Scope of Work Description:

1. Project Location: Seed Storage Building

3. The scope of the project shall be, generally, the replacement of condensing units, replacement of associated evaporator units, replacement of associated control panel, and related installations at facility’s main cold room at the Seed Storage Building as indicated in this Statement of Work and specifications. The solicitation will include the following base bid and bid options:

Base Bid: Replacement of Condensing Unit #1 (north condensing unit), replacement of Evaporator Unit #1 (west evaporator unit) along with related installations.

Bid Option 01: Replacement of Condensing Unit #2 (south condensing unit), replacement of Evaporator Unit #2 (east evaporator unit) along with related installations.

Bid Option 02: Replacement of control panel serving condensing cold room condensing unit that provides alternation of the HVAC units serving the cold room.

4. Where “Approved Equal” is indicated in the specification of equipment, material or installation; the Owner shall approve all alternate equipment, materials, manufacturers or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items. Owner’s decision is final. Manufacturers / products that are submitted as “Approved Equal” are reviewed during the shop drawing process, not during bidding.

5. Product data / shop drawings shall be submitted as indicated in the project specification sections. Shop drawings shall be reviewed for general conformance with the Contract Documents; and approval by the Owner does not relieve the Contractor of complying with the requirements of the Contract Documents.

6. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision and incidentals for all elements of the work to provide a complete and properly functioning installation in accordance with this Statement of Work and project specifications.

7. Contractor shall coordinate all work activities with the Owner prior to beginning any work. All work shall be scheduled in a manner such that ongoing research is not jeopardized.

8. Photographs of the existing installations are provided in the project’s solicitation package. The Contractor may use the photographs as a reference / resource in developing their bid / proposal. The Contractor shall confirm all existing conditions and dimensions prior to proceeding with any project activities.

9. Scans of original construction drawings of the Seed Storage Building / Cold Room (dated 1988) are provided in the project’s solicitation package. The Contractor shall use the existing drawings to assist in determining lengths / quantities for bidding purposes and as reference / resource in developing their bid / proposal. The Contractor shall confirm all existing conditions, dimensions, etc. prior to proceeding with any project activities.

10. If both Base Bid and Bid Option 01 are awarded, Contractor shall phase their work such that cooling is provided to the Cold Room at all times. One condensing unit / evaporator set shall be replaced, tested, and shall have operated and maintained cold room temperature for a time period of approximately one week before proceeding with the replacement of the second condensing unit / evaporator set.

11. New and renovated electrical installations shall meet or exceed the requirements of the latest edition of the National Electrical Code (NEC) unless noted otherwise.

Unless otherwise noted; conduit and wiring shall be used to route electrical circuits.

New electrical conductors shall be 600V, 90 degree C, copper, Type

THHN/THWN complying with UL83. Conductors shall be stranded type. All conductors shall be color coded and wire labels shall be installed for easy identification. Match color coding currently used at the facility.

New conduit shall be electrical metallic tubing (EMT) type. EMT shall be zinc coated steel metallic tubing complying with NEMA C80.3. Fittings shall be steel compression type complying with UL514B. All conduit and fitting shall be UL Listed for the application. Conduit shall be sized as indicated on plans.

If conduit size is not indicated, conduit shall be sized in accordance with NEC except minimum size shall be ¾”. Exposed conduit shall be installed with conduit parallel to and at right angles to nearby surfaces or structural members.

12. Base Bid: Provide removal of Condensing Unit #1 and replace with new. The replacement shall include, but not limited to:

a. Furnishing of new condensing unit. Existing condensing unit is Larkin Coils Model CU-1500-H1 (Serial #AP8885409A2). New condensing unit:

Shall be designed for cold room applications complete with control components and, at a minimum, shall match the performance characteristics of the existing unit being removed (cooling capacity, etc.).

Shall be rated for nominal 144,200 BTUH at 4°C (39° F) room temperature and 95° F ambient condenser temperature.

Shall be capable of operating at 29° F saturated suction temperature at 10° F temperature difference between room temperature and suction temperature, 365 days per year.

