Special Operations Group (SOG) Mobile Response Team (MRT) Statement of Requirements
For
MRT Mobile Field Force Kit Items April 16, 2018
1.0 INTRODUCTION
This Statement of Requirements defines the equipment needs of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Border Patrol (OBP) in acquiring custom gear (Mobile Field Force Kit Items) for members of the U.S. Border Patrol Mobile Response Team (MRT).

BACKGROUND
Upon successfully completing the Border Patrol Mobile Response Team (MRT) Attrition Course, SOG issues graduating members standardized Mobile Field Force Kit Items. The MRT Mobile Field Force Kit Items, as seen in “Attachment A”, provides MRT personnel with a baseline of required items for use in conducting unit missions in respect to riot/crowd control. This kit was developed through years of extensive research and field use and it evolves based on improvements in technology or when operational requirements necessitate change.
In the past, the items that make up this kit have been purchased separately and later issued as needed with most personnel receiving the full kit of needed equipment after several years or not at all. This has proven to be a labor intensive and costly way of acquiring all the equipment that is required to supply the graduates of the selection and training course. The Contracting Officer Representative (COR) will be responsible for placing orders and the contractor will deliver them within a schedule outlined below.
3.0
SCOPE OF WORK
It is the intent of CBP/OBP/SOG to procure approximately:
· 40 SECPRO-IRS suits (large)
· 30 USI-Riot-906C-LRG Riot Helmets
· 10 USI-Riot-906C-Med Riot Helmets
· 139 Canister, Chemical Warfare (818263)
· 351 Riot Batons (1000188) – 36 inch In addition, this scope includes a full replacement warranty (any product that is broken/defective at the time of delivery must be replaced by the vendor, and any issues after that will be covered by the product manufacturer’s warranty), customer support necessary to account for the delivery and tracking of all Mobile Field Force Kit Items purchased, and upgradeable equipment as needed to include size exchanges where appropriate.
3.1 Type of Award: Firm fixed price 3.2 Period of Performance
Delivery is required no later than 30 days from vendor receipt of award.

DESCRIPTION OF TASKS AND DELIVERABLES
Deliverables:
• The U.S. Border Patrol, SOG will accept partial shipments for this order.
4.1 Equipment List:
The equipment list is specified on “Attachment A”. Bids are to be submitted on the entirety of the items outlined on the bid sheet. An equipment list will be provided with each MRT Mobile Field Force Kit Items and will individually list all contents.
4.2 Size of Items:
All items listed on Attachment A are one size, except the following, for which the required sizes and quantities are listed:
a. Riot Control Suit Item Part # SECPRO-IRS 40 Large
b. Riot Helmet Part # USI-Riot-906C 30 Large
10 Medium
c. Wood Straight Baton
351 batons – 36 inch
4.3 Packaging:
All Mobile Field Force Kit Items will be self-contained and will include all items on the “Attachment A” equipment list.
4.3 Delivery Schedule:
All MRT Mobile Field Force Kits will be delivered to:

El Paso, TX 79916 Delivery will be accepted Monday-Friday from 8:00 am to 3:00 pm MST by personnel in Building 11163.
4.4 Transportation and Inspection:
a. The contractor shall adhere to the following standards, as well as other appropriate guidelines in transporting.
1. Contractor shall store all items in appropriate, controlled, sealed containers while in transit.
2. Contractor shall inspect the MRT Mobile Field Force Kit Items before shipment to ensure all items are present.
3. Items that need to be considered to ship separately due to sizing – or other - variations shall be coordinated and documented with the program Representative(s) prior to shipment.
b. The Contracting Officer Representative (COR) or designated representative shall examine the MRT Mobile Field Force Kit Items and ensure that all items are serviceable upon delivery.
1. Each kit will contain an itemized and descriptive inventory list.
2. CBP/OBP/SOG reserves the right to reject any item, product, or component thereof upon delivery which the COR or site supervisor has determined unacceptable due to patent or latent defects.
4.5 Proposal Submission / Pricing:
Pricing shall be provided on the unit issue of “each”. For this requirement, bidders shall only bid on the complete MRT Mobile Field Force Kit Items list and not individual items listed.
Note: Pricing must include the cost of packaging, transportation, and all other related costs. Government entities are tax-exempt; therefore, sales tax shall not be included in price quotations.
4.6 Invoicing:
Invoice shall be submitted after delivery is complete. No partial invoice is permitted unless it's approved by the Contracting Officer or Contract Administrator.
5.0 GENERAL INFORMATION
5.1 Disclosure of Information
5.1.1 Any information made available to the contractor by the government shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
5.1.2 In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.
5.1.3 The contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.

5.2.2 All Contract administration matters will be handled by the assigned Contract Specialist.
5.3 Contractor Furnished Items
5.3.1 The contractor shall provide all materials, equipment, supplies, transportation, and personnel to carry out the terms of this contract.
5.4 Procedures for Payment
5.4.1 Billing and Payment instructions will be posted on the OF 347 Order Form, page 1, and on page two of the form in the Notes section.

MRT Mobile Field Force Kit Items List The custom-built gear Mobile Field Force Kit Items are listed below. The items will be specific name brand with no substitute. Sized items will be ordered as “most common”, but subject to modification if needed.
