SECTION 1. GENERAL REQUIREMENTS
1.1. GENERAL Information
1.1.1. Scope of Work.
The purpose of the solicitation is to acquire Airfield Rubber Removal, Airfield Paint Removal, and Airfield Re-striping (R3). The Contractor(s) will furnish all plant, labor, supervision, materials, tools, equipment, incidentals, supervision, and management to perform R3 on Dyess AFB.
1.1.2. Contract Type – Indefinite Delivery Indefinite Quantity (IDIQ).
This solicitation will result in an award of an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.
1.1.3. Individual Task Orders (TO).
Work will be released to contractor in work packages via individual task orders as base needs and the availability of funds and/or resources become known. Task orders will be awarded by the Contracting Squadron against the basic IDIQ. The Government will prepare a requirement document for each task order.
1.1.3.1. Task Order Scope of Work. The Contractor shall furnish all plant, labor, supervision, materials, tools, equipment, and incidentals to successfully complete the TO within specifications.
1.1.3.2. Specific Installation Requirements. Refer to specifications sections 00 01 02 General and 00-01-05 Flight Line for specific Dyess AFB airfield requirements.
1.2. BASELINE REQUIREMENTS FOR THIS IDIQ
1.2.1. Working Hours.
Except for work areas within 100-feet of the main runway (16/34) and Tye LZ (runway 164/344), working hours will be between the hours of 7:30 a.m. and 4:30 p.m., excluding Saturdays, Sundays and Federal holidays. If the Contractor has a bona fide request to work outside hours identified in TO; the Contractor shall submit, in advance, a written request to the Contracting Officer (CO) or Designated Representative (DR) to allow installation personnel to coordinate the request. Work in the runways or within 100 feet from these is typically performed on weekends and/or “After Hours”; for example: 8:00 PM until 6:00 AM the following day; or other times when the airfield is closed. Note: 30 days advance notice are required before any work can start in the airfield.
1.2.2. Work Planning.
The Contractor shall coordinate all phases of the project with the CO or DR. The Contractor shall develop and coordinate a construction phasing plan in accordance with specifications section 00 01 02 General, paragraph 2.2 Scheduling/Work Plan.
1.2.3. Work Coordination.
When working on the airfield, coordination is required between the Contractor and the CO or DR. No work shall commence in any area until all equipment, personnel, materials, tools, etc. required to perform the work are on hand, and the Contractor is prepared to begin. Prior to accessing the airfield worksite the Contractor shall receive approval from the CO or DR.
1.2.4. Vehicle Traffic Plan.
The Contractor shall furnish a basic traffic plan. The plan should provide details and locations of signage, detours, barricades, etc. used. The traffic plan shall be submitted in advance, as annotated in the TO. The Contractor should adhere to the Manual on Uniform Traffic Control Devices (MUTCD). The Contractor shall provide and maintain all necessary signage, detours, barricades, etc. used.
1.2.5. Clean Up.
At the end of each workday, the Contractor shall remove their equipment and debris from the worksite, to ensure the area is free from foreign object debris (FOD). Additionally, the area will be inspected by the DR prior to the Contractor leaving on a daily basis and at the final completion of the work being performed.
1.2.6. Hauling.
The Contractor shall coordinate with the CO or DR to identify the approved hauling route.
1.3. AIRFIELD WORK.
1.3.1. Affecting Airfield Traffic.
Work must be completed in accordance with the submitted plan. (see paragraph 1.2.2, 1.2.3, and 1.2.4).
1.3.2. Airfield Right-of-Way.
The airfield will remain operational at all times. The Contractor’s equipment and vehicles shall not interfere with the navigational aid (NAVAIDS) utilized in airfield operations.
Runway/taxiway/apron closures must be coordinated in advance in accordance with paragraph 1.2.1 and 1.2.3.
1.3.3. Airfield Clean-up.
The Contractor shall continuously remove any debris or materials spilled, dropped, and/or tracked by vehicles onto any airfield surfaces and properly dispose of them in accordance with the base TO. At the end of each work day, the airfield and vehicle access routes shall also be cleaned of any debris left by the Contractor. The CO or DR will inspect the areas for any residual debris, prior to the Contractor departing each day. If the inspection is satisfactory to CO or DR the Contractor will be released; otherwise, the CO or DR will take corrective actions as necessary.