Shall be equipped with receiver utilizing low ambient kit (heated/insulated receiver and low pressure bypass TDR)

Shall be equipped with phase loss monitor Shall be rated for operation from 208, three phase electrical power.

Shall utilize EPA SNAP acceptable refrigerant.

Shall include provisions for installing on concrete equipment pad.

Shall be Larkin Model 0150MCACD***** or approved equal.

b. Recovery of R22 refrigerant from existing condensing unit. Contractor shall provide all recovery cylinders (tanks) needed for this effort and shall send recovered refrigerant to EPA-certified reclaimer for legal disposal of the R22 refrigerant. (Please note that Department of Defense has a need for reclaimed refrigerant. The department may be contacted at Department of Defense, ODS Reserve Program Office, 8000 Jefferson Davis Highway, Richmond, Virginia 23297; 804-279-4525; odsreserve@dscr.dla.mil; DOD may pay for shipping).

c. Disconnecting existing condensing unit from refrigerant lines, from electrical power circuiting, and electrical control connections to allow removal.

d. Removal of the existing condensing unit in its entirety. Existing concrete pad shall be retained and re-used. After removal of the condensing unit, Contractor shall clean (power wash) existing concrete equipment pad.

e. Code legal installation of new condensing unit at existing concrete pad including connection to properly sized refrigerant lines, connection of electrical power circuit, and connection of associated control wiring. The completed installation shall be properly operating and shall be in accordance with the manufacturer’s written requirements and recommendations.

13. Base Bid: Provide removal of Evaporator #1 and replace with new. The replacement shall include, but not limited to:

a. Furnishing of new evaporator unit. Existing drawings indicate evaporator is

Larkin Model PC-366 Product Cooler. New evaporator unit:

Shall be designed for cold room applications complete with control components and shall, at a minimum, shall match the performance characteristics of the existing unit being removed (cooling capacity, etc.).

Shall be 100% compatible with and designed for operation with associated condensing unit.

Shall be rated for nominal 140,000 BTUH at 29° F suction temperature and 4° C (39° F) room temperature.

Shall be equipped with multiple blower motor(s) rated for two speed operation to provide energy efficiency and capable of providing 14,400 cfm with ½” external static pressure as a unit.

Shall include blower section with manufacturer furnished electrical components to receive one point power feed from 208V, three phase source and distribute electrical power to the multiple blower fans.

Shall be equipped with cooling defrost feature utilizing 27 KW heater operating on 208V, three power electric power.

Shall be equipped with thermostatic expansion valve, suction filter, access ports for measuring pressures and system characteristics as needed for maintenance and troubleshooting.

Shall be equipped with spring isolators for proper mounting.

Shall be Larkin Model LEH1210CS6EMA***** or approved equal.

b. Disconnecting existing evaporator unit from condensate drain piping, from mechanical ductwork, from refrigerant lines, from electrical power circuiting, and electrical control connections to allow removal.

c. Removal of the existing evaporator unit in its entirety.

d. Code legal installation of new evaporator at its current location including re-connection to condensate drain line, re-connection to mechanical ductwork, connection to properly sized refrigerant lines, connection of electrical power circuits, and connection of associated control wiring. The completed installation shall be properly operating and shall be in accordance with the manufacturer’s written requirements and recommendations. Mounting of the evaporator shall be similar to the existing installation, see Section A-A on existing drawing M-2.

14. Base Bid: Contractor shall provide a product data / shop drawing submission to the

Owner for the new Condensing Unit #1 and Evaporator #1. The submittal shall be marked to clearly indicate model number, performance characteristics, refrigerant type, options / features that will be furnished. See project specifications for additional information on submittals.

15. Base Bid: Contractor shall remove existing refrigerant lines between Condensing Unit #1 and Evaporator #1 in their entirety and replace with new.

New and renovated piping installations shall meet or exceed the requirements of the latest edition of ICC International Plumbing Code.

New refrigerant lines shall be routed in same manner as existing; with piping runs routed parallel to and at right angles to structural elements in neat, level / plumb, workmanlike manner, see “Mechanical Piping Floor Plan on existing drawing M-2. New refrigerant line installation shall include features recommended by HVAC unit manufacturer to prevent unwanted drainage of refrigerant / oil and to prevent damage to equipment.

