OIG RFP for Compensation Review Services

Vendor question 1: Do you expect the chosen contractor to gather compensation and benefits information from a sample of other OIGs performing under the IG Act?

The reason for the question is that this would require a “tailored survey” directed at other OIGs in establishment agencies or in other designated federal entities. Participation in such a survey is voluntary, and response rates rarely exceed 25% unless there is a compelling reason for potential respondents to participate. For that reason, and due to the time associated with repeatedly calling survey invitees to try and get them to participate, we, and compensation consulting firms like ours, rarely conduct these tailored surveys, but instead rely on already published surveys that cover the benchmark jobs to be compared. When we do on rare occasions conduct a special survey, we always promise a copy of the survey results since this is the only reason why an organization might take the time and trouble to fill out a fairly lengthy questionnaire.

OIG Answer: The OIG recently received a similar question from a competing vendor. Project approach is an evaluation criteria so we are not comfortable guiding you one way or the other, as this might give you an advantage over other vendors competing. The OIG suggestion is to submit one proposal with three options: the two you are mentioning (one using a tailored survey and another one using already published surveys) and a third with a hybrid approach.

Vendor question 2: Have you conducted a compensation review similar to the one being requested in the past? If so, did the contractor rely on published survey data, as we would recommend, or was a tailored survey of other OIGs also conducted?

OIG Answer: No we have not.
