About this file
This is a Scope of Work document from the City of Joliet, Illinois, detailing specifications for the procurement of polymer flocculant materials for the Eastside Wastewater Treatment Plant. The City is seeking both liquid emulsion and dry polymer products to be delivered to the facility located at 815 Adler Street, Joliet, Illinois 60436 for a one-year initial contract period with two optional twelve-month renewal periods. The polymer will be used for thickening waste-activated, digested, and primary sludge utilizing gravity belt thickeners and for dewatering sludge using the City's mobile dewatering centrifuge. Dry polymer must be delivered in 50-pound bags and 1,650-pound super sacks, while liquid polymer for the dewatering centrifuge shall be delivered in 225-gallon totes. The manufacturer must deliver products within two weeks of receiving an order. Only three previously tested products are approved for bidding: Polydyne CE-3291, Hawkins Zetag 7587, and Carus Praestol 857-BSKFN2; any alternative products require submission to Mr. Nick Gornick at ngornick@joliet.gov no later than five days prior to the bid opening for evaluation and approval.
The contract pricing is based on a fixed price per pound of polymer delivered, with the award determined by the 2026 price submission, while 2027 and 2028 bids are considered optional extension proposals. Material Safety Data Sheets must be submitted prior to any polymer deliveries, and the successful bidder must provide a comprehensive service program included in the per-pound cost, including operator training, quarterly site visits, technical and laboratory support, dosing calculations, and written reports on findings and recommendations. The supplier bears responsibility for all delivery costs and logistics, and if dewatering or thickening characteristics adversely change during the contract term, the vendor must optimize the current polymer or provide an alternative product at no additional cost. Should polymer cause operational problems such as system plugging or spills, the supplier is responsible for all associated removal, cleanup, and manpower costs.
