About this file
This is a Request for Qualification Statements (RFQS) advertisement issued by the Port Authority of New York and New Jersey for Master Agreements covering General Construction Services on a Work Order basis for the John F. Kennedy Redevelopment Program. The scope of work encompasses multiple construction disciplines including general site work, demolition, abatement, structural steel and concrete, airfield lighting and signage, building rehabilitation, architectural finishes, plumbing, HVAC, electrical systems, fireproofing, hoists and elevators, fire protection, and masonry services. The Port Authority intends to award Master Agreements to multiple pre-qualified firms across three separate contract ranges, with Work Orders issued as needed throughout the project execution. Qualification submissions were due by 2:00 p.m. on November 5, 2019, and all participating firms were required to execute the Terms of Discussion and submit a Contractor's Qualification Statement as part of their RFQS submittal package. Bid documents were anticipated to be available to pre-qualified bidders on a work order basis as projects arose.
The contract structure establishes three ranges: Range A (up to $2,500,000, reserved exclusively for PA-certified small business enterprise firms), Range B ($2,500,000 to $25,000,000, open to all firms), and Range C (greater than $25,000,000, open to all firms). The Port Authority estimated that the total amount of work to be awarded under all Work Orders would range between $100,000,000 and $200,000,000. The advertisement includes non-discrimination provisions ensuring that disadvantaged business enterprises, minority business enterprises, and woman-owned business enterprises receive full and fair opportunity to participate without discrimination based on race, color, or national origin, in compliance with Title VI of the Civil Rights Act of 1964. Inquiries regarding the opportunity were directed to Megan Connors at the Port Authority.
