Section C - Description/Specification/Work Statement
STATEMENT OF WORK
Comparing the microbiologic effectiveness and safety of solar sanitation versus composting toilets
1. Background and Need
A central focus of CDC’s Global Water, Sanitation and Hygiene (WASH) Program is to provide safe and effective interventions that save lives and reduce illness by providing long-term prevention and control measures for improving health, reducing poverty, and improving socio-economic development through access to safe drinking water, safe and adequate sanitation, and improved hygiene.
Diarrheal disease is largely caused by pathogens transmitted from untreated fecal waste. In developing countries about 67% of all households lack access to improved sanitation (household toilets or improved private latrines) and about 90% of human waste is dumped untreated into the environment, exposing populations to the risk of fecal-transmitted diseases including cholera, dysentery, typhoid fever, hepatitis A and E, intestinal parasites, and many others. In densely-populated areas, like refugee camps and urban slums, exposure risks are particularly high. Ban Ki Moon, Secretary General for the United Nations recently stated “As we look beyond 2015, it is essential that sanitation is placed at the heart of the post-2015 development framework”.
To improve the quality of sanitation services for billions of people in the developing world, a next generation of sanitation – one that does not require centralized, waterborne solutions – is needed. To this end, CDC is evaluating low technology approaches to collect and treat human waste safely, and in an environmentally and economically sustainable way. “Ecological sanitation” – the containment, treatment and safe re-use of human waste is one such approach on which CDC conducts active research and evaluation.
The most commonly promoted form of ecological sanitation is the use of composting toilets, whereby heat generated by the composting process is used to inactivate pathogens in human waste over a period of several months. The composted waste can then be removed by the user and applied to the soil for agricultural purposes. Recent data suggest that temperatures achieved by composting toilets are not sufficient to inactivate heat-resistant pathogens, such as the ova and cysts of various parasites and the spores formed by various bacteria. Solar sanitation, achieved by subjecting collected human waste to concentrated solar energy generated by a parabolic mirror, is an alternative form of ecological sanitation that achieves much higher sustained temperatures than composting. Preliminary studies suggest that solar sanitation may be more effective at inactivating heat-resistant pathogens in much less time than composting, but to date, no standardized comparisons of the microbiologic effectiveness of the two methods has been performed. This standardized comparison could provide definitive evidence on which recommendations for safety and effectiveness can be based.
Through a previous iFund award (administered through CDC’s co-operative agreement with KEMRI GH10-003), Sanivation developed and piloted a holistic sanitation model in a refugee camp and a small urban slum. Sanivation’s system provides families with modern container-based toilets in their home; the waste is collected each week by Sanivation employees, subjected to solar treatment and transformed into charcoal briquettes for cooking fuel. The technology is simple, low cost, and locally produced. Waste is rendered safe for reuse by concentrating solar energy and heating waste to high temperatures to inactivate pathogens. The energy potential of the treated waste is unlocked by combining it with agricultural by-products to make charcoal briquettes. These briquettes burn longer than traditional charcoal, produce less smoke, and are economical to manufacture.
2. Scope of Work CDC seeks continued development of appropriate and effective methods for ecological sanitation as a key intervention to protect the health and safety of populations in resource poor settings without access to sewerage, waste treatment, or other improved sanitation services. To better understand the comparative safety of composting toilets and solar sanitation treatment a controlled trial of the microbiologic effectiveness of the two approaches is needed.
3. Project Objective
Determine the microbiologic effectiveness of solar sanitation and of composting treatment of human waste as measured by log-reductions of selected indicator microorganisms or pathogens.
4. Technical Requirements
Conduct a comparative study of the microbiologic effectiveness of composting toilets compared with solar sanitation treatment of human waste with endpoints being the log reduction of specific indicators organisms or actual pathogens
Testing Protocols for Microorganisms or Pathogens
Task A.) The study will compare the inactivation of a selected sample of heat-resistant indicator organisms or pathogens (e.g. Escherichia coli, Clostridium prefringens, helminthes, etc.) in four different environments with multiple sampling intervals. Inactivation rates of pathogens will be compared under different conditions and at the time intervals required under these conditions to meet WHO pathogen standards for waste to be safely reused.
