line Item Number and Description of Item

(7) Quantity

(8) Unit Price & Extended Amount for each line item

(9) Shipping and Payment Terms

(10) Total Amount of Invoice

(11) Name, title and telephone number of person to be notified in the event of a defective invoice

(12) Payment Address, if different from the information in (c)(1).