New refrigerant line installation shall incorporate access ports for measuring pressures and system characteristics as needed for maintenance and troubleshooting.

Existing pipe hangers/mounting hardware may be re-used when in good condition and new mounting hardware shall be provided to properly support the piping system and to account for expansion, vibration, and weight. At a minimum, pipe hangers shall be located at change of directions and at maximum spacing of 6 feet. Additionally, pipe hangers shall be located within 12” of joints at each change of direction and shall be located within 18” of joints for straight runs. Pipe hangers and supports shall include provisions such that piping system is completely insulated through hanger / support.

New refrigerant piping shall be copper tubing, ACR / Type L complying with ASTM B88. Piping shall be free from dirt, scale, and oxides; furnish manufacturer cleaned piping that is capped prior to delivery.

Fittings for new refrigerant piping system shall be brazed type and installed using phos-copper-silver alloy (BCuP-6) without flux. Installation of refrigerant lines shall incorporate nitrogen purging during brazing operations in accordance with industry best recommendations and practices.

New refrigerant lines shall be tested for leaks with corrective measures implemented when leaks are identified. Testing shall be performed prior to installing any pipe insulation. Contractor shall notify Owner of testing appropriately to allow inspection of piping installation(s) and to allow observation of the testing (if desired).

Size of new refrigerant piping system (liquid and suction lines) shall be as recommended by the manufacturer of HVAC equipment to be furnished. For bidding purposes, Contractor shall assume 1-1/4” liquid line and 2-1/8” suction line.

16. Base Bid: Contractor shall provide a product data / shop drawing submission to the

Owner for the new refrigerant piping system components. The submittal shall be marked to clearly indicate type, size, and performance characteristics that will be furnished. See project specifications for additional information on submittals.

17. Base Bid: Contractor shall insulate new refrigerant piping system.

New pipe insulation system shall be complete in every respect and ready for use.

New pipe insulation shall be faced, closed cell, phenolic foam, Type III complying with ASTM C1126 and with integral vapor barrier, 1” thick, pre-formed pipe insulation

18. Base Bid: Contractor shall submit a product data submission to the Owner for the new refrigerant piping insulation system. The submittal shall be marked to clearly indicate type, size, and performance characteristics that will be furnished. See project specifications for additional information on submittals.

19. Base Bid: Contractor shall retain and modify existing condensate drain piping system serving Evaporator #1. Existing drain piping shall be disconnected to allow removal of existing evaporator. Contractor shall intercept, modify, and extend drain piping to connect to new evaporator. New drain piping shall match existing in type and size (assume 1-1/4” pipe for bidding purposes). Contractor shall remove any unused drain piping installations in their entirety.

20. Base Bid: Contractor shall retain and modify existing mechanical ductwork serving Evaporator #1. Existing ductwork shall be disconnected to allow removal of existing evaporator. Contractor shall intercept, modify and extend ductwork to connect to new evaporator. New ductwork shall match existing in type and size and final connection shall be flexible type. See existing drawing M-2 for additional information. Contractor shall remove any unused mechanical ductwork installations in their entirety.

21. Base Bid: Existing drawings indicate existing electrical power circuit to Condensing

Unit 1 is 208V, three phase circuit from Panel A-1 with disconnect switch at condensing unit, see existing drawings for additional information.

Contractor shall disconnect existing power circuit from condensing unit to allow removal.

Contractor shall remove final connection between disconnect switch and unit in its entirety.

Contractor shall remove existing disconnect switch and replace with new.

New disconnect (safety switch) shall be NEMA 3R, 600V, 100A, three pole, non-fused, heavy-duty type; Square D Class 3110 or approved equal.

Contractor shall label new disconnect switch to indicate load, panel and circuit number.

Contractor shall remove conduit and wiring of existing home run from disconnect switch to Panel A-1 and replace with new. New conduit and wiring of home run shall be 1-1/4” conduit with 3#3 and 1# 8 Grd. Circuit new condensing unit from existing 100 A, three pole circuit breaker at Panel A1.

Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur.

