1. Purpose
With this Request for Proposal (RFP), the Legal Services Corporation Office of Inspector General (OIG) seeks to select a management consulting firm, with experience in conducting comparative compensation analyses including evaluations involving federal and non federal compensation packages (salaries and benefits) under a firm fxed price contract. Experience conducting this type of evaluation for the Inspector General community (https://www.ignet.gov/) is preferred. It is important to note that LSC OIG employees are not federal government employees. As a federally-funded non-profit entity, the LSC OIG qualifies for GSA and non-profit rates. This Request for Proposal is not subject to the Federal Acquisition Regulation (FAR).
2. Background
The LSC OIG operates under the federal Inspector General Act of 1978, as amended (the IG Act). The OIG has two principal missions: to assist management in identifying ways to promote efficiency and effectiveness in the activities and operations of LSC and its grantees; and to prevent and detect fraud, waste and abuse.
The OIG currently includes a total of 27 full time equivalent positions and 21 job classifications, spread across five units (Executive, Investigations, Audit, Legal, and Management and Evaluation). 3. Scope
The project contemplated by this RFP requires a comprehensive review of OIG compensation, including salaries and benefits to determine market competitiveness with OIGs performing under the IG Act or other entities providing comparable services in the non-profit or publically funded sectors. Particularly the contractor will:
o Perform a comprehensive, comparative analysis of OIG pay and benefits, broken down by function and level, as well as individual positions, with a particular view to evaluating how the LSC OIG’s pay and benefits compare to those offered by other OIGs performing under the IG Act or other entities providing comparable services in the non-profit or publically funded sectors.
o Provide recommendations for any changes and adjustments to OIG salary and benefits packages necessary to better align overall compensation with that of comparable organizations.

4. Contractor Qualifications
The contractor will have a demonstrated knowledge and experience performing comprehensive, comparative compensation analyses, including evaluations involving federal and non federal compensation packages (salaries and benefits). Experience conducting this type of evaluation for the Inspector General community (https://www.ignet.gov/) is preferred.
5. Place of Performance
Work under this contract will be conducted in the Contractor’s offices or on-site, as needed, in OIG Offices, 3333 K street NW, Suite 300, Washington D.C., 20007. The contractor should specify in its proposal which if any portions of the work will be performed in OIG offices.
6. Timeline, Performance, and Deliverables
The contractor shall perform the following:
A. Orientation/ Kick-off Meeting
The contractor shall meet with the OIG and conduct an orientation briefing. The contractor will introduce key staff and will explain their roles. This meeting will establish the lines of communication between the OIG and the contractor and assure a common understanding of the contract requirements and objectives. The OIG will provide all updated OIG position descriptions and other resource materials needed by the contractor to perform the work.
The orientation meeting will take place at the OIG offices at a date and time mutually agreed upon by both parties.
B. Work Plan
The contractor will provide a comprehensive work plan describing at a minimum:
The set of entities to be used for comparative evaluation.

A listing and the roles of staff assigned to the OIG compensation review.
Detailed steps, methodology and schedule for accomplishing the compensation review and providing recommendations.
C. Report and conference
The contractor will brief the OIG on its review and recommendations. The contractor will provide a draft report documenting the following:
- Methods and data used to perform the compensation review. The contractor will describe the rationale for the methodology used.
- The market analysis of OIG compensation, including pay and benefits, broken down by function, level and individual positions.
- Proposed adjustments and changes to OIG compensation, including pay, and benefits in relation to OIGs performing under the IG Act or other entities providing comparable services in the non-profit or publically funded sectors.
- Methodology addressing parameters for compensation levels to facilitate position grading for future new OIG positions.
Following the conference, the OIG will review the draft report and provide comments to the contractor for finalization of the document.
D. Status Reports and Meetings
Throughout the project duration, the contractor shall provide the LSC OIG project manager regular progress briefings including status of the work performed, accomplishments, any significant identified delays or problems.
7. Inquiries

8. Proposals
Each Offeror will submit an electronic copy of their proposal to Ms. Magali Khalkho at mk@oig.lsc.gov. To be considered, the proposal including certifications must be received no later than 5:00 PM Eastern Time on March 23rd, 2015. The OIG reserves the right to consider late proposals or exclude timely proposals from consideration for any reason. The OIG may, at its discretion, extend the response date and expand the list of eligible firms or publicly post this RFP. All costs incurred in the creation of a proposal are the responsibility of the Offeror. The selection of the successful firm is scheduled to be made by April 20th, 2015. Upon conclusion of final negotiations with the successful firm, all Offerors will be notified electronically of the OIG choice.
9. Confidentiality
The contractor will keep all information which is obtained or otherwise reviewed as a result of the contract, in the strictest confidence. The contractor will acquire no possessory or proprietary interests in such information. All work products under the contract are to be the property of the OIG. The contractor will not disclose to anyone outside the OIG any information concerning the work under the contract unless prior written approval is obtained from the OIG. The contractor will immediately notify the OIG, in the event that it determines or has reason to suspect a breach of any of these requirements or restrictions, and will provide subsequent written notification as soon as possible.
10. Instructions to Prospective Offerors
Proposals should be submitted on the most favorable terms, from both technical and price standpoints, that the Offeror can propose. Technical and price proposals shall be submitted as separate volumes not to exceed a total of 10 pages. Resumes may be included in an appendix.
A. Technical Proposal:
1. Project Plan and Approach:
The Offeror shall describe in detail its understanding of the work to be performed, including a plan with milestones, methodology and schedule for performing the OIG compensation review.
2. Prior Experience:

The Offeror will list and describe current and/or previous clients served, focusing on clients similar in size and complexity. The Offeror will provide the current name, address, and telephone number of at least three (3) specific references the Offeror has served either currently or in the past three years; preferably those where one or more of the project team members provided the same or similar services as requested herein.
3. Staff Qualifications:
The Offeror shall provide resumes of key staff and describe their ability and experience in conducting the proposed activities. The proposal shall demonstrate that the proposed staff has knowledge and prior experience performing comparative compensation analyses including evaluations involving federal and non federal compensation packages (salaries and benefits), particularly any involving organizations performing services under the IG Act, or other entities providing comparable services in the non-profit or publically funded sectors.
4. Certifications:
The Offeror must sign and include as an appendix to its proposal the certifications set forth in Section 13.
B. Price Proposal
The Offeror will provide a firm fixed price for the compensation review services. The price proposal shall indicate at a minimum the estimated number of hours by staff level, hourly rates by professional classification and total cost by staff level. The Offeror is expected to provide a best estimate based on the information provided at this time. The Offeror will also identify any conditions that might increase or reduce the cost of the proposed services.
All or some portion of the information supplied in the proposal of the winning Offeror will become part of the formal contract.
11. Proposal Evaluation
The OIG will use a Best Value source selection to select the most advantageous offer. Evaluation of each proposal will be based on the following criteria:
A. Technical proposal
1. Project Plan and Approach:
The OIG will assess the Offeror's understanding of the work to be performed under the contract, and its proposed project plan to complete the compensation review.
2. Prior Experience:
The OIG will assess each Offeror’s prior experience performing comparative compensation analyses including evaluations involving federal and non federal compensation packages (salaries and benefits), particularly any involving organizations performing services under the IG Act, or other entities providing comparable services in the non-profit or publically funded sectors.
3. Staff Qualifications:
The OIG will evaluate the qualifications of the staff to be assigned to the assessment. This will be determined from the proposal and resumes submitted. The evaluation criteria will include: education, position in the firm, years and types of experience, continuing professional education and certifications and applicability of prior projects.
4. Certifications:
Certifications must be signed and included as an attachment to the proposal.
5. References:
After the OIG has made a preliminary determination regarding an Offeror with whom it may contract, it will contact and assess the references of that firm.
B. Price Proposal The OIG will evaluate the total price proposed based upon reasonableness.
It will also evaluate hourly rates and total cost as reflected in the proposal for each professional classification. The OIG will also assess any additional cost that the Offerors may identify in the proposals.
12. Review Process
The OIG will review all proposals and may decide to narrow the pool of Offerors to those who are the most competitive. The OIG may, at its discretion, request presentations by or meetings with Offerors in that narrowed pool, to clarify or negotiate modifications to the Offerors' proposals. Proposals should be submitted initially on the most favorable terms, from both technical and price standpoints, the Offeror can propose.
13. Certifications
A. The individual signing certifies that he/she is authorized to contract on behalf of the Offeror and to make these Certifications.
B. The individual signing certifies on behalf of the Offeror that the prices quoted in this proposal have been arrived at independently, without consultation, communication, or agreement with other Offerors mentioned herein for the purpose of restricting competition or price fixing.
C. The individual signing certifies on behalf of the Offeror that he/she has read and understands all of the information in this Request for Proposal and appendices and that his/her proposal reflects the truth based upon their understanding of these documents.
D. The individual signing certifies on behalf of the Offeror that the Offeror will not subcontract any portion of the work without advance approval of the OIG.
E. The individual signing certifies on behalf of the Offeror that the Offeror, including any individuals to be assigned to the project, does not have a record of substandard work and has not been debarred or suspended from doing work with any Federal, state or local government.
F. The individual signing certifies on behalf of the Offeror that the Offeror is an Equal Opportunity Employer and does not discriminate in hiring, employment or activities because of race, color, religion, sex, age, national origin, disability, or any other basis prohibited by law.
