Scope / Statement of Work (SOW)
Wildlands Fuels Project Crew Contract
Yellowstone National Park (YELL)
All offers shall be structured on a per acre basis, regardless of number of personnel utilized. A minimum of ten personnel is suggested. 20 persons is considered a recommended optimal crew size.
On-site logistical considerations may limit the maximum crew size that is possible.
The following eight (8) tasks will be accomplished within the delineated project unit by contractor crew personnel in support of mechanical strip mulcher operations at Yellowstone National Park. An acre is considered complete and payable when all tasks have been accomplished to the satisfaction of the assigned National Park Service Project Inspector. The total number of acres accomplished under this contract will depend on weather conditions and heavy equipment progress.
1) Grid the entire project unit and identify (flag with biodegradable ribbon) or remove any infrastructure or litter that may pose a hazard to personnel or machinery working on- site.
Examples include but are not limited to; utility boxes for electrical and phone service, sewage system covers, signs, t-posts, and water or drainage pipes.
2) Cut all vegetation within a 6-foot radius of all utility system infrastructure. All stumps must be flush cut within 1 inch of ground level. Material will then either be chipped or dragged to the nearest location where the strip mulchers can safely and effectively mulch it. Chips will be distributed back into the project unit.
3) Fell and Remove all surface vegetation (trees and brush) <10” Diameter Breast Height (DBH (4.5 feet above ground level)) within 6 feet of any paved road surface or identified leave island within or directly abutting against the delineated project unit. All stumps must be flush cut within 1 inch of ground level. Material will then either be chipped back into the project unit or moved to a place where the strip mulcher machinery can safely and effectively mulch it.
Grasses, duff, litter, and herbaceous/non-woody vegetation will remain in place.
4) As directed by the Project Inspector (PI), pull and reposition debris created by the equipment or otherwise. Typically, this will be green tree-top material that falls into or is pushed by machinery into the area within the project site identified to not be mulched or otherwise impacted (i.e., a delineated wetland, archeological site, or leave islands). A minimum of 90% of the material that is pushed or felled into areas designated to remain pristine will be removed and repositioned.
5) Sweep, rake or blow 90% of mulch and debris from roads and walkways adjacent to or through the project area once equipment has completed work there.
6) Level 90% of tracks, berms, or trenches created by the equipment back to within 4” of level surface and cover 100% of bare soil by redistributing mulch from within the project area.
7) Cut any fuelwood that is identified/marked for salvage into maximum 6’ lengths and move to designated fuelwood collection areas.
8) Remove 100% of garbage and flagging from the project area once equipment has completed work there. Project Inspector will determine when equipment has finished at a site or subunit within the project area.
Additional Detail and Specifications:
1) Project areas are generally flat terrain and comprised of a early to late successional coniferous forest, with some areas having a significant understory component.
2) Food and lodging for the crew are the sole responsibility of the contractor.
3) All food and drinks must always be secured day and night. Grizzly bears and other wildlife frequent the work and living areas at this project. Absolutely no food or drinks may be left unattended outdoors or in the back of open-bed vehicles.
4) All necessary equipment, tools, and supplies required to complete the specified tasks will be provided by and the responsibility of the contractor. A woodchipper capable of accepting and chipping up to 8” diameter woody material, chainsaws, leaf blowers, and heavy-duty metal rakes (firefighter’s McCleod tool or similar) are anticipated to be needed to accomplish the identified tasks.
5) Contactor is responsible for providing their own fuel and additives. Equipment will be refueled and serviced at least 150 feet from all waterbodies. There is a public gas station available generally within 2 miles of the project area.
6) Delivery Work Hours: Any day between the hours of 7 am and 8 pm, unless prior permission is granted by the Project Inspector (PI).
7) Personal protective equipment (PPE): Contractor is responsible for providing and wearing all PPE according to OSHA 29 CFR 1910 Subpart I regulations.
8) Yellowstone NP will provide any road or area closures as necessary, as well as emergency fire suppression response.
9) Contractor must submit a project safety plan, a COVID-19 mitigation plan and must also maintain basic first aid supplies which must be under charge of a person trained to administer first aid.
10) One onsite tour for potential bidders will be made available.
11) This will be a “Lowest Price – Technically Acceptable” best value contract.
12) Fuel’s treatment area maps for the work of this project are included in the solicitation.
All acreage numbers are estimates.
