FAR (48 CFR) 53.243

Clause E.1 Inspection and Acceptance, the term “Project Officer” is changed to Contracting Officer Technical Representative.”

Clause L.10 (e) “Subcontracting Plan” is deleted.

Clause L.12 (g) is deleted and replaced as follows:

(g) A separate proposal must be submitted for each separate task order (J-3 and J-4). Offerors submitting one proposal for both task orders will not be considered.

Clause L.13 Technical Proposal Instructions, the second (c) is changed to (d) such that it reads “(d) The technical proposal must be prepared and submitted in a format…” and in item 1. Overall Understanding of Requirements and Proposed Technical Approach, (b) the number of technical requirements to be addressed is corrected from eight (8) to nine (9).

The following is a list of Inquiries received with responses:

1. a) We would like to apply for all the countries and all the regions listed in the solicitation notice for each of the technical requirements. However, we are not clear regarding the structures in developing the proposal, i.e. should it be:

Ø A single proposal (in 2 parts: the technical and business) covering all the nine technical requirements for all the countries and regions

Ø One proposal for each listed country/region covering all the technical requirements (a total of 42 proposals), or

Ø One proposal for each technical requirement in all the countries and regions (a total of 9 proposals)

b) It is not clear whether the task order examples J-3 and J-4 are to be submitted as part of the respective technical and business proposals or as separate proposals with 10 pages allowable for technical.

Response: Offerors should propose for the base contract one technical proposal that covers all 9 technical requirements and a separate technical proposal for each task order (J-3 and J-4), for a total of 3 technical proposals. The 25 page limit (see L.13 (b)) for the base technical proposal is exclusive of the page limit for each task order. Each task order technical proposal is 10 pages each plus any cover pages, charts, appendices, resumes, etc. Therefore each offer will have a 25 page technical proposal for the base contract, a 10 page technical proposal for task order J-3 and a 10 page technical proposal for task order J-4. Offerors shall also provide a separate business proposal for each task order. NOTE: The task orders are not examples, these are actual Request For Task Order Proposals and are planned to be awarded.

2. In each of the performance matrices it list three examples of regions that are acceptable for the past performance examples outside of sub-Saharan Africa. Are all of the non-African countries listed in Section M as PEPFAR eligible countries qualified as non-African experience for the non sub-Saharan examples of past performance?

Response: Offerors should demonstrate experience working in developing countries, including Africa (sub-Saharan as well as other regions of Africa), Asia (Southeast and Central), Caribbean, etc. These can be countries listed in the Appendix, as well as other countries in these regions.

3. Is this solicitation a new requirement or a follow-on to an existing contract?

Response: This solicitation is a new contract requirement and is not a follow-on to an existing contract.

4. We refer to section L10 regarding the business proposal part and cost data information to be submitted. We would appreciate if you could also advise us with regard to the details of the proposed budget. Do we need to provide the line item for each planned activity in each country for the five year period?

Response: The business proposal for the base contract will not be cost specific for the nine (9) technical requirements. Specificity of price/costs will occur in the cost proposals for the task orders. Therefore the base contract cost proposal would not include c) 1-6, for example, of the cost reimbursement instructions, whereas the task order cost proposal for J-3 would include these.