Contractor shall provide new final flexible connection between disconnect switch and new condensing unit. Provide final flexible connection with 1-1/4” liquid-tight conduit with 3#3 and 1#8 Grd.

22. Base Bid: Existing drawings indicate existing power circuit to Evaporator #1 blower motor is 208V, three phase circuit from Panel A-1; power circuit is routed through a wall mounted combination starter located in the cold room. Panel A-1 is Square D Type NQOD. See existing drawings for additional information.

Contractor shall disconnect existing power circuit for blower motor from evaporator to allow removal.

Contractor shall remove existing wall mounted combination motor starter for evaporator blower motor and replace with new disconnect switch and contactor. New disconnect (safety switch) shall be NEMA 3R, 600V, 60A, three pole, non-fused, heavy-duty type; Square D Class 3110 or approved equal. New contactor shall be enclosed type, NEMA 3R, Size 3 full voltage contactor; contactor shall be furnished with Hand-Off-Auto selector switch, “Green” running push-to-test pilot light, fused control transformer with 100 VA spare capacity, and 2-NO-NC auxiliary contacts; Square D Class 8502 or approved equal. Contractor shall label new disconnect switch and contactor to indicate load, panel, and circuit number.

Contractor shall remove conduit and wiring system of evaporator blower motor circuit and replace with new. New conduit and wiring shall be ¾” conduit with 3#8 and 1#10 Grd. Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur. At Panel A-1, Contractor shall replace existing 40A, three pole circuit breaker with new 50A, three pole circuit breaker.

Contractor shall provide new final flexible connection to evaporator blower motor. Provide final flexible connection with 3/4” liquid-tight conduit with 3#8 and 1#10 Grd.

23. Base Bid: Existing drawings indicate existing power circuit to Evaporator #1 defrost heater is 208V, 60A, single phase circuit from Panel A-1; power circuit is routed through disconnect switch / contactor. Panel A-1 is Square D Type NQOD. See existing drawings for additional information.

Contractor shall disconnect existing power circuit for defrost heater from evaporator to allow removal.

Contractor shall remove existing disconnect switch and contactor for evaporator defrost heater and replace with new. New disconnect (safety switch) shall be NEMA 3R, 600V, 100A, three pole, non-fused, heavy-duty type; Square D Class 3110 or approved equal. New contactor shall be enclosed type, NEMA 3R, Size 3 full voltage contactor; contactor shall be furnished with Hand-Off-Auto selector switch, “Green” running push-to-test pilot light, fused control transformer with 100 VA spare capacity, and 2-NO- NC auxiliary contacts; Square D Class 8502 or approved equal. Contractor shall label new disconnect switch and contactor to indicate load, panel, and circuit number.

Contractor shall provide new defrost timer and interlock timer with new contactor of defrost heater. Coordinate with condenser / evaporator and program defrost timer for recommended defrost cycles.

Contractor shall remove conduit and wiring of evaporator defrost heater circuit and replace with new. New conduit and wiring shall be 1-1/4” conduit with 3#3 and 1#8 Grd. Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur. At Panel A-1, Contractor shall provide new 100A, three pole circuit breaker in available space and circuit defrost heater.

Contractor shall provide new final flexible connection to evaporator defrost heater. Provide final flexible connection with 1-1/4” liquid-tight conduit with 3#3 and 1#8 Grd.

24. Base Bid: Contractor shall intercept conduit and wiring of existing interlocks with control devices and shall modify / extend to new condensing unit and new evaporator installations to restore existing control of Condensing Unit #1 and Evaporator #1.

25. Base Bid: Contractor shall submit a product data submission to the Owner for the new electrical equipment and devices. The submittal shall be marked to clearly

Size of new refrigerant piping system (liquid and suction lines) shall be as recommended by the manufacturer of HVAC equipment to be furnished. For bidding purposes, Contractor shall assume 1-1/4” liquid line and 2-1/8” suction line.

30. Bid Option 01: Contractor shall provide a product data / shop drawing submission to the Owner for the new refrigerant piping system components. The submittal shall be marked to clearly indicate type, size, and performance characteristics that will be furnished. See project specifications for additional information on submittals.

