Statement of Work

Office Refinish United States Department of Agriculture

National Laboratory for Agriculture and the Environment 1015 N University Blvd

Ames, IA 50011

GENERAL INFORMATION

1.0 Scope of Work

The USDA National Laboratory for Agriculture and the Environment (NLAE), 1015 North University Boulevard, Ames, IA, 50011 has a requirement to remodel twenty six

(26) offices with new paint, carpet and vinyl trim.

2.0 Background:

Offices 109, 109A, 110, 114, 116, 118, 120, 122, 126, 128, 134, 205, 212, 220, 222, 234, 236, 241, 305, 312, 314, 320, 322, 324, 330, 332, 334 and 336 need paint and carpet.

Conference room 226 needs paint. The offices are approximately 165 sq.ft. (11’x14’9”) each. Each of the 25 offices are nearly identical. There is a bulkhead above the windows and a knee wall below the windows. All demolished material shall be properly disposed of by the contractor and cost to be included in the contract. A site visit is available prior to bid submission.

Offices 118, 120, 122, 126, 128, 205, 212, 220, 222, 234, 236, 241, 305, 312, 314, 320, 322, 324, 330, 332, 334 and 336 are approximately 165 sq.ft. Need carpet and paint.

Offices 114, 116, 134 are approximately 220 sq.ft. Need carpet and paint.

Office 119 just needs paint. It is approximately 156 sq.ft.

Office 110 is approximately 425 sq.ft. Needs carpet and paint.

Office 109 is approximately 704 sq.ft. Needs carpet, paint and cabinets.

Office 109A is approximately 50 sq.ft. Needs carpet, paint and kitchenette.

Office 137 is approximately 312 sq.ft. Needs carpet and paint.

Offices 109 and 110 have a heavy textured wallpaper applied to the walls that will need to be removed and walls prepped for paint.

Expansion joints in 109/110 shall be filled with flexible sealant/caulk and painted.

Office 109 has outdated cabinets that need to be removed and replacements installed. Color sample to be provided prior to ordering.

Room 109A has an outdated kitchenette that needs removed and update. Carpet tile instead of linoleum shall be installed. Walls painted. New kitchenette may be built in. Require small sink installed on left side. Full cabinets above, refrigerator below with cabinets. No stove top on new. Microwave above sink.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Work on this project shall be completed by technicians with at least 3 years of experience. Contractor shall include experience with technical proposal submitted at the closing date of the solicitation.

Carpet – Existing carpet shall be removed, and old carpet adhesive removed from existing floor. Floor shall be prepared for new carpet.

o New carpet shall be Milliken Southern Analog Panoramic PA117 Vignette.

New black vinyl trim installed.

o All carpet seams shall be square and seamless (no gas in carpet). Carpet tiles shall lay flat on the floor. Vinyl trim shall be glued to the wall without puckering or waviness. Seams of the carpet shall be spaced evenly and esthetically pleasing to the eye.

Paint – Walls shall be prepped (nail holes filled if needed).

o Walls shall be painted with two coats of Sherman-Williams 703906.

o Receptacle and switch covers shall be removed prior to painting and reinstalled when dried.

o Paint on the inside door frame to match outside of frame.

o Dry erase and bulletin boards may remain wall mounted and painted around.

o Paint shall not overlap onto unpainted surfaces. If so, it shall be cleaned up.

No paint to be on the frames of windows, dry erase boards or bulletin boards.

No paint to be on the carpet or vinyl trim.

Contractor will communicate with Technical Point of Contact to determine work completion when carpet has been installed and painted has been completed.

Contractor’s bid shall include three references for carpet and painting work completed in the past 5 years.

Contractor’s bid shall include warranty covering paint peeling and carpet tile delamination of the new products. The period of warranty shall be 12 months from date of contract completion.

4.0 Government Furnished:

Government shall provide access to building during normal 7:00am to 4:30pm CST, Monday through Friday, excluding Federal holidays. Work scheduled outside normal work hours shall be coordinated with the Government’s representative to comply with escort and security notification requirements.

5.0 Deliverables/Schedule:

Period of Performance is estimated to be 90 days from the date of the Notice to Proceed.
