Statement of Work Powerware 9315-300 UPS and Battery systems

1. BACKGROUND:

Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States.

The U. S. Customs and Border Protection (CBP), Air and Marine Operations Center (AMOC) is a federal law enforcement command and control facility responsible for protecting the American public and critical national infrastructure from acts of terrorism and smuggling across the borders of the United States.

Located at March Air Reserve Base in Riverside, CA the AMOC provides state-of-the-art law 24/7 enforcement radar surveillance designed to counter the on-going threat of airborne drug smuggling and provide counter terrorism airspace security operations. The AMOC is equipped with an emergency back-up power infrastructure that includes mission critical parallel redundant Uninterruptible Power Supply (UPS) systems and parallel redundant diesel generators to meet emergency power requirements.

The objective is to purchase an annual service plan for AMOC’s two Powerware 9315-300 UPS systems and associated batteries

2. SCOPE:

The contractor will provide service inspections in May and November on all UPS and Battery systems to include a four (4) hour guaranteed response time, corrective service (as required 7x24 per year covering all electrical parts), labor, travel time, and expenses. For the purpose of this contract, the May inspection shall be considered a minor inspection and be referred to as semi-annual in the specific task section below. The November inspection shall be considered a major inspection and be referred to as an annual in the specific task section below. This means the contractor will, at a minimum, be at the site to perform preventive maintenance on both the UPS system and battery system twice a year. Maintenance on both systems (UPS and battery) can be performed at the same time if the contractor prefers. This contract shall include emergency call-out and repair services, if needed. The AMOC facility has 2 UPS systems (Powerware 9315-300 UPS) and 8 battery cabinets. Each cabinet houses 40 batteries for a total of 320 batteries (160 per UPS system). In the event a battery under warranty needs to be replaced, the contractor shall perform all functions necessary to communicate with the manufacturer, remove and exchange the old battery, and install a new battery. Additionally, the AMOC has a CellWatch battery monitoring system that tracks the performance of each battery. The contractor awarded this service agreement must be proficient in the operability and disconnect/reconnect of the CellWatch system. Finally, safety is paramount while working on AMOC’s UPS system. Batteries in cabinets are in racks stacked three high. The use of a support lift when racking out the upper cabinets to prevent bending/warping of the rack assembly will be used by the contractor being awarded this service agreement. Each rack holds 3 batteries with each battery weighing over 100lbs. At a minimum, the contractor shall ensure two technicians are on-site to safely work on extended racks supporting this much weight. Finally, the contractor shall arrive prepared with all tools, materials, and equipment necessary to perform the services of this SOW. Tools and materials will not be provided by the customer.

3. SPECIFIC TASKS:

Preventive Maintenance Scope of Work (UPS systems)

Semi-Annual Service will include, at a minimum:

1. Perform a temperature scan on all breakers, power connections, fuses and associated controls. Repair and/or report all abnormal reading

2. Perform a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables and major components.

3. Check air filters for cleanliness; clean or replace if necessary

4. Check module(s) completely for the following (if applicable):

• Rectifier and inverter snubber boards for discoloration

• Power capacitors for swelling or leaking of oil

• DC capacitor vent caps

4. Check and evaluate alarm history activity

5. Record all voltage and current panel meter readings on the module control or the system control cabinet

6. Measure and record DC bus voltage, ripple voltage and ripple current

7. Measure and record harmonic trap filter currents

8. Inspect for proper cooling fan operation

9. Verify remote monitoring operation, if installed

10. Inspect general condition of battery plant if not specifically covered under the Maintenance Agreement

11. A comprehensive test and verification report showing all readings measured shall be provided to the Facilities Manager within one week of the semi-annual service call.

Annual service will include, and in addition to above:

1. Check the inverter and rectifier circuits for burned or broken wires

2. Check all nuts, bolts, screws and connectors for tightness and heat discoloration

3. Check fuses on the DC capacitor deck for continuity (if applicable)

4. Calibrate and record all electronic control circuits to system specifications

5. Measure and record all low-voltage power supply level

6. Check operation of secondary power supply, if applicable

7. Adjust power supply output levels as required

8. Remove dust from circuit cards and other sensitive components and vacuum dust and/or debris from inside the system cabinet

9. With client approval, perform operational test of the system by transferring the critical load to bypass mode

10. With client approval, perform operational test of the system by removing input power to the UPS to discharge batteries

11. A comprehensive test and verification report showing all readings measured shall be provided to the Facilities Manager within one week of the annual service call.

Preventive Maintenance Scope of Work (VRLA Battery Systems)

Semi-Annual Service will include, at a minimum:

1. Inspect the appearance and cleanliness of the batteries and the battery room.

2. Clean normal dirt accumulation on cell tops.

3. Measure and record the total battery float voltage and charging current.

4. Visually inspect the jars and covers for cracks and leakage.

5. Visually inspect for evidence of corrosion.

6. Measure and record the ambient temperature.

7. Verify the condition of the ventilation equipment.

8. Verify the integrity of the battery rack/cabinet.

9. Measure and record representative cell temperatures.

10. Measure and record the float voltage of all cells.

11. Measure and record the internal conductance on all units

12. Check the tightness of 10% of the inter-unit connectors, when unit can be taken off-line.

13. A comprehensive test and verification report showing all readings measured shall be provided to the Facilities Manager within one week of this semi-annual service.

Annual service will include, and in addition to above:

1. Re-torque all battery connections to the battery manufacturer’s specifications.

2. Measure and record all battery connection resistance in micro-ohms, if applicable.

3. Refurbish cell connections as deemed necessary by the detailed inspection report.

4. Clean all battery terminals and jumpers as necessary.

4. PLACE OF PERFORMANCE:

Work will be performed at the Air & Marine Operations Center (AMOC) located on March Air Reserve Base in Riverside, California. The physical address is 1355 Customs Way, Building 605 March ARB, CA 92518.

5. PERIOD OF PERFORMANCE:

BASE YEAR March 1, 2019 THROUGH FEBRUARY 28, 2020

OPTION YEAR 1 MARCH 1, 2020 THROUGH FEBRUARY 28, 2021

OPTION YEAR 2 MARCH 1, 2021 THROUGH FEBRUARY 28, 2022

OPTION YEAR 3 MARCH 1, 2022 THROUGH FEBRUARY 28, 2023

OPTION YEAR 4 MARCH 1, 2023 THROUGH FEBRUARY 28, 2024

6. SECURITY:

Contractor employees are not required to have a security clearance to perform the work required of this contract. However, the work to be performed is in a classified facility so an AMOC employee will be assigned as an escort while work is being performed.