31. Bid Option 01: Contractor shall insulate new refrigerant piping system.

New pipe insulation system shall be complete in every respect and ready for use.

New pipe insulation shall be faced, closed cell, phenolic foam, Type III complying with ASTM C1126 and with integral vapor barrier, 1” thick, pre-formed pipe insulation

32. Bid Option 01: Contractor shall submit a product data submission to the Owner for the new refrigerant piping insulation system. The submittal shall be marked to clearly

34. Bid Option 01: Contractor shall retain and modify existing mechanical ductwork serving Evaporator #2. Existing ductwork shall be disconnected to allow removal of existing evaporator. Contractor shall intercept, modify and extend ductwork to connect to new evaporator. New ductwork shall match existing in type and size and final connection shall be flexible type. See existing drawing M-2 for additional information. Contractor shall remove any unused mechanical ductwork installation in their entirety

35. Bid Option 01: Existing drawings indicate existing electrical power circuit to

Condensing Unit #2 is 208V, three phase circuit from Panel A-1 with disconnect switch at condensing unit, see existing drawings for additional information.

Contractor shall disconnect existing power circuit from condensing unit to allow removal.

Contractor shall remove final connection between disconnect switch and unit in its entirety.

Contractor shall remove existing disconnect switch and replace with new.

New disconnect (safety switch) shall be NEMA 3R, 600V, 100A, three pole, non-fused, heavy-duty type; Square D Class 3110 or approved equal.

Contractor shall label new disconnect switch to indicate load, panel and circuit number.

Contractor shall remove conduit and wiring of existing home run from disconnect switch to Panel A-1 and replace with new. New conduit and wiring of home run shall be 1-1/4” conduit with 3#3 and 1# 8 Grd. Circuit new condensing unit from existing 100 A, three pole circuit breaker at Panel A1.

Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur.

Contractor shall provide new final flexible connection between disconnect switch and new condensing unit. Provide final flexible connection with 1-1/4” liquid-tight conduit with 3#6 and 1#8 Grd.

36. Bid Option 01: Existing drawings indicate existing power circuit to Evaporator #2 blower motor is 208V, 40A, three phase circuit from Panel A-1; power circuit is routed through a wall mounted combination starter located in the cold room. See existing drawings for additional information.

Contractor shall disconnect existing power circuit for blower motor from evaporator to allow removal.

Contractor shall remove existing wall mounted combination motor starter for evaporator blower motor and replace with new disconnect switch and contactor. New disconnect (safety switch) shall be NEMA 3R, 600V, 60A, three pole, non-fused, heavy-duty type; Square D Class 3110 or approved equal. New contactor shall be enclosed type, NEMA 3R, Size 3 full voltage contactor; contactor shall be furnished with Hand-Off-Auto selector switch, “Green” running push-to-test pilot light, fused control transformer with 100 VA spare capacity, and 2-NO-NC auxiliary contacts; Square D Class 8502 or approved equal. Contractor shall label new disconnect switch and contactor to indicate load, panel, and circuit number.

Contractor shall remove conduit and wiring system of evaporator blower motor circuit and replace with new. New conduit and wiring shall be ¾” conduit with 3#8 and 1#10 Grd. Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur. At Panel A-1, Contractor shall replace existing 40A, three pole circuit breaker with new 50A, three pole circuit breaker.

Contractor shall provide new final flexible connection to evaporator blower motor. Provide final flexible connection with 3/4” liquid-tight conduit with 3#8 and 1#10 Grd.

37. Bid Option 01: Existing drawings indicate existing power circuit to Evaporator #2 defrost heater is 208V, 60A, single phase circuit from Panel A-1; power circuit is routed through disconnect switch / contactor. See existing drawings for additional information.

Contractor shall disconnect existing power circuit for defrost heater from evaporator to allow removal.

Contractor shall remove existing disconnect switch and contactor for evaporator defrost heater and replace with new. New disconnect (safety switch) shall be NEMA 3R, 600V, 60A, two pole, non-fused, heavy-duty type;

Square D Class 3110 or approved equal. Contractor shall provide new defrost timer and interlock timer with new contactor of defrost heater. Coordinate with condenser / evaporator and program defrost timer for recommended defrost cycles.

