Statement of Work For: 20105041

DRT 3300 V3 or EQUIVALENT

Statement of Work

DRT 3300 V3

1. BACKGROUND:

In order to maintain successful operational equipment capabilities, Del Rio Sector’s intent is to procure a DRT 3300 V3 Receiver/Processor OR EQUIVALENT.

The hardware provided by this vendor is already in use and deployed in the field by Sector Intel Unit (SIU). Current Receiver/Processors are limited and not capable to efficiently keep up with load requirements to meet CBP’s mission parameters and integrate properly with existing technology. This device will enhance our current operations and enable us to perform and accomplish mission requirements. This equipment will also allow us to communicate and share information between federal entities using this same technology; and due to the investment with time, training, and costs associated with this technology, the upgrade of this equipment is the best solution for this requirement.

The DRT 3300 V3 is the latest and most powerful Receiver/Processor, which provides support for intercepting and transmitting a variety of analog and digital wireless standards. The DRT 3300 V3 will enable SIU with the ability to handle and process large amounts of information that currently overwhelms current DRT1301.

2. SCOPE:

Task include but are not limited to design, manufacture, fabrication, procurement, integration, installation and testing of the system to support U.S. Customs and Border Protection (CBP), US Border Patrol requirements.

The DRT3300 V3 provides a compact, yet powerful, surveillance capability against a variety of analog and digital wireless standards. The DRT3300 V3 can be configured with a transmit capability to support active SIGINT operations. The system is based on an industry-standard bus format, and uses the latest digital signal processing (DSP), RF, and microprocessor technology. The DRT3300 V3 supports a full complement of tuners.

Intercept and processing of 4G data formats
Superior DL/UL 4G MIMO and Co-Channel Interference Reduction (CCIR) performance enabled by the 3300/3400 via 4/6 tuners and large IF BW (200 MHz).

TFNG Supported TDOA JICD 4.2 support The incorporation of a CSAC oscillator has eliminated the need for an external timing source in order to comply with TFNG TDOA requirements.

Tracking of multimode phones
State of the art multi-core DSPs and advanced FPGAs enable this capability. The tipping interface will be extended to enable tracking of inter-RAT handoffs.
Internal Virtual GPP
The Intel i5 and i7 processors provide superior performance to enable hosting of REDHAWK and other third party applications.
Advance Interrogator Techniques
Increased number of tuner channels enables WCDMA and LTE push-down interrogation.
Enhanced on-the-move DF Geolocation
System navigation and attitude data handling has been rearchitected and system will utilize INS for airborne geolocation applications.
EW/Force Protection
Suite of features including Reactive Jamming, CTP timing capable, Cellular Denial of Service (DOS), General Purpose Transmit (GPT), and Spoofing.
Communications
Integration of secure communication capability in the 3500.
Cyber Operation / Man in the Middle
The 3300, when utilized with the Relay Server software, will provide a true man-in-the-middle capability for offensive/ defensive cyber operations.
10GigE interface(s)
The 3300 will support one 10GigE interface while the 3400/3500 will support two. Applications will include wideband record and playback and offload to third party applications.
HF OSC DF support
Up to three channels of HF to support Omni Sine Cosine (OSC) DF in the 3400.

“Data at rest” protection (Anti-Tamper/Information Assurance) Hardware and software features are in place to manage an optional encrypted drive. Intrusion alert detectors, removal of covers, are also included.

Frequency extension (2 MHz – 8.5 GHz)
Extended frequency range and increased IF bandwidth are

providing for future WIFI support.

Extended environmental specifications
Temperature specification extended down to -40°C to

accommodate airborne and severe ground based operations. The unit will have options for fully rugged IP-67 packaging for submersion and salt fog environments, or a standard package with standard I/O for ease of use via a swappable front panel.
