STATEMENT OF WORK
Project Background
An innovative Federal fee-for-service organization, the Volpe National Transportation Systems Center (Volpe), part of the United States Department of Transportation's (DOT) Office of the Secretary for Research and Technology (OST-R) is an internationally recognized center for transportation and logistics expertise. The Volpe team represents a world class transportation resource with multidisciplinary capabilities in all modes of transportation. Volpe plays a unique role in looking across the transportation enterprise to anticipate future transportation issues and challenges. Volpe, as part of OST-R, provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs.
The Volpe Center is working with a FMCSA to provide consulting and support services for the review of their operations as part of the Agency’s commitment to continuous improvement. This work will help FMCSA achieve its mission. Volpe supports FMCSA as it implements many safety programs such as improving safety data and information systems, strengthening safety technologies and operating standards, program evaluation, process improvement, and increasing safety awareness and compliance. To properly manage safety programs and successfully carry out their mission, FMCSA tasked the Volpe Center with reviewing the organizational structure of a new department within the Agency. The goal of the organizational assessment is to provide recommendations on structure, function, mission, division of labor, and morale; and to provide support implementing any recommendations that are adopted. All assessment work should prioritize safety as the core tenant of the agency’s mission. The tasking also includes reviewing FMCSA’s business processes and recommending changes. All business process review work should prioritize maximizing impact and efficiency.