1.3.4. Restricted Areas.
Portions of the airfield are located in restricted areas delineated by red lines or ropes. Work in restricted areas requires at least a thirty (30) day notice to Security Forces or as designated by the TO, before the Contractor can begin work. The Contractor shall not enter any restricted area unless accompanied by a Government escort. The base/Security Forces may, at their discretion, establish a “free zone” in a restricted area IAW Installation Plans.
1.3.5. Driving.
The Contractor shall submit, to the CO or DR, a list of all drivers/personnel requiring flight line access; as well as all vehicles and equipment to be used on the flight line. Prior to operating vehicles on the airfield, arrangements shall be made with the CO or DR for all Contractor personnel to receive a flight-line driver briefing and obtain required passes. Details of briefing, training, and passes will be outlined in the individual TO. All vehicles and equipment to be used on the airfield shall have pneumatic tires, flashing lights, and identification markings. All Contractor and subcontractor vehicles/personnel are subject to security inspections.
1.3.6. Photography.
Photography is prohibited on the airfield without prior coordination from the CO or DR IAW Installation guidance.
1.4. ENVIRONMENTAL REQUIREMENTS
1.4.1. Disposal of Removed Materials and Refuse.
The Contractor shall haul and dispose of all refuse/construction debris/rubble in accordance with State and Local Regulations. The Contractor shall provide dumpsters for their own refuse service as required.
1.4.2. Erosion Control and Pollution Prevention.
1.4.2.1. Pollutant Discharge. The Contractor shall be responsible to ensure pollutants are not released or discharged to drainage ditches, culverts, or other storm water runoff features.
1.4.3. Hazardous Material/Hazardous Waste (HM/HW).
1.4.3.1. Required Coordination. The Contractor shall be responsible for knowing which HM/HW materials are being used and shall ensure proper labeling, transportation, and disposal, are in accordance with the environmental procedures set by County, State, and Federal regulations. For waste accountability, the Contractor shall submit a manifest to the base environmental office annotating the HM/HW to be used, including the storage and/or disposal information of any HM/HW. Any use of chemicals resulting in a hazardous or toxic waste discharge must be pre- coordinated with the base environmental office.
1.4.3.2. Material Safety Data Sheets (MSDS). Five days before delivery of any HM/HW, the Contractor shall submit the MSDS to CO or DR. This submission must identify safe handling, storage, use, transportation, and environmentally acceptable disposal methods of HM/HW as defined in the current Federal Standard No. 313B, Federal Standard: Material Safety Data Sheets (MSDS), Preparation and Submission. The Contractor will coordinate all storage of HM/HW through the base environmental office to ensure environmental procedures set by County, State, and Federal regulations are met.
1.4.3.3. SPILL CLEANUP. The Contractor shall containerize and clean up HM/HW in accordance with Federal Standard No. 313B and environmental procedures set by County, State, and Federal regulations. Containerization and cleanup shall be in such a way that HM/HW does not enter a creek, gutter, culvert, storm drain or natural drainage. The use of any and all solvents, cleaners, and/or finishing agents shall be coordinated with the base environmental office prior to usage. Drips and/or leaks from mechanical equipment engines or hydraulic components that require cleanup shall be at the Contractor’s own expense. The Contractor shall have sufficient absorbent and/or spill cleanup materials for no less than a 50-gallon spill at the job site and anywhere where the equipment may leak or cause spillage.
If cleanup requires the use of Government resources a charge may be imposed on the Contractor as determined by the base CO.
1.5. UTILITIES
1.5.1. Use of Utilities. The Contractor shall provide sanitary facilities, telephone service, electrical power and lights for their own use. Water will be supplied without charge via fire hydrants. The Contractor shall be responsible for providing all materials and operations necessary to make connections and/or hookups to these hydrants.
Hydrant connections shall include backflow preventers provided by the Contractor.
1.6. GOVERNMENT FURNISHED EQUIPMENT (GFE) OR PROPERTY.
All other Government furnished property will be listed in the TO. For example: a hand-held two-way radio. While on the airfield, the Contractor shall establish and maintain two-way communication with the control tower. All GFE shall only be used as instructed by the CO or DR and shall be returned to the Government office as instructed after the use is complete.
1.7. SAFETY
The Contractor shall conform to current Air Force Occupational Safety and Health Standards (AFOSH) developed in accordance with AFI 91-203. There may be additional local safety standards implemented as outlined in the TO.