For example:
Environment
Sampling period
Drums undergoing solar waste treatment (n1)
Hourly sampling starting when drum first undergoes treatment (appx. 10am-5pm)
Storage vaults of composting toilets (n2)
Monthly sampling at 0, 2, 4, and 6 months
Wet soil controls (n3)
Monthly sampling at 0, 2, 4, and 6 months
Lab controls (n4)
Monthly sampling at 0, 2, 4, and 6 months
Depending on the natural prevalence of pathogens in the human feces, some pathogens may be seeded into samples in particular environments in order to demonstrate at least a 4-log reduction in seeded samples. Parasitic pathogens will be seeded using a tea-bag method which Sanivation and CDC have used in previous studies. The vendor will also use methods to determine pathogen inactivation that were developed and used in previous studies of solar sanitation conducted by Sanivation in Kenya. Each of the environments will also have real-time monitoring to regularly track the fluctuation of temperature and moisture.
A list of indicator organisms to be used for this study and the specific testing protocols for different environments will be developed by the vendor and submitted to the CDC Project Officer.
Laboratory Supplies
Task B.) The vendor will procure all lab supplies and monitoring devices and select composting latrine vaults to be used in the study, and will provide receipts or invoices for these purchases to CDC Project Officer.
Training
Task C.) Staff on the vendor’s study team will be trained by senior members of the vendor’s study team in how to regularly monitor the temperature and moisture probes and how to conduct laboratory tests in the field according to testing protocols. All training materials and documentation of training will be provided to CDC Project Officer by the vendor.
Laboratory Evaluation
Task D.) Laboratory evaluation will be completed in different test environments by trained staff from the vendor in-country as per testing protocols. A brief summary of laboratory testing and analytic results will be provided to the CDC Project Officer by the vendor.
Final Report
Task E.) A final written report documenting results of all sample testing, data analysis, interpretation of the results, limitations and suggesting further research topics will be produced by the vendor and delivered to the CDC Project Officer.
5. Project Activities
Milestone Activities a.) Select specific indicator microorganisms or pathogens including those that are heat-resistant to be evaluated and develop and provide specific testing protocols for different test environments b.) Procure all lab supplies and remote monitoring devices required for temperature and moisture reports. Select composting latrine vaults to be used in the study c.) Select and train field team on laboratory methodologies d.) Conduct laboratory evaluation of samples in test environments at pre-determined time intervals according to testing protocol and analyze results from sample testing accordingly e.) Clauses
1. Non-Personal Services
(a) Personal services shall not be performed under this contract. Although the Government may provide sporadic or occasional instructions within the scope of the contract, the Contractor is responsible for control and supervision of its employees. If the Contractor (including its employees) believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, the Contractor shall promptly notify the Contracting Officer of this communication or action.
(b) No Contractor employee shall hold him or herself out to be a Government employee, agent, or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with this contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. In all communications with other Government contractors in connection with this contract, the Contractor employee shall state that they have no authority to in any way change the contract and that if the other contractor believes this communication to be a direction to change their contract, they should notify the Contracting Officer for that contract and not carry out the direction until a clarification has been issued by the Contracting Officer.
(c) The Contractor shall ensure that all of its employees and subcontractor employees working on this contract are informed of the substance of this clause. The Contractor agrees that this is a non-personal services contract; that for all the purposes of the contract, the Contractor is not, nor shall it hold itself out to be an agent or partner of, or joint venture with, the Government. The Contractor shall notify its employees that they shall neither supervise nor accept supervision from Government employees. Contractor employees shall not use any CDC office to file complaints or legal action. The substance of this clause shall be included in all subcontracts at any tier.
(d) Nothing in this clause shall limit the Government's rights in any way under any other provision of the contract, including those related to the Government's right to inspect and accept or reject the services performed under this contract. All contractor employees must have an acceptable performance record.
2. CDC0_H055: Smoke Free Environment Certification (February 2009) The Centers for Disease Control and Prevention (CDC) recognizes that secondhand smoke (SHS) exposure poses serious health risks to nonsmokers. SHS exposure in the workplace has been linked to an increased risk for heart disease and lung cancer among adult nonsmokers. SHS has been designated as a known carcinogen (cancer-causing agent) by the National Toxicology Program of the U.S. Environmental Protection Agency and by the International Agency for Research on Cancer (IARC). The National Institute for Occupational Safety and Health has concluded that SHS is an occupational carcinogen. There is no risk-free level of SHS exposure. Separating smokers from nonsmokers, cleaning the air, and ventilating buildings cannot eliminate this exposure. SHS is an important preventable cause of death from cancer and other illnesses, and many Americans, both adults and children; remain at significant risk from SHS exposure.
