2. BACKGROUND
Established on July 26, 1994, Inland Empire Health Plan (IEHP) is a not-for-profit health plan, and a local public entity of the State of California. Upon receiving its Knox-Keene license from the California Department of Managed Health Care on July 22, 1996, IEHP commenced operations on September 1, 1996, steadfast in its mission: “We heal and inspire the human spirit.”
Following the implementation of the Affordable Care Act and active participation in healthcare reforms, IEHP has experienced considerable growth. Effective January 1, 2024, IEHP broadened its healthcare services to include options through Covered California, the state’s health insurance marketplace, further solidifying its commitment to comprehensive healthcare coordination. Currently, IEHP serves a diverse membership of over 1.5 million members in San Bernardino and Riverside counties. This includes adults, families with children, seniors, and people with disabilities enrolled in Medi-Cal, IEHP DualChoice (Medicare-Medicaid Plan), and Covered California insurance.
Supported by an extensive network of over 7,500 providers and fortified by more than 4,000 dedicated employees, IEHP is committed to ensuring access to quality healthcare services for those enrolled in Medi-Cal, D-SNP programs, and Covered California insurance options across Riverside and San Bernardino counties.

4. STATEMENT OF WORK
IEHP’s Procurement Department, on behalf of the Human Resources Systems & Data Management Team and Human Resources Learning & Development, is releasing this

RFI to identify one or more vendors to provide all the services outlined and specified in Section 8 (SCOPE OF SERVICES). This RFI is for informational purposes only.
5. OBJECTIVE
The goal of this RFI is to conduct a comprehensive Request for Information (RFI) to identify current and emerging Learning Technologies available on the market. This includes ensuring the RFI casts a broad vision, allowing vendors to show all the Learning Technology features they have available in their solutions while allowing IEHP to decide which tools are pertinent to company needs.
Utilizing information gained during the RFI, IEHP will align technical features with strategic objectives and develop a detailed Request for Proposal (RFP) to be issued at a later date.
6. RESPONDENTS OF THIS RFI
Respondents of this RFI will be solicited in the event of the issuance of a Request for Proposal. If issued, a Request for Proposal will be posted to the Bonfire Website at www.iehp.bonfirehub.com.
7. VENDOR INQUIRIES/RESPONSES
IEHP requests vendors to send a “Letter of Interest” expressing their intent and a brief description of the current business as specified in Section 9.0 (LETTER OF INTEREST
FORMAT).
8. SCOPE OF SERVICES
This RFI contains a list of questions regarding vendors’ Learning Management Solution (LMS). A qualified vendor, for the purpose of this RFI, is one that can reliably and independently provide all required services to IEHP.
IEHP provides training to Employees, Vendors, and Providers to meet developmental and regulatory training needs. IEHP utilizes an LMS to facilitate training, assess learner competency and skills, and maintain training records.
In preparation for an upcoming Request for Proposal (RFP), IEHP is conducting this RFI to explore the latest advancements in learning management technology. We seek to identify innovative, scalable, and future ready solutions that enhance learning accessibility, engagement, and compliance tracking. Through this RFI, IEHP invites vendors to share emerging technologies, best practices, and creative approaches that will help shape the scope of the upcoming RFP.

The following information provides vendors with an overview of IEHP’s learning environment and technology ecosphere. The IEHP HR Systems & Data Management (HRSDM) Team supports the backend administration and technical operations of learning technologies utilized by the HR Learning & Development (L&D) Department.
IEHP’s L&D Department serves a diverse learner population including IEHP Team Members, Temporary Workers, Interns, Contractors, Vendors, and Providers. To best serve this audience, IEHP is committed to building a unified framework for learning tools, technologies, and processes that are unified across the IEHP enterprise.
The following questions are designed to gather insights into available market solutions, industry innovations, and best practices that enhance IEHP’s learning technology ecosystem. While some questions may reference IEHP’s current environment, the primary goal is to explore new opportunities and identify solutions that align with modern learning needs, compliance requirements, and future scalability.

