About this file

This is a Request for Information (RFI) and Notice of Intent to Designate Single Source supporting documentation issued by Broward County, Florida, regarding the procurement of the Intellisoft Credentialing Management System for Fort Lauderdale-Hollywood International Airport (FLL). The County is seeking to determine whether the Intellisoft Identity Management System (IDMS) and Credentialing Management System (CMS) is available from multiple vendors or if alternate solutions exist that would meet the airport's needs. The Intellisoft system is a secure web portal that automates identity management and credential issuance for individuals requiring access to secure and non-secure areas at FLL while ensuring compliance with Transportation Security Administration (TSA) and airport security requirements. The system includes automated background check submissions, mandatory training tracking, and detailed audit-ready recordkeeping. No specific response deadline, due date, site visit, or bidder's conference information is provided in this supporting documentation. Prospective vendors capable of meeting or exceeding the County's requirements are invited to respond through the electronic bidding system with supporting information to demonstrate whether comparable commodities or services are available from multiple suppliers.

The RFI process is being conducted in accordance with Florida Statute 287.057(3)(c) for single source designations and 332.0075(3)(a) for aviation procurement. The Intellisoft system must fully integrate with multiple existing airport infrastructure systems, including the Genea Access Control System, AirTera training platform, Telos Designated Aviation Channeling and fingerprinting system, Everbridge mass notification system, IBM Maximo asset key management, and PeopleSoft with Clover fee collection. The Director of Purchasing retains sole authority to determine whether submitted alternatives are comparable and sufficient to meet County needs, and this decision shall not be subject to objection, protest, or appeal. No pricing information, set-asides, incumbent vendor details, or contract term specifications are included in this supporting documentation.
