Section B - Supplies Or Services And Prices/Costs, page 2 and Period of Performance and Place of
Performance, page 27: The RFP details the “Base Period” as September 1, 2016 through June 30, 2017 but defines it as being “12 months.” Would the Government please confirm that the Base Period should be calculated as 10 months?

L.9 Format of Technical Proposal, page 65: The RFP states that “any appendix to support the staffing plan do not count against the maximum.” Will the Government allow appendices in support of the technical proposal beyond the staffing plan? And can these appendices be excluded from page count?

L.9 Format of Technical Proposal, page 65: There is a reference to “CD submissions.” Would the Government confirm that all proposal documents should be submitted electronically via email?

Electronic via email is preferred. If CDs are submitted they must reach the address in the updated RFP on or before the due date.

L.10 Business Proposal Instructions, (c) Pricing Information, (1) Direct Labor and 2. Format (c) Staffing
Plan, page 66: The RFP directs the inclusion of a staffing plan with the hourly rate for each proposal labor category. As this is a firm-fixed price effort, to which “labor categories” is the Government referring? Should offerors just submit labor rates for each employee?

The labor rates and labor categories for the positions proposed to perform the services requested in the RFP. The offeror shall submit pricing documentation that can will support the price proposed.

C. Institutional Capacity/Technical Competence, page 71: The Government requires that offerors attach copies of Standard Operating Procedures (SOPs) for data management as evidence of our expertise. Can the Government clarify what SOP examples are required to be attached to the proposal? Is it acceptable to include these SOPs in an appendix that is excluded from the 50-page limit?

Only one example data management SOP is required. The example should include the standard procedures or the routine steps that the company commonly employs when data are received from external source. The example should illustrate the company’s knowledge or expertise in efficiently managing large amounts of complex data using best practice procedures. The SOP may be copied from an existing document used to guide data management processes (nothing new should be developed).

e) Other Administrative Data, (1), page 66: The RFP states, “(1) . . . it must contain a statement to the effect that it is firm for a period of at least 60 days from the date of receipt by the Government.” On page 69, Technical
Evaluation Criteria, the RFP states, “The minimum offer acceptance period is 150 days after the required date for receipt of proposals.” Would the Government clarify the minimum acceptance period required?