6.5 Does your solution come equipped with Chatbots and the ability to embed chatbots in learning while applying governance standards to ensure the bots are utilized in a way that meets L&D and Company standards? IEHP looks to engage in real time automated coaching and mentoring activities with end users via LMS integrated technologies. These technologies should allow AI or user driven engagements based upon an existing or curated library of responses and content.
6.6 Does your solution enable Prescriptive training?
6.7 IEHP seeks a learning solution capable of supporting varied approaches to training delivery and continuous learning to include prescriptive training methods, guiding learners along generated paths created by admins or AI from analysis of user data.
Our vision also includes the availability of self-directed “grab and go” content via an easy-to-use searchable catalog/user interface that can be taken at will by a learner on a topic of their choosing. Does your solution provide the ability to host Computer Based Training Modules in an easy to search content library that empowers the company to deliver prescribed mandatory training that must be taken in prescriptive order?
6.8 Does your solution provide ability to conduct learning assessments? Specifically does your solution help leaders to capture learner knowledge, skills, and behavioral gaps at multiple various target points within the learning continuum; pre, mid, and post training efforts? Will your solution provide administrator or system-based tools such as Artificial Intelligence (AI) to aid in assessing learners and providing recommended learning paths for leaders to specifically engage learners where training is needed most? IEHP L&D seeks a solution that empowers the company to design, implement, and deploy training while gathering metrics and feedback at various multiple points within the instruction. IEHP requires a system capable of conducting robust assessments in multiple styles. We are seeking a system capable of providing robust administrative tools to aid in processing, visualizing and reporting data gathered from user feedback or system activity.
6.9 Will your solution serve as a collaborative tool for all forms of instruction? Examples include, Instructor lead training, hybrid of online and in-classroom training, interactive training, and online and mobile instruction. System should provide ways to extend the learning experience beyond the traditional class/lesson engagement using elements such as social learning, forums, data sharing, and learning communities. IEHP desires a solution capable of hosting best-in-class virtual

7 | P a g e Rev. 09/12/2024 classroom facilitation through seamless integration to leading live and virtual delivery platforms (MS Teams, Zoom, Moodle, etc), but also allow us to extend the learning beyond the immediate interaction of the online course or classroom event. Our future system should have capacity to support not only these techniques but expand through the use of social learning, communities, forums blogs wikis or other methods.
6.10 Does your solution function as a Learning Content Management Solution?
6.11 Will your solution empower IEHP to assigned content authors to use Meta-Data to track all learning collaterals, versions, owners, and tagged to assure it is the most current learning collateral? Examples of learning collaterals include, but are not limited to: Word Documents, Excel Spreadsheets, Power Point Presentations, PDFs, Audio/ Video Recordings, Teams Meeting Recordings, and basically ALL content and material produced for the purpose of training. The LMS should empower the master system administrators to identify sub-sections of the Learning Content Managed Assets and assign content authors to have responsibility only for specific sections, while restricting access to other locations within the Learning Content Library, and only allow access based upon company biographical fields such as; job title, department, division, and any other field stored in the Human Resource Information System solution. Content authors should be empowered to add chat comments regarding specific collaterals, and learners should be able to rate the quality and value of the assets. Will your solution accomplish that objective? IEHP's goal would be for our system to serve not only as our LMS but as a content management system for all training and training-related collateral in all relevant formats (documents, presentations, video etc). Providing indexing, tagging, version control, as well as linkage between content to support ongoing maintenance efforts, along with all relevant administrative controls to ensure security and data integrity.
6.12 Does your solution provide a robust system administrative structure that empowers super admins with the ability to control all aspects of the system, while delegating sub-admins and assigning control to specific subareas of the system to junior administrators? If yes, please describe how it accomplishes this administrative ability.
6.13 Does your solution allow for integration with third-party content providers at varying levels of integration, depending on our business needs? (Record sharing or full content hosting).

Centralized Learning Structure
7.1 IEHP L&D seeks a centralized learning tool that will empower L&D to create learning standards that other departments and trainers outside of L&D must follow when delivering all training, while empowering L&D to oversee and enforce standards for all training efforts, without having to be the hands that create and deliver all training efforts. How will your solution empower IEHP with this ability?
7.2 Have you achieved convergence with learning technologies? Specifically, has your company merged a Learning Management System (LMS), Learning Content Management Solution (LCMS), Virtual Event Hosting and Exhibit Hall Solution (VEHES), Learning Content Creation (LCC), and other large learning solutions into a single enterprise platform without having multiple solutions in the learning ecosphere? If you have achieved a level of convergence, even if not as complete as described above, please describe all that your company has been able to consolidate into a single solution. IEHP is seeking a system, as opposed to a family of systems, capable of reimagining its learning enterprise by achieving a convergence of Learning Management, Learning Content Management, Learning Content Creation, and supporting functions (event hosting, learning record store), if that is indeed possible. We are looking for industry to share with us the extent to which some of these functions have been focused into a singular platform.
7.3 IEHP requires a solution capable of integration with an upstream source of record solution such as a Human Resource Information System but not limited to: Success Factors (SAP), Oracle Fusion, Workday, Microsoft SQL, and Oracle Database solutions.
B. Vendor’s Responsibilities
It is preferred, and highly valued for vendors to provide a homogeneous Learning Technology solution sourced by the vendors’ native technology.
However, if the vendor has created an enterprise solution by seamlessly partnering with 3rd party solutions, the vendor is required to own all integrations as part of the vendor solution without deferring to the 3rd party company to be responsible for making the solution function. The vendor must clearly specify how they will host and deliver the solution homogeneously.