It is the CDC’s intent to protect the health of all CDC employees and reduce cancer and other serious health hazards caused by SHS exposure. Therefore, all meetings and conferences organized and/or sponsored or co-sponsored by the CDC shall be held in a conference venue that provides a smoke-free environment. A smoke-free conference venue is defined as a venue that makes ALL public places in the hotel and in all meeting facilities smoke-free. This includes, but is not limited to, meeting rooms, common areas such as lobbies and hallways, all indoor public spaces, all indoor employee work areas, restaurants (including restaurant bar areas), and lounges.
Conferences include symposia, seminars, workshops, and any other organized and formal meeting lasting one or more days, where CDC personnel assemble to exchange information and views or explore or clarify a defined subject, problem, or area of knowledge.
CERTIFICATION: Offeror’s acceptance of any resulting contract certifies that the meeting/conference venue provided is “smoke-free” and that all CDC personnel attending said meeting/conference will be doing so in a smoke-free environment. (End of Clause)
3. Needle Exchange No funds appropriated in the FY 14 Appropriations Act and obligated to this contract may be used to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
(End of clause)
4. FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to expiration of the contract.
(End of Clause)
5. FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 45 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
(End of Clause)

The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(n) Title. Unless specified elsewhere in this contract, title to items furnished under this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession.
(o) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
(p) Limitation of liability. Except as otherwise provided by an express warranty, the Contractor will not be liable to the Government for consequential damages resulting from any defect or deficiencies in accepted items.
(q) Other compliances. The Contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract.
(r) Compliance with laws unique to Government contracts. The Contractor agrees to comply with 31 U.S.C. 1352 relating to limitations on the use of appropriated funds to influence certain Federal contracts; 18 U.S.C. 431 relating to officials not to benefit; 40 U.S.C. chapter 37, Contract Work Hours and Safety Standards; 41 U.S.C. chapter 87, Kickbacks; 41 U.S.C. 4712 and 10 U.S.C. 2409 relating to whistleblower protections; 49 U.S.C. 40118, Fly American; and 41 U.S.C. chapter 21 relating to procurement integrity.
(s) Order of precedence. Any inconsistencies in this solicitation or contract shall be resolved by giving precedence in the following order:
(1) The schedule of supplies/services.
(2) The Assignments, Disputes, Payments, Invoice, Other Compliances, Compliance with Laws Unique to Government Contracts, and Unauthorized Obligations paragraphs of this clause;
(3) The clause at 52.212-5.
(4) Addenda to this solicitation or contract, including any license agreements for computer software.
(5) Solicitation provisions if this is a solicitation.
(6) Other paragraphs of this clause.
(7) The Standard Form 1449.
(8) Other documents, exhibits, and attachments.
(9) The specification.
(t) System for Award Management (SAM).
(1) Unless exempted by an addendum to this contract, the Contractor is responsible during performance and through final payment of any contract for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data. To remain registered in the SAM database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the SAM database to ensure it is current, accurate and complete. Updating information in the SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
(2)(i) If a Contractor has legally changed its business name, “doing business as” name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in FAR Subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to (A) change the name in the SAM database; (B) comply with the requirements of Subpart 42.12; and (C) agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor must provide with the notification sufficient documentation to support the legally changed name.
(ii) If the Contractor fails to comply with the requirements of paragraph (t)(2)(i) of this clause, or fails to perform the agreement at paragraph (t)(2)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the SAM information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.
(3) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the SAM record to reflect an assignee for the purpose of assignment of claims (see Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the SAM database. Information provided to the Contractor’s SAM record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of payment” paragraph of the EFT clause of this contract.
(4) Offerors and Contractors may obtain information on registration and annual confirmation requirements via SAM accessed through https://www.acquisition.gov.
(u) Unauthorized Obligations
(1) Except as stated in paragraph (u)(2) of this clause, when any supply or service acquired under this contract is subject to any End User License Agreement (EULA), Terms of Service (TOS), or similar legal instrument or agreement, that includes any clause requiring the Government to indemnify the Contractor or any person or entity for damages, costs, fees, or any other loss or liability that would create an Anti-Deficiency Act violation (31 U.S.C. 1341), the following shall govern:
(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such clause.
(iii) Any such clause is deemed to be stricken from the EULA, TOS, or similar legal instrument or agreement.
(2) Paragraph (u)(1) of this clause does not apply to indemnification by the Government that is expressly authorized by statute and specifically authorized under applicable agency regulations and procedures.
(v) Incorporation by reference. The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.