1.8. STORAGE/STAGING AREAS
If the Contractor requires short or long term storage/staging for vehicles, trailers, materials and equipment, the location and lengths will be outlined in the TO. The Government will not be responsible for any lost or stolen equipment or materials; therefore, the Contractor must secure their own items.
1.9. EMERGENCY ACCESS
Fire trucks and emergency equipment will have emergency ingress and egress to the airfield at all times.
1.10. SUBMITTAL REQUIREMENTS
Prior to the Contractor acquiring any material and/or equipment, the Contractor shall submit a Material Approval Submittal, AF IMT 3000 and any additional submittals as required by the Government to adequately describe the work covered in TO, for example construction phasing plan, vehicle traffic plan, hauling route, etc. If there is a change in the approved material or equipment the Contractor shall submit updated documentation, as required by the Government.
SECTION 2.0 AIRFIELD RUBBER REMOVAL AND AIRFIELD PAINT REMOVAL
2.1. Description: This section will outline materials, tools, equipment, and incidentals to remove rubber and/or paint deposits; to include test area and or clean-up.
2.1.2. Reference Specifications. Runway Rubber Removal shall conform to Guide Specification – Rubber and Paint Removal from Airfield Pavements, UFGS-32 01 11.51 (May 2016).
2.2. METHOD OF OPERATION
2.2.1. Acceptable Methods. The removal of rubber shall be accomplished by water blasting method in a manner that minimizes damage to the existing pavement surface. The Contractor shall use procedures and adjust their equipment (water pressures, nozzle height, nozzle spacing and angle and equipment movement rate) to accomplish this.
2.2.2. Method Demonstration. The Contractor shall demonstrate rubber and/or paint removal methods on a designated airfield test section not less than 25ft x 50ft. The tests will be used to determine the quality and acceptability of rubber or paint removal from the airfield surface. Submittals shall include any abrasives (type and methods of injection), and clean-up procedures. The test shall be inspected, and if necessary, removal methods shall be continued until an acceptable surface condition is achieved as stated in paragraph 2.3 and approved by the CO and/or DR.
2.2.3. Pavement Damage Survey. There will be a joint (CO and/or DR and Contractor) inspection of the area before work commences. Any existing damage to the pavement systems shall be documented at that time.
2.2.4. Pavement Damage Repair. The removal methods or operations shall not damage the airfield surface, joint sealant, or elevated or flush mounted airfield lighting. Any damage incurred during the performance of the work shall be repaired by the Contractor at the Contractor’s expense. Repair methods and materials shall be approved by the CO and/or DR prior to performance of the repairs. Repairs shall be completed within the period of performance for the TO.
2.3. QUANTITIES TO BE REMOVED
Contractor shall remove rubber at a minimum rate of 10,000 square feet per hour.
Concrete surfaces shall have the rubber removed no less than 90% of the surface. Asphalt surfaces shall have the rubber removed from no less than 85% of the surface. Painted markings shall be removed at a minimum rate of 1,000 square feet per hour. As a minimum, 85% of all paint shall be removed from concrete and/or asphalt surfaces.
2.4. WEATHER LIMITATIONS
No removal operations shall be permitted when the air temperature is less than 40oF, or during rain periods, or rain forecasted within two hours. Waste materials (rubber, solids, slurry seal, debris, and water) shall be collected and/or removed from airfield to prevent rain from washing it away.
2.5. CLEAN-UP AND DISPOSAL
2.5.1. Waste Material. All waste materials (rubber, solids, slurry seal, debris, and water) shall be cleaned up immediately, and removed by vacuum sweeper, or similar equipment.
IAW paragraphs 1.3.3; and 1.4.1. through 1.4.3.3.
2.5.2. Continuous Clean-up. During rubber removal operations the Contractor shall ensure continuous cleanup. Airfield sweepers and cleaning equipment operations must be capable of cleaning at a rate of no less than 80,000 square feet per hour.
