STATEMENT ATTACHED (JUN 2013)
The Specifications, Statement of Work, Statement of Objectives or Performance Work Statement which describe the work to be performed hereunder, although attached, is incorporated and made a part of this document with the same force and effect of “specifications” as described in the clause, Order of Precedence, FAR 52.215-8 incorporated herein by reference.
C.2 SOW_text
Statement of Work For
Automotive (Light Truck) Tires
1. BACKGROUND:
Tucson Sector Fleet Operations Branch (TSFOB) has identified a need for automotive tires purchased in bulk from approved suppliers for all stations and units located in Tucson Sector. TSFOB looks to streamline the process of procuring automotive tires. This would allow for fewer transactions, less variance in sizes and types of tires, and increase the buying power of Tucson Sector resulting in a substantial cost savings for fleet repairs.
2. SCOPE:
It is the intent of TSFOB to procure the tires detailed in Section 5.1 in order to accommodate Tucson Sector fleet repairs. The tires will be drop shipped or delivered direct to the stations (addresses listed in Section 5.2) and the waste tires picked up from the stations. Additionally, all tires listed in Section 5.1 must have side walls reinforced with three-ply polyester to help protect the tire from puncture and bruises causing the tire to blow-out. Tires requested are brand name or equal to the specifications of the tires listed in Section 5.1. All tires must be new. Quantities of tires and delivery locations will vary monthly and will be specified at the delivery order level.
3. APPLICABLE DOCUMENTS:
Commercial/Industry standards will be used as applicable.
4. SPECIFIC TASKS:
The supplier shall complete the following tasks to provide the equipment outlined below.
4.1 Delivery.
The supplier shall deliver required tires outlined in Section 5.1 to various locations outlined in Section 5.2.
Upon receipt of order from the Contracting Office, the supplier shall deliver the ordered items within (7) seven business days to each location and must provide a delivery date at time of order to the TSFOB Point of Contact (POC). The deliveries to each location will be made Monday through Friday, except on Federal Holidays, between the hours of 8:00 am to 1:00 pm. If the supplier cannot meet the required delivery date or times provided, the supplier must contact the TSFOB POC immediately so other arrangements can be negotiated; such as GOV transportation or renegotiated delivery date. Inside delivery is required. Supplier is responsible to unload new tires and place in designated storage area or racks. Supplier is also responsible to remove waste tires from designated areas, load and properly secure for transport.
4.2 Waste Tire Removal.
After delivery of new tires, the supplier is responsible to pick up a like number of USBP designated waste tires.
Should a like number of waste tires not be available for pick up at the designated delivery time and place, subsequent waste tire pick up appointments will be coordinated with the supplier with Tucson Sector Fleet Operations Office until the supplier has recovered and disposed of as many waste tires as new tires delivered on the current contract. The supplier will be solely responsible for maintaining an accurate count of waste tires recovered from each delivery station and providing that data to Tucson Sector Fleet Management Office.
4.3 Manufacturer Defect.
All tires found to have a manufacturer defect will be replaced by the supplier within 10 days. Defects caused by the manufacturer will be disclosed to Tucson Sector Fleet personnel. Full replacement will be given for each tire regardless of the amount of wear on the tire. Supplier will be responsible for replacing all tires covered under warranty within 10 days.
5. DELIVERABLES AND DELIVERY SCHEDULE:
5.1 Equipment.
The supplier shall deliver tires as outlined in the table below. The tires shall be delivered or drop shipped to the addresses provided in Section 5.2. Quantities will be designated at time of order. All tires MUST have side walls reinforced with three-ply polyester not just the ‘body’ of the tire reinforced with three-ply polyester. Tires must come with a manufacturer’s warranty. All tires offered must be of the same brand. No backordered tires from a different manufacturer shall be offered as a suitable substitute. Brand name or equal request is BF Goodrich Light Truck Tires.

(b) Contractor's obligations.
1) Notwithstanding inspection and acceptance by the Government of supplies furnished under this contract, or any condition of this contract concerning the conclusiveness thereof, the Contractor warrants that for 12 months or 50,000 miles of use--
(i) All supplies furnished under this contract will be free from defects in material or workmanship and will conform with all requirements of this contract; and
(ii) The preservation, packaging, packing, and marking, and the preparation for, and method of, shipment of such supplies will conform with the requirements of this contract.
(2) When return, correction, or replacement is required, transportation charges and responsibility for the supplies while in transit shall be borne by the Contractor.
