STATEMENT OF WORK (SOW)

U.S. Border Patrol Yuma Sector

40' X 8'6" CONTAINERS WITH 4 ROLL DOORS

SOW- USBP Yuma Sector Storage Containers

1. BACKGROUND:

The U.S. Customs and Border Protection (CBP) U.S. Border Patrol (USBP) Centralized Processing Center (CPC) Yuma, Arizona, has a mission essential requirement due to the Southwest Border Surge to obtain three (3) 40' X 8'6" containers (with 4 roll doors) to store detainee property and supplies. Due to the influx of detainees, the need for additional storage space has increased and is needed in order to keep supplies and detainees’ property safe out of the outside elements.

2. SCOPE:

Yuma CPC has a requirement to store the detainees’ property during their time being processed; as well as store the big quantities of detainee supplies purchased on a routine basis. During the Southwest Border Surge and influx of detainees, Yuma has had up to 1300 detainees daily in custody. Yuma would benefit from additional storage to make sure that the detainee property and supplies are kept safe and accessible as needed.

3. Description of Tasks and Deliverables:

3.1 Equipment:

The contractor shall take all actions as necessary to deliver the equipment as outlined in the table below on a BRAND-NAME or equal basis to the W&K CONTAINERS, INC. WKS40RD4 container.

• Volume (storage Space): 2,386 cu ft

• Water tight and portable

• Welded tie down points on both upper and lower rails

• Sufficient air vents to ensure good air flow

• Heavy duty marine grade plywood floor

3.2 Shipping Address and Delivery Schedule:

Yuma Sector (YUM) Border Patrol 4035 S. Avenue A Yuma, Arizona 85365

Contact name and information will be provided at award.

All equipment as listed above in section 3.1 shall be delivered FOB Destination within one-hundred and twenty (120) days after contract award.

Contractor shall be responsible for all offload tasks and placement as directed by the YUM point of contact.

Delivery of equipment shall be scheduled in order to ensure unpacking, and setup can be accomplished during business hours. Business hours for the delivery location are as follows:

Monday through Friday: 0700 – 1400 Arizona Mountain Standard Time

CBP personnel observe the following days as holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth, 4th of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day.

3.3 Data:

The contractor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the COR no later than one-hundred and twenty (120) days after contract award.

4. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE or GFI.

5. PLACE OF PERFORMANCE:

The place of performance shall be at the contractor’s facility with delivery of all equipment made to the address listed in section 3.2.

6. TERM OF CONTRACT:

All deliverables shall be provided within one-hundred and twenty (120) days after receipt of award.

7. SECURITY:

Delivery of three (3) storage containers is considered unclassified. The location for delivery is within a secure compound. The driver will be required to page for access into the compound for entry upon his/her arrival.

All vendor personnel working in or visiting the work site will be required to obtain a security badge from the Yuma Security Office daily.

8. SPECIAL CONSIDERATIONS:

8.1. Environmental Management

In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green Procurement Program" (GPP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services. These program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).

8.2 Changes to the SOW

No changes to this SOW or cost increases will be incurred without written prior approval from the Contracting Officer (CO) as coordinated through the Program Management Office (PMO). Any changes or cost increases will not take effect until the CO executes a written modification.