Contractor shall remove conduit and wiring of evaporator defrost heater circuit and replace with new. New conduit and wiring shall be 1-1/4” conduit with 3#3 and 1#8 Grd. Contractor shall incorporate sealing fittings in new conduit run such that convection of warm air into the cold room, through the conduit system, does not occur. At Panel A-1, Contractor shall provide new 100A, three pole circuit breaker in available space and circuit defrost heater.

Contractor shall provide new final flexible connection to evaporator defrost heater. Provide final flexible connection with 1-1/4” liquid-tight conduit with 3#3 and 1#8 Grd.

38. Bid Option 01: Contractor shall intercept conduit and wiring of existing interlocks with control devices and shall extend to new condensing unit and new evaporator installations to restore existing control of Condensing Unit #2 and Evaporator #2.

39. Bid Option 01: Contractor shall submit a product data submission to the Owner for the new electrical equipment and devices. The submittal shall be marked to clearly

Bid Option 02: Cold Room is served by a 1990 vintage control panel that provides HVAC operation to maintain cold room temperature and humidity and to provide alternation of HVAC equipment to equalize wear (Each set of condensing unit-evaporator is sized for the load of the cold room – redundant units). See existing drawings for additional information. Contractor shall remove existing controller and replace with new. New controller shall be programmable type with user interface provisions and shall include all control components / devices to provide the sequence of operation indicated below; Automated Controls or approved equal. The controller shall be equipped to provide visual and audible indication of alarm conditions, controller shall have the capability to silence audible alarms. The controller shall be equipped with output dry contacts for alarm conditions and additional four (4) contacts for potential future interlock with autodialer. The replacement shall include, but not limited to:

Complete, properly operating installation of new controller with proper operation confirmed prior to demolition of the existing controller.

All programming to provide the sequence indicated below. All programming shall be performed by a manufacturer authorized / certified technician.

Installation of new room temperature and humidity sensors in Cold Room along with new conduit / wiring system to connect the sensors to the new controller (Contractor shall determine the conduit and wiring system needed).

All conduit and wiring installations needed to interlock Condensing Unit 1, Evaporator 1, Condensing Unit 2, and Evaporator 2 with the new controller and to provide the intended control. (Contractor shall determine the conduit and wiring system needed).

All conduit and wiring installations to provide electrical power to the new controller.

After new controller installation is complete, removal of existing control panel installation in its entirety including associated temperature and humidity sensors and all associated conduit and wiring installations.

Contractor shall engage manufacturer authorized / certified technician to perform start up services and confirm proper operation. Additionally, a minimum four (4) hours of training shall be provided to the facility’s on-site staff.

Sequence of Operation:

New controller shall monitor cold room temperature and humidity levels via new sensors.

New controller shall initiate operation of Condensing Unit 1 – Evaporator 1 (Condensing Unit 2 – Evaporator 2) to maintain cold room temperature set point (adj) – typically 39 deg F. Operation of these units shall maintain room temperature within ±3 deg F of setpoint.

New controller shall initiate operation of cold room unit heaters to maintain cold room humidity set point (adj). Operation of these units shall maintain room humidity within ±5% RH of set point.

New controller shall initiate alternation of the HVAC units to equalize wear.

Alternation shall be based on a programmable schedule (adj) initially set for weekly operation.

The controller shall monitor HVAC equipment for “running” condition when call for operation is initiated. If ‘running” condition is not confirmed after time delay (adj), controller shall initiate operation of “backup” equipment.

The controller shall initiate alarms for cold room temperature out of range (adj), cold room humidity out of range (adj), HVAC equipment failed to run condition.

The controller shall initiate operation of evaporator defrost heaters. Operation of these units shall be based on programmable schedule (adj). Coordinate with condenser / evaporator and program defrost schedule based on their recommended defrost cycles.