3rd party solutions while taking complete responsibility and ownership to deliver a complete solution.
IEHP is seeking to learn what is new on the market, and to discover if the learning industry has made strides in better engaging learners to enhance the overall learner experience. As such, the vendor is to utilize this opportunity to introduce new and emerging Learning Technologies to IEHP.
C. IEHP’S Responsibilities
IEHP has a federated L&D model which consists of multiple instructional designers, trainers, and instructors responsible for daily operational use of the system. This is supported by a core team of System level administrators and department-unit level admins who manage the system/ data integrity.
Our goal is to create a single source environment for all learning experiences for staff and externals (Providers) allowing them find and consume learning materials while also ensuring IEHP has a singular learning record of training activities an individual completes with the organization. While allowing end users of the system to easily access, manage and edit content while ensuring quality, standards and version control.
Learning Management System (LMS) – IEHP’s current solution is utilized to organize, track, administer, and host online, hybrid, and in-person training. The LMS serves internal Team Members, Temporary Employees, Interns, external contractors and vendors, as well as external Medical Services Providers such as medical clinics, hospitals, doctors, medical staff and various healthcare providers.
Learning Technologies include Content Authoring Tools such as, but not limited to:
• Articulate Suite
• Adobe Captivate
• Video content creation (Adobe, Vyond, Camtasia)
• Presentations tools: Canva, MS Suite
• Solutions that are compatible with SCORM and the following mandatory protocols.
Virtual Classroom environments to include: Webex, MS Teams Documentation Management and hosting: SharePoint and One Drive Performance Support and Digital Adoption: Such as WalkMe
This list is not all inclusive but should provide a framework of how IEHP is leveraging content development, hosting and management tools to support the full life cycle of learner development engagement in all modalities.

D. Deliverables
Vendors should demonstrate technologies consistent with all questions above, while utilizing the opportunity to showcase and demonstrate new and modern learning technologies that enhance and improve the quality of learning engagement.
E. Performance Guarantees / Service Level Agreements / Measures
Vendors are to showcase technologies that they are fully capable of delivering without outsourcing to 3rd parties. All Learning Platforms are expected to achieve 99.999% on the performance scale of uptime.

IEHP receives Federal and State funds, the potential vendor must go to the following websites and submit a printout with their letter of interest that verifies that the contractor is not listed on any of the following exclusion lists. If awarded a contract, awarded vendor must notify IEHP immediately if debarred at any time during the contract period.
Eligibility to Participate in Federal and State Health Care Programs
In accordance with 42 C.F.R. 438.610, 422.503 (b)(4)(vi)(F), 423.504 (b)(4)(vi)(F) and California Welfare and Institutions Code, Section 14043.6 and 14123, IEHP is prohibited from employing, contracting, or issuing payments to an individual or entity that is excluded, ineligible, or terminated from participation in State and Federal health care programs. Contract awards are contingent upon the vendor, its principles and subcontractors, eligibility to participate in State and Federal health care programs.
Vendors must certify that it or any of its subcontractors do not appear on State and Federal exclusionary lists, including but not limited to:
1) The Department of Health & Human Services (DHHS) Office of Inspector
General (OIG) List of Excluded Individuals and Entities (LEIE),
2) General Services Administration (GSA) Excluded Parties Lists System (EPLS),
3) California Department of Health Care Services (DHCS) Medi-Cal Suspended and Ineligible Provider List (S&I List),
4) Medicare Opt-Out List,
5) In the event the vendor is excluded, ineligible, or terminated from participation in State and/or Federal programs, the RFI process shall be subject to immediate termination and a contract will not be awarded.