2.5.3. Daily Clean-up. IAW paragraphs 1.3.3; and 1.4.1 thru 1.4.3.3.
2.5.4. Disposal. IAW paragraphs 1.4.1 thru 1.4.3.3.
SECTION 3.0 AIRFIELD MARKING AND STRIPING
3.1. Description. This section will outline all materials, tools, equipment, and incidentals and doing all the work involved as necessary to apply pavement markings including layout, surface prep, beads, test section, and submittals in accordance with the plans, and specifications. Airfields pavement markings vary in width, between 6 inches and 3 feet, and shall be applied in accordance with the drawings. Markings shall consist of white reflective paint, yellow reflective paint, red non-reflective paint, and black non-reflective paint in accordance with Guide Specification Section 32 17 23 Pavement Markings (August 2016), Federal Specification, TT-P- 1952, dated 06 August 2015, Paint, Traffic and Airfield Marking, Waterborne and Federal Specification, TT-B-1325D, dated 06 August 2007, Beads (Glass Spheres) Retro-Reflective.
3.2. MATERIALS
3.2.1. Paint. Paint shall conform to TT-P-1952 and shall be lead-free, homogenous, easily stirred to smooth consistency, and shall show no objectionable characteristics from prolonged storage. The paint composition shall provide a strong binder for the reflective beads; as well as firmly bond with the pavement.
3.2.2. Beads. Bead type for paint shall be Type I or Type III conforming to TT-B-1325D.
3.3. APPLICATION RATES
3.3.1. Paint. Paint shall be applied in accordance with U.S. Department of Transportation Federal Aviation Administration Advisory Circular No: 150/5370-10G, Subject:
Standards for Specifying Construction of Airports dated 12/21/2018.
3.3.2 Beads. For reflective paint areas, beads shall be applied uniformly to wet paint at a rate of eight pounds of glass spheres for each gallon of paint (8 pounds/gal Type I) or rate of ten pounds of glass spheres for each gallon of paint (10 pounds/gal Type III). This application shall be in compliance with AF Standards as outlined in UFC 3-260-04.
3.4. CONTRACTOR PROVIDED EQUIPMENT
3.4.1. Sweeper/Broom (Rated for airfield environment). The Contractor shall provide and use a power broom or vacuum sweeper with stiff, non-metal bristles, to sweep dirt and poorly bonded and/or scaled paint from the pavement surface to be painted.
3.4.2. Striping Machine. The striping machine shall be capable of applying paint at a width of thirty-six inches (36”) with one pass.
3.5. SURFACE PREPARATION
3.5.1. Cleaning. Immediately prior to paint application, all surfaces to be marked shall be thoroughly cleaned to remove dust, clay, silt, sand, mildew, and other surface debris by hydroblast method. Pressure, steam cleaning shall be performed in all areas that are contaminated with fuel, oil, grease, or other foreign substance. Poorly bonded and/or scaling paint shall be removed from the pavement surfaces by water blasting or grinding.
3.5.2. Debris. The Contractor shall collect and dispose of all debris resulting from surfaces preparation IAW paragraph 1.4.1.
3.6. PAINT AND BEAD APPLICATION
3.6.1. Timeline. In areas where rubber removal was performed, paint application shall occur as identified in the TO.
3.6.2. Masking. Airfield markings shall be masked to provide a distinct/sharp edge; to include number markings.
3.6.3. Beads. Drop-in application of the glass beads shall immediately follow paint application, per manufacturer recommendation(s) for equipment used in the application.
Additionally, beads shall be evenly distributed and embedded 50%-60% to meet the specified coverage rate and required reflective value(s). Should there be a malfunction of either the paint applicator and/or the bead dispenser; operations shall immediately cease until the deficiency is corrected. The area painted prior to equipment malfunction shall be repainted. The Contractor shall re-inspect work 25-30 days after completion of work, using retro-reflectometer to collect updated reflective values and these results shall be provided to the Government. Markings designated for non- reflective paint shall not have beads added.
3.6.4. Test Sections. The Contractor shall demonstrate pavement striping operations on designated test sections on the airfield (approx. 3’x 100’ plus 6”x 100’). Any additional testing required by the CO and/or DR will be done at the task order level.
3.6.5 Testing for Moisture. Pavement markings shall be applied to dry pavement. After rainfall, fog, cleaning or high humidity when the ambient temperature has fallen below the dew point, the Contractor shall test pavement surface for moisture before beginning work.
The Contractor shall employ the “plastic wrap method” to test pavement for moisture as follows: Cover the pavement with a 12 inch by 12 inch section of clear plastic wrap and seal the edges with duct tape. After 15 minutes, examine the plastic wrap for any visible moisture accumulation inside the plastic. Do not begin marking operations until the test can be performed with no visible moisture accumulation inside the plastic wrap.