41. Bid Option 02: Contractor shall submit a shop drawing submission / product data submission to the Owner for the new controller installation. The submittal shall be marked to clearly indicate type, size, and performance characteristics that will be furnished and shall include schematics that clearly all wiring requirements and interlocks with field devices and equipment. An electronic copy (pdf format) of the daily reports shall be submitted daily to the COR/EPM.

A copy of the daily reports shall be sent weekly to the CO along with certified payrolls (coordinate submission requirements with CO). The daily construction report must be dated and signed and should including the following:

1. List of subcontractors.

2. High and low temperatures and general weather conditions.

3. Accidents.

4. Stoppages, delays, shortages, and losses.

5. Meter readings and similar recordings.

6. Orders and requests of authorities having jurisdiction.

7. Services connected and disconnected.

8. Equipment or system tests and startups.

PART 2 - EXECUTION

A. General Submittal Procedure Requirements: Prepare and transmit submittals for material and products proposed for the project.

1. Submit via email with electronic submittal files attached.

2. Manufacturers / products that are submitted as “Approved Equal” are reviewed during the submittal / shop drawing process and not prior to bidding. Contractor shall be responsible for submitting information to show equivalence. Determination by CO/ACO/COR/EPM on equivalence is final.

3. Each submittal shall include a completed “Material Approval Submittal” form. See “Attachments” section of the SOW for this form.

B. Include one hard copy of each approved shop drawing in the Operations and Maintenance Manual submitted to the Government during Closeout Procedures.

C. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. Mark each submittal to show which products (manufacturer, model, type, size, options, etc.) are proposed.

PART 3 - EXECUTION

3.1 CONTRACTOR'S REVIEW

A. Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to

CO/ACO/COR/ EPM.

B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

3.2 CO/COR ACTION

A. General: CO/ACO/COR/EPM will not review submittals that do not bear Contractor's approval stamp and will return them without action.

B. Submittals: CO/ACO/COR/EPM will review each submittal, make marks to indicate corrections or modifications required, and return it. CO/ACO/COR/EPM will provide notation on each submittal to indicate the appropriate determination from their review:

1. Reviewed - Approved with No Exceptions Noted.

2. Reviewed - Approved with Notes - Make Corrections Noted

3. Reviewed - Revise and Resubmit.

4. Reviewed - Rejected.

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities.

1.2 USE CHARGES

A. Water Service from Existing System: Water from Government's existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations.

B. Electric Power Service from Existing System: Electric power from Government's existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations.

1.3 QUALITY ASSURANCE

A. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Contractor to obtain required certifications and permits.

C. Accessible Temporary Egress: Comply with applicable provisions in ICC/ANSI A117.1 and OSHA regulations and standards.

1.4 PROJECT CONDITIONS

A. Temporary Use of Permanent Facilities: Contractor to assume responsibility for operation, maintenance, and protection of each permanent service during its use.

PART 2 - PRODUCTS

2.1 EQUIPMENT

A. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.

3.1 INSTALLATION, GENERAL

A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work.

3.2 TEMPORARY UTILITY INSTALLATION

A. General: Connect to existing service.

1. Arrange with COR / COTR for time when service can be interrupted, if necessary, to make connections for temporary facilities.

B. Water Service: Connect to Government's existing water service facilities.

C. Sanitary Facilities: Contractor shall furnish toilets, wash facilities, and drinking water at the facility for use of construction personnel.

D. Telephone Service: Provide superintendent with cellular telephone for use.

E. Electric Power Service: Connect to Government's existing electric power service.

F. While Contractor is using existing installations for temporary facility purposes; Contractor shall maintain existing installations in condition acceptable to the Government. At Substantial Completion, Contractor shall restore existing installations used for temporary facilities to their original, properly operating condition prior to its initial use.

3.3 SUPPORT FACILITIES INSTALLATION

A. Maintain access for fire-fighting equipment and access to fire hydrants.

B. Parking: Use designated areas of Government's existing parking areas for construction personnel.

C. Waste Disposal Facilities: Provide waste-collection containers in sizes adequate to handle waste from construction operations. Comply with requirements of authorities having jurisdiction.

D. Waste Disposal: Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of project waste diverted to recycle. The Contractor shall submit diversion documentation as part of project closeout. If no project waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical.