3.7. INSPECTION AND ACCEPTANCE
3.7.1. Marking/Striping. Pavement marking will be subject to inspection, based on specifications as outlined in the task order. Painting shall not commence in any area until prepared surfaces have been inspected and approved by the CO and/or DR.
3.7.2. Drying Time. Once applied all markings must be completely dried within 120 minutes of application. If marking required additional drying time due to temperature or humidity, the Contractor shall inform the CO and/or DR.
3.7.3. Application Rates. Application rates must adhere to paragraph 3.3.1.
3.8. PROTECTION OF THE WORK
Newly painted surfaces shall be protected until completely dry. The Contractor shall utilize reflective cones or other approved traffic control devices or methods necessary to keep traffic off wet paint.
3.9. WEATHER LIMITATIONS
No paint shall be applied to damp or wet pavement surfaces, or when inclement weather threatens to interrupt normal progress of the work. Pavements can be marked only when both the pavement surface and air temperature are at least 50oF and rising. Paint shall not be applied when the relative humidity exceeds 90%; the wind velocity exceeds 15 miles per hour; there is dense fog; or when there is precipitation. Base CO and/or DR approval shall be obtained before continuing operations after any periods of precipitation. If the Contractor choses to use additives that allow applications in cooler temperatures (TT-P- 1952E, 35 degrees and rising) this shall be at the expense of the Contractor.
4.0. CONTRACTOR REQUIREMENTS – MANAGEMENT
CAPACITY/CAPABILITY
The Contractor shall furnish all materials, equipment, and personnel necessary to manage and accomplish each TO. Throughout the life of this contract, whenever there are active TOs, the Contractor/Sub-contractor shall have a project manager available in person or by telephone 24/7 while work is being performed. The Contractor shall accomplish quality control management for all active TOs. Whenever there are active TO, Contractor personnel with the following management/technical support capabilities must be available to properly manage/supervise all TO proposals being developed and/or work under construction:
1. Contractor's Project Superintendent (CPS) - Provides on-site supervision of active TOs.
The Contractor shall identify a CPS for each project to the CO and/or DR. The CPS submit an AF Form 3064 (Contract Progress Schedule) prior to start of work, and a detailed AF Form 3065 (Contract Progress Report) as required for each TO The CPS shall schedule and coordinate sub-contractors and material suppliers, and attend all required status meetings, site visit, and pre-final/final inspections. Superintendents shall have a minimum of three (3) years previous experience as a project superintendent (time employed as a tradesman, a working foreman, and/or education will not be substituted for experience) in the work included in this Statement of Work (SOW).
2. Contractor's Quality Control Manager (QCM) - Provide quality control management for all active TOs and executes the Contractors QC plan. The Contractor shall identify to the CO and or DR their QCM for each TO. The QCM shall ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with approved construction drawings, shop drawings, material submittals and technical specifications. The QCM shall prepare and coordinate material submittal sheets and shop drawing submittals, prepare QC reports, schedule and coordinate testing procedures, and attend all required status meetings, site visits, and pre-final/final inspections. The site superintendent may also perform the duties of the TO QCM.
3. The Contractor shall have a quality control plan to ensure all tasks are completed within cost, schedule, and quality standards. This plan shall describe inspection processes, inspection plans, and qualifications of personnel. The Contractor shall maintain a listing of key personnel and their respective qualifications. This list shall include the name, job title, project assignment, and years of experience (preferred three (3) years either with current or previous employers). The quality control plan shall illustrate comprehensive procedures to ensure completed work meets all TO requirements. Additionally, the plan shall include precautionary measures to prevent damage to Government property (airfield, joints, etc.).
The Contractor shall maintain inspection records and make them available to the Government. The Government may authorize its own quality inspections and/or tests; such tests will be at Government expense.
4. The Contractor shall comply with the Period of Performance established for each TO.
The Contractor shall be capable of participating in TO level site-visits in which the Contractor has been awarded a contract. Site visit procedures will be coordinated through the CO, typically as early as five (5) business days from the release of the TO. The Contractor shall provide flexibility of staff and be prepared to handle surges in work volume. The Contractor shall perform according to schedule, and provide completion process submittals in a timely manner. In the event of an airfield emergency or unexpected circumstance whereby the Government must make immediate contact with the Contractor; the contract Superintendent or designated official shall provide base Contracting, Civil Engineering, and Airfield Operations a working phone number that shall be answered 24/7 while work is being performed.

SOW Attachment 1 - ORDERING PROCEDURE INFORMATION
1.0 Initial Task Order
R3 efforts will be procured by issuing task order (TO) awards against the basic IDIQ contract. The contract awardee will receive an initial task order in the amount of $1,200 to satisfy the IDIQ minimum requirement. The $1,200.00 will be used to cover expenses related to the mandatory attendance of the pre-performance meeting (PPM). The PPM will be conducted within approximately 14 calendar days following contract award and will be held at 7 CONS, Bldg. 7438 Dyess AFB, TX. The Government will provide the date, time, location and agenda for the PPM following contract award. The Government will not pay additional costs incurred by the Contractor above the $1,200.00 amount.
The PPM will be required attendance for up to two Contractor management staff. The meeting will focus on the contract terms and conditions. At the request of the Contractor awardee, the Contracting Officer (CO) may approve additional attendees, at no cost to the Government.
2.0 Subsequent Task Orders
Task Orders shall be used to acquire subsequent R3 efforts as stated in the basic IDIQ contract awarded. The Government may order additional R3 efforts using the established Firm-Fixed Price (FFP), Contract Line Item Numbers (CLINs) located in Section B of the contract. The Government shall order quantities within the minimum and maximum ranges stated on each CLIN.
2.1 Task Order Ordering Procedures
a. Task order ordering procedures for subsequent TO awards are as follows:
1. Task Order Validation Request (TOVR).
A). Upon receipt of a R3 requirement package from the base Civil Engineer representative; the contracting office will initiate the TO. The CO will begin the TOVR process by sending a TOVR letter and attachments (hereafter referred to as TOVR package) to the Contractor. The TOVR letter will include, at a minimum, the following:
i. Date of TOVR package
ii. Description of R3 requirements to include square footage and types of work to be completed
iii. Submittal requirements in SOW Para 1.12 and any submittals
iv. Location of work to be performed/Site Visit (if applicable)
v. Period of performance
vi. Work schedule
vii. Base duty hours
viii. Validation Pricing Worksheet with requested requirement quantities
ix. Specific requirements, if applicable (e.g., base-specific needs, communication/traffic plans, etc.) Note: The installation commander, or equivalent, is the construction waiver approval authority on the FAA Form 7460-1. The contractor must submit a FAA Form 7460-1 to the Designated Government Representative (DGR) at least 45 days before the scheduled start date of the work. The contractor will ensure that the validated work plan is coordinated with the CO or DGR to ensure agreement with the content of the applicable FAA Form 7460-1.
x. Name and email address of the CO submitted TOVR package
xi. Other pertinent data such as planned closures for federal holidays or other base-related restriction periods.
2. Validation Submission Process.
A). Contractor shall submit a validation response for every TOVR issued by the Government.
B). The Contractor‘s task order validation response shall be submitted to the CO within seven (7) calendar days of the TOVR issuance date or site visit (if applicable); unless a longer period is granted by the CO. If the seventh calendar day falls on a weekend, Government holiday, or any other recognized planned closure, the Contractor‘s TO validation response shall be due on the first business day following the seventh calendar day. If necessary, the CO may negotiate a shorter validation submission period with the Contractor.
C). The Contractor shall verify and submit CLIN prices and requirement quantities specified in the TOVR package on the contract specific Validation Pricing Worksheet (Bid Schedule).
3. Government Validation Review.
A). The Contractor’s validated response will be reviewed by the contracting office by comparing the validated prices and quantities against the established CLINs awarded on the basic contract.
B). The Government shall review the validation for COMPLETENESS to ensure the Contractor provided all requested TOVR information.
4. As required per TO, Performance Bonds shall be submitted to the CO within 10-days following award.
5. Notice to Proceed. The Contractor shall physically start work IAW with the timeframes established in the TO.
6. Planned and Unplanned Closures.
The Contractor shall physically start work IAW with the timeframes established in the TO.
The Government will notify the Contractor of anticipated planned closure of the place of performance on the TOVR (e.g., federal holidays or other base-related restriction periods).
In the event of an unplanned closure of the airfield due to natural disasters, military emergency, or severe weather, the CO will notify the Contractor and keep the Contractor informed on the status of the installation. The Contractor and CO, in coordination with the DGR, will adjust performance schedule as necessary.
